Call to Order Mr. Johnson called the meeting to order at 10:00am. Roll call was taken and a quorum was established. Approval of Agenda Mr. Fernandez moved to approve the Agenda subject to deleting item VILLA —Bylaws. Second by Ms. Bundy. Carried unanimously S- 0. IV. Approval of Minutes: October 8,2014 Ms. Chapin moved to approve the minutes of the October 8, 2014 meeting as presented. Second by Mr. Fernandez. Carried unanimously S- 0. V. Landscape Architect Report—Dayna Fendrick Dayna Fendrick,Urban Green Studio submitted the"Landscape Architects Field Report—Field Report No.11" for review. She provided an overview of the report for information purposes. A. Bromeliad Planting Status A set of plans titled "Bromeliad Diagram—11-26-14"was submitted for information purposes. The plans identify the areas for planting of Bromeliads with the work expected to begin next week. The Committee requested Ms. Fendrick to inspect the plants to ensure they are the correct species before they are installed. 1 B. Gumbo Limbo Pruning Status The Purchase Order has been issued for the work. C. Mulch Status The Purchase Order has been issued and the Committee viewed two samples of mulch (dark colored cypress and a lighter colored natural cypress). The vendor sought direction on which mulch the MSTU prefers. The Committee determined to have the light colored natural cypress mulch placed in those areas in need of the material. D. Fungicide Application to Buccaneer Palms The product has been ordered and will be applied when received. The following was noted under Committee Member/Staff discussions: • Mr. Sells will provide updates to the Committee(7—10 days following a meeting or as necessary) on any items brought forth during a meeting. • Before the vendor removes any plants in the MSTU,permission shall be obtained from the Project Manager. The purpose is to eliminate any confusion on directives from the Committee to the vendors. • The Golden Creeper and Asian Jasmine will be allowed to grow higher to promote a more aesthetically pleasing environment for the medians. VI. Landscape Maintenance Report—Affordable Landscaping Service Staff requested Mr. Bennarock to notify them before any adjustments are made to the components of the irrigations system. The purpose is to determine if any changes need to be made throughout the system given some of the components are interconnected. VII. Project Manager Report A. Budget Reports—Harry Sells Mr. Sells provided the document"Radio Road East MSTU Fund 166—December 10, 2014" for information purposes and provided an overview on the financial status of the Fund. B. Project Manager Report—Harry Sells Staff reported: • They will be undertaking the necessary measures to determine the reasons some plants are thriving, while others of like species in nearby locations appear to be stressed. The measures may include testing of soil PH, testing of the irrigation water PH, soil moisture tests, etc. The on site work is expected to be completed over the next 4 weeks with the actual testing taking somewhat longer. • They are ascertaining price quotes for the replacement of 6 Buccaneer Palms. The Committee noted an alternate species should be considered in the locations as these Palms did not survive. Ms. Fendrick is to use her discretion to specify if the Palms will be replaced with a like species, or a different plant is suitable for the location. 2 • They will be analyzing the operation of the irrigation system to determine what, if any changes need to be made to ensure the system functions at an optimal level of service. • They are proposing to the manager of the countywide irrigation system, the software portals controlling the system be"isolated" so Project Managers may access the program and adjust the individual MSTU's system(s) when necessary. The goal is to improve efficiency in operation of the irrigation system by allowing the end user direct oversight of the system. VI. Old Business None VII. New Business A. Bylaws -deleted. VIII. Committee Comments Ms. Chapin expressed requested priority be given to improving communication between the Committee, Staff and the vendors to reduce the delays recently encountered from the time tasks are authorized to the time they are implemented. December and January weather patterns have been fairly typical,with occasional cool fronts rains. No extreme weather events have occurred. 2. Major items that were approved by the Committee have been accomplished by ALS. This includes the following: Gumbo Limbo trimming/lifting up Bromeliad plantings at the"tips"of medians Fungicide treatment on Buccaneer Palms Top-dress Mulch The completion of these items has helped in making the medians look neater and in providing more color impact. 400 iI i' •. ` .} Median#32 with Bromeliads Median#38 with Dwarf Bromeliads added at"tips"of medians to replace Beach replaced Bromeliads replaced Dune Sunflower 3. Harry is continuing to deal with irrigation controller scheduling and operational issues. OBSERVATIONS TYPICAL THROUGHOUT MEDIANS 1.Weed growth is still the major problem within the Asian Jasmine and Mimosa beds. The older Asian Jasmine beds have varying degrees of coverage and weed growth. ALS has been keeping the Jasmine and Mimosa trimmed low to minimize the weed visibility; however, it seems that this may be impairing the growth of the actual ground covers,and we may be"overworking" it. The Asian Jasmine natural growth habit is about a 6" height. Per Harry,we are going to reduce the trimming of all ground cover and shrub plantings to an "as directed"schedule. 2. The Golden Creeper has improved and is showing new growth since we cut back Asian Jasmine with weed growth, on the trimming. The plants are starting to fill in some of the"browned-out"areas trimmed very low with new foliage. RRE Maint Field Report#12.xls 3. The Buccaneer Palms are showing some improvement and looking greener after the application of fungicide. ALS should monitor the palms for further signs of fungus and follow up with additional applications on an as-neded basis. UGS recommends that the three Buccaneer Palms in Median#39 in front of the CAT Station that had died or been run over be replaced with Green Thrinax Palms, Thrinax radiata. We suggest replacing Buccaneer Palms that died on other medians with Buccaneer Palms,since they are more scattered individually. 4. Two Pigeon Plum trees fell over and were re-planted. The root balls of the trees showed no lateral root growth,were very shallow and had some circling roots. ALS cut the circling roots and re-planted the trees higher. These trees are probably a . good indicator of the condition of the rest of the Pigeon Plum root systems.ALS has - "-° suggested raking the tops of the root balls to remove excess fill/mulch and removing "`" the tree rings. Some trees are more stable and in better condition than others; most ,,. are still off-color. A root stimulant would likely help benefit the trees and promote root growth. Pigeon Plum tree fallen over 5. The Sabal Minor Palms are in fair-good condition,and do not have the bright yellow fronds they had earlier. 6. The Muhly Grass is still blooming. ALS should not trim the Muhly Grass until the blooms start to fade(approx. 1 month). 7. The Silver Saw Palmetto is in variable condition overall. Some areas are showing good growth and other spotty areas have brown plants and slow growth. Some plants are off-color with yellowish foliage, next to others that are dark green&blooming. ALS should not trim the Bougainvillea while blooming, except to remove long, rangy stems,as directed. 9. The Silver Palm and Thrinax Palm groupings are in fair-good condition. Some yellow fronds should be removed. 10.The Spider Lilies are still in variable condition,some areas are doing well and other areas have die-back. 11. The Bird of Paradise are in fair condition; the old flower bracts should be removed. r 12. The Silver Buttonwood trees are thriving and will likely be due for trimming in a couple of months. 13. Fire ants seem to be more prevalent throughout, and should be treated as necessary. Some mounds are very large and encompass a whole plant. Fire Ant mound 14. The Royal Palms are in fair-good condition,and are starting to have more vigorous foliage. 15. There was one place where a hole had emerged in some Coontie plantings(didn't catch the median#). It was not apparent what had caused the hole. Fill the hole with sandy topsoil. RRE Maint Field Report#12.xls 16. The Gumbo Limbo trees were trimmed and lifted up. There were a few trees that - 4• still have long,rangy branches out over the traffic lanes that should be trimmed. • There are some areas of black soot on the shell under the Gumbos from sooty mold; rake shell to turn over. 17.
