Tuesday, June 11 at 1:00 PM at the Community Center at Pelican Bay, 8960 Hammock Oak Drive,

COMMUNICATIONS
The Committee discussed whether to publish a monthly summary of Board actions taken, preview
ongoing protects, and Clam Bay updates in the Pelican Bay Post or using another medium and would
make a recommendation to the full Board.
COMPILING WATER QUALITY DATA DISCUSSION
Ms. O'Brien explained there is Pelican Bay and Clam Bay water quality data from many sources
to compile and analyze.
Chairman Cravens said the Landscape and Water Management Committee is the appropriate
forum for a discussion about water quality data.

Dr. Trecker mentioned that he would revise the water quality brochure and discuss at the June 26
Landscape and Water Management Committee meeting.

Ms. Mollie Moffatt did not support the motion,
Mr. Merlin Lickhalter suggested establishing a safety committee.
Dr. Trecker motioned, Ms. O'Brien seconded, that the Committee make a recommendation to
the full Board that a standing committee to deal with streets, crosswalks, and pathways he
established The Committee voted one (1) in favor (Trecker) to two (2) opposed (Cravens,
O'Brien) and the motion failed. I
COMMUNITY SURVEY TO INCLUDE BICYCLE LANES
The Committee discussed developing a community survey to find out whether to install bicycle
lanes in the roadway, widening the pathways, installing pavers at the three community entrances,
landscaping changes, and identifying areas that do not have adequate streetlights. The Committee agreed
to discuss survey topics with the full Board; however, there was concern over the timeline and sense of
urgency to complete a survey prior to the County repaves Pelican Bay Boulevard.
AUDIENCE COMMENTS
Mr. Thomas Brown did not support bicycle lanes in the roadway.
Mr. John Domenic supported vehicles sharing the road with bicycles or "sparrow" signage.
Mr. Merlin Lickbalter suggested the Committee determine the accurate regulatory agencies
requirements for marking bicycle lanes in the roadway and informed that the Foundation's Strategic
Planning Committee (SPQ was also preparing a community survey and suggested the Committee work
with the SPC to prevent duplication.
OFFICE SPACE UPDATE
Mr. Dorrill reported that the office is moving temporarily to the Fourth Floor and exploring
renewing the current lease and looking at adjacent locations. The current lease expires in December and
staff would execute a new lease before the end of summer. The Foundation is looking into a longer-term,
shared space arrangement with the County on the 12-acre utility site.

Dr. Trecker motioned, Ms. O'Brien seconded to adjourn. The Committee voted unanimously in

Committee Members Present: Mary McLean Johnson (Chair) via telephone, Charles Bodo (via
telephone), Dan O'Brien (via telephone), Merlin Lickhalter, Frank Butler, Tom Dyke and Jim
Forte.
Also Present: Jim Hoppensteadt and 2 members.
1. Updates
Mary Johnson opened the meeting with quick updates on beach renourishment and space
programming.
Il. Meeting Minutes of July 29, 2013
A motion was made by Jim Forte, seconded by Dan O'Brien to approve the Minutes of the July
29, 2013 Meeting and approved unanimously.
III. Member Survey Planning
• Charlie Bodo provided an overview of the Request for Qualifications (RFQ) for the
member survey.
• The committee discussed the process of evaluating the seven firms who responded to the
RFQ. Each committee member gave their impression of the RFQs.
• The committee discussed whether to consider a firm's strategic planning capabilities
along with their survey research capabilities in identifying firms for further consideration.
The consensus was that this would be a point to consider in evaluating firms, but firms
would not be asked to provide a proposal for strategic planning services at this time..
• It was the consensus of the committee that a more detailed proposal from Pros
Consulting/ETC Institute; SRI/Boomer Project; and The McMahon Group would be
requested.
A motion was made by Charlie Bodo and seconded by Tom Dyke to seek proposals for
consulting/market research services from these three firms consistent with the draft RFP
circulated with the meeting materials. The group discussed the motion and approach. The
motion was then unanimously approved.
The committee next took up the proposed timeline suggested by Jim Forte in his email of 9/2/13:
• By 9/6/13 — Letter to three firms requesting bids
• Week of 9/16/13 — vendor conference
• 9/27/13 — deadline for RFP
• 9/30/13 — Teleconference —11 am
First two weeks of October — Any follow -up interviews, negotiation

The group discussed the draft Request for Proposals (RFP). The group also discussed survey
topics, Exhibit A of the July 29, 2013 minutes, which is to be included as an attachment to the
RFP. Several minor changes in wording were made on the draft in response to input from SPC
members and Foundation Board Director John Chandler, including:
Section 1. Demographics
- Location in community (change "to be more narrowly defined" to "neighborhood ")
Section 2. Frequency of Use & Satisfaction with Facilities and Amenities
- Change "North Beach restaurant — Sandpiper" to "North Beach dining facilities and bar "
- Change "South Beach restaurant — Sandbar" to "South Beach dining facilities and bar "
- Pelican Bay neighborhood parks (change "neighborhood parks" to "mini- parks ")
- Under "any unmet needs" omit mention of any specific item
Section 3. Participation & Satisfaction with Programs and Services, Expected Future Use
- Personal Training (change to "Personal Fitness Training ")
Section 4. Perception & Satisfaction with Levels of Service
- Add "Maintenance of Foundation facilities" as a response category
Other suggestions were to ask Fitness Center users to specify when they use the facility and
when they would prefer to use the facility and to include the Fitness Center in the response
categories when asking about "reasons for purchasing in Pelican Bay."
As a guide for further development of the survey, Charlie Bodo reviewed a list of possible
survey objectives and requested comments and any additions (See Exhibit B, "Survey
Objectives." Mary Johnson suggested that "determine facility /amenity usage patterns" be added.
Jim Hoppensteadt reported that the meeting with Tim Corcoran and Vic Fryling to review the
neighborhood definitions had not yet taken place but would be scheduled in the near future.
Mary Johnson asked SPC members to review a set of topics that could be circulated to the
Foundation Board for input on "Strategic Issue Identification" (Exhibit Q. She noted that the
current list of survey topics is probably more than can be included in a single survey and that it
will be important to make sure the key strategic issues for the community are addressed. Merlin
Lickhalter suggesting separating "Management and Maintenance" into two separate categories,
with maintenance understood to refer to facilities. Tom Dyke suggested including the issues of
traffic and parking, landscaping, and redevelopment. It was noted that the topic of
redevelopment is already being considered by the Legal Ad Hoc Committee.
The next meeting of the Committee will be September 30. The meeting adjourned at 5:15 p.m.

STREET LIGHTING

areas in Pelican Bay. Such landscaping must balance the desire for color with
the need for minimizing fertilizer use and irrigation.

PATHWAYS
There has been considerable discussion about widening the pathways
(sidewalks) along Pelican Bay Blvd. The county resurfaced the pathways in
2012. The pathways are now 5 -ft. wide. Some would like to see them widened
to at least 8 feet.
The argument in favor of widening is that (1) the pathways are too narrow for
dual use — for walkers and bikers — and, as such, are unsafe and (2) some
pathways are uneven and unsightly.
The arguments against widening are (1) some trees would have to be removed,
(2) there is no proven safety issue, (3) widening would be costly and (4) a better
approach is to install bike paths in Pelican Bay Blvd.

The PBSD has responsibility for street lighting in Pelican Bay. For safety
reasons, a number of the elevated streetlights must be upgraded. There is reason
at this time to review the adequacy of street lighting in general.

CROSSWALKS
The PBSD and Pelican Bay Foundation recently installed a number of
crosswalks in Pelican Bay. While the effectiveness and aesthetic benefit of
these crosswalks are not yet known, there have been complaints leading to the
removal of cobblestones at some crosswalks. Complaints indicated the
cobblestones led to unacceptable noise from traffic, without any compensatory
slowing of traffic.
Would you like to see cobblestones removed from the remaining crosswalks?

BICYCLE LANES
Collier County is scheduled to repave Pelican Bay Blvd. in 2014 or 2015. As
such, it is appropriate to consider whether bicycle lanes should be incorporated.
Currently, Pelican Bay Blvd. has two 12 -foot lanes in each direction.
Arguments in favor of some form of bicycle lanes are (1) current sidewalks are
too narrow for both walkers and bikers, (2) safe bicycling in the street requires a
dedicated lane, (3) the resulting slowing of vehicular traffic would be an
additional benefit.
Arguments against a bicycle lane are (1) there is no metric evidence bicyclists
are safer with a street bike lane than without, (2) installation of a bicycle lane
will hamper vehicular traffic, (3) reduction of lanes to 10 feet to accommodate a
bicycle lane will crowd many wide vehicles, (4) touring bikers would ignore the
bicycle lanes.
There are several options. Please indicate the option you prefer.
Install no bicycle lanes
Dedicate one 12 -foot lane to bicycles
Reduce vehicular lanes to 10 feet
and add a 4 -foot bicycle lane
Keep the two 12 -foot lanes, and add
a Sharrow marking (see picture),
