I. Meeting Called to Order by Harry Sells in the absence of both officers. Vice Chair
Tom Brooks,excused and Dan Wing,Chairman,Term expired, at 3:31 PM at the
Big Corkscrew Island Fire Department, 13240 Immokalee Road,Naples FL. Doug
Allemong,as the senior member present was asked to run the meeting.

III. Approval of the Agenda
Agenda approved as presented by vote of 2-0.
IV. Approval of minutes: July 21,2014
Minutes approved as filed by vote of 2-0.
V. Election of Officers.
Chuck Wilson nominated Doug Allemong as Chairman. Passed 2-0.
Doug Allemong assumed role of Chairman.
Chuck Wilson moved to table the election of the Vice Chairman until the next
meeting when all members would be present. Passed 2-0
VI. Project Manager's Report- Harry Sells
A. Dan Wing Letter of Appreciation
The committee agreed to send a Letter of Appreciation to Dan Wing, ex member and
Chairman.
B. Budget Report was reviewed by the Committee
C. Side Road Maintenance

The Committee has previously approved the delivery and spreading of 20 loads(504
tons) of#57 stone on the side roads for a total cost of$8,119.44. The material will be
spread in December in the following order until used up. Keri Island West, Deer Run
West, Mingo West, Cypress West, and some on the northern end of Rock Road. A
plan will be published for maintenance of the rest of the side roads in the future.
Several of the side roads will need to have vegetation removed to allow access for
trucks to deliver material.
Public Comment by Jana Boger. She was under the impression that the MSTU
was only supposed to maintain only Rock Road and none of the side roads.
Doug Allemong provided a history of the MSTU and the ownership of the various
roads within the MSTU, and responsibility of the MSTU. He clarified that the MSTU
is responsible for Rock Road maintenance as well as the maintenance of the side
roads
D. Rock Road Paving Status.
Doug Allemong reported on his conversations with Commissioner Tim Nance, the
district commissioner for Rock Road MSTU.
The current unapproved plan is for the County to claim ownership of the northern one
mile of Rock Road. The MSTU would be responsible for paying for paving the road
and possibly maintaining the drainage in the future. MSTU funds can't be used for

paving unless the road is a publically owned road. The county would assume
responsibility for maintaining that portion of Rock Road. The committee is trying to
get a complete plan and time table from the Commissioner. Paying for placing gravel
and grading that portion of Rock Road is wasted money if paving will happen soon
but will have to be done if paving is delayed.
The committee agreed to send a message to Commissioner Nance to express the
urgency of moving forward with paving. The MSTU has been holding off with
gravel maintenance based on the belief paving would occur in the past summer.
Public Comment
Q. How long will the MSTU exist?
A. The MSTU will exist as long as there is a need in the community.
Q. What does maintaining the drainage mean and what would be the cost?
A. Definition of drainage maintenance and the proposed cost should come out of
paving plan when presented.

IX. Public Comment
Several current and former residents have maintained the various roads in addition to
providing grading equipment. There was concern that if the MSTU began maintaining
those roads there will not be consistency. The Committee and staff assured that there
would be coordination with the property owners currently maintaining the specific side
roads.
