AUDIENCE COMMENTS
The audience was concerned about recreational uses and riparian rights, motorized boating and dredging for
navigation, dredging the Pass as a sand source, water quality, and doing the least amount of damage to natural
environmental resources.
Mr.Hall explained that the next step was to have Stakeholders prioritize the goals for the management plan.
Some in the audience were opposed to prioritizing goals because they claimed Clam Bay was a natural system.
Mr. Hall clarified that yes, Clam Bay is a natural system; however, it is also a managed system. In order to
ensure that the Pass stays open and that the flushing capacity are maintained for the health of the mangroves,certain uses
of the system are allowable and other uses are unallowable which makes Clam Bay a managed system.
MONITORING CLAM PASS AND SEEKING A NATIONWIDE PERMIT PROPOSALS
Mr.Dorrill reviewed Turrell-Hall's proposal for Clam Pass maintenance dredging permitting services.
Discussion centered on concerns as to whether the Corps would authorize a Nationwide maintenance dredge
permit without obtaining a new biological opinion and within an acceptable timeframe. A pre-application meeting with
the appropriate agencies would be scheduled prior to the June Board meeting. The Subcommittee would await the
outcome prior to approving a recommendation to the full Board.
Mr.Dorrill reviewed Humiston and Moore Engineers' proposal for interim monitoring.
Mr. Cravens made a motion, second by Dr. Chicurel, to recommend staffs recommendation to the full
Board to approve the proposal for 3-month, 6-month,and one-year monitoring of the most recent dredging
event and associated cost of$44,000. The Subcommittee voted unanimously in favor and the motion
passed.
PROPOSED FLOATING DOCK IN OUTER CLAM BAY
Mr.Dorrill presented a video describing the County's Parks and Recreation Department's proposed TDC Grant
funds project to construct a floating dock in Outer Clam Bay. Subject to Parks and Recreation Director's availability,
additional information would be presented at the June meeting.

Mr.Hall reported that based on the input from the last meeting,the overall oal o -nt plan is
to protect and enhance the environmental system. To accomplish this goal,they lode' iorities included

improving the flora and fauna communities, maintaining sufficient flow t� `ing water quality,
protecting listed species, addressing uses of the system, and monitorin the o e - that the management
activities are effective.A separate category listed other items to a. n. '- main categories.

Mr.Hall explained that the purpose of today's meeting is to review the list of goals,receive additional
input,and amend the goals as necessary to come to consensus.The next step would be to develop the scope of
services needed to design the management plan that included approaches to permitting and monitoring methods.
AUDIENCE COMMENTS
The audience was concerned about the County dredging the Pass as a sand source for beach renourishment;
correlating flushing with water quality;addressing existing recreational uses such as motor boat speeding and access
enforcement,and signage;monitoring seagrasses;maintaining hand-dug channels;and suggested including funding
sources such as cost sharing or grant opportunities as part of the management plan.
Mr.Hall would discuss with the appropriate agencies for advice on how to proceed and apply for a
maintenance dredge permit and would revise the draft goals document for the Subcommittee to address at a meeting
to be scheduled prior to the Board's July meeting.
ACCEPTANCE OF PRIORITY TARGETS
It was the consensus of the Subcommittee to accept the priority targets for the Clam Bay Management Plan.

Management Plan Discussion Items

Purpose of the Management Plan (DRAFT)
The purpose of the management plan will be to provide guidance and direction for the
management of Clam Pass and its associated estuary system by identifying the goals and
objectives necessary to avoid or minimize impacts to the natural resources and biological
integrity of the system. This plan will form the basis by which future management
decisions can be made by identifying the appropriate management techniques necessary
to preserve, enhance, restore, maintain and monitor the uses and resources within the
system.
The plan will attempt to balance resource protection with passive recreational use. It
should consider Clam Pass monitoring and maintenance, restoration needs, water quality,
listed species protection, education and other issues as identified in the Plan's
formulation process.
The management plan shall be submitted to the Collier County Board of County
Commissioners (BCC) for its approval. When approved, this plan will form the basis for
future permitting and other management activities within the system.

Tim was collecting from 42 lakes and one additional sample from the reclaimed water. PBSD has
continuing collecting those sample points as well as 2 additional points in Basin 3 identified as 3-8 and
3-9. Of those sample points 13 were from private lakes(see attached). These private lakes overflow
into the master drainage system.

Would you please forward these questions to Kyle.
I think Tim Hall collected copper-related data from 42 ponds, including #7 in Basin #3 which is in
Crown Colony which PBSD doesn't maintain; it is maintained by Crown Colony's HOA. How many other
lakes among the 42 from which we have copper readings are not maintained by PBSD?
In all, PB has about 63 lakes. Are these 21 lakes not tied into the water management system that flows
out to Clam Bay?
