Meeting was called to order at 3:00 p.m. by Chairman Russ Rainey.
Pledge of Allegiance recited and roll call taken.
The minutes from the Nov. 20, 2013 meeting were approved.
Threat Update
Lt.Jones reported that threat level is still elevated-there have been no changes.
Fire Season Update
Rick Zyvoloski reported that we should have dry weather for a while and that the Fire
Season looks average. We are in a Neutral Phase of weather. He handed out a National
Weather Service Advisory with updated information. Rick also handed out the flyers on
2 new SkyWarn classes to be held on January 23rd and March 1st
LMS (Local Mitigation Strategy)
Rick Zyvoloski reported that there is an LMS meeting on Friday Jan. 17,2014 at 9:30
a.m. at South Regional Library. He handed out a list of Mitigation Resources Videos
sites.

New Business
Several presentations from EM. First was an overview of a multiyear Training and
Exercise Plan. Lee Mayfield and Mike Shaw explained the purpose of the Plan and
requested feedback, support and vetting by Citizen Corps for the Plan. The T&E is a
preplanning tool to address gaps The two (2)questions were about funding and what is
the level of the training. Funding is not the biggest issue because much training and
exercise is funded from grants. The T&E is not meant to be a form of credentialing for
groups such as CERT but maintaining the response and recovery levels for EOC
participants. Input and needs from the community groups is encouraged though. Lee
reviewed a possible 3 year T&E list reminding Cit Corps members that because priorities
change the list needs to be flexible. With the request from MRC rep to change the name
of Dept of Health to DOH-Collier County,the Board voted to approve and support the
T&E plan and it's moving forward. (Walt Jaskiewicz, Reg Buxton).
Dan Summers presented the Emergency Management Definition,Vision,Mission,
Principles Statement for which he requested feedback, support and vetting. Upon
review,the document received support and vetting(Dr.Neiweem/MRC and Reg
Buxton/Chamber).
Additionally, Mike Shaw with EM discussed the Mass Casualty Ambulance Bus that is
being sought for Collier County and the Region. Mike explained that its uses include
Mass Casualty response,oxygenation, rehab for first responders,movement of those not
requiring ALS response, and deployment to other areas as needed. It would have fold
down seats and stretcher capability. Purchasing would be through the State.
Individual Reports
Russ Rainey(CERT)
On Feb 22, 2014,the County CERTs will have an Exercise designed to refresh their
training and skills. It is also an opportunity for the Team Leaders to address any gaps in
their Teams.
Jim Elson(Veterans Council)
Jim announced that on FEB 8,2014 there is a fund raising event for both Lee and Collier
Counties' Wounded Warrior Programs. General Franks, Hon. Chair of the Wounded
Warrior Programs, is partnering with Mass General Hospital and the Red Sox at Jet Blue
Park in Ft Myers for the fund raising event. Ty Carter, Staff Sgt with the US Army and a
Medal of Honor recipient will be in town to speak at the Kensington Country Club. This
is an all day event. The event starts at Kensington at 12:10 pm. Information I collected
indicated that although Kensington is at capacity for Veterans to golf in the outing, other
veterans and their families are welcome to go and enjoy other amenities at Kensington
Country Club for the day.
Walt Jaskiewicz (USCGA)
Shared that the TSA is changing their approach to who must remove shoes,jacket, etc
when going through Security. It's their Yellow Card Procedure...

Reg Buxton(Chamber of Commerce)

Lee Henderson(CAP)
Lee reported that Marco has a new American Legion Post. Also, CAP continues to fly
Coastal Patrol over the 10,000 Islands. And they continue flying Fertile Key Note, a
critical exercise for our armed forces.
Dr.Neiweem(DOH-Collier County)
On April 18, 2014, DOH-CC is having a Radiation Response Volunteer Training
(handout). USCGA will conduct a 45 min hands on safety training for participants. The
H1N1 strain of flu has been mild in Florida but picking up elsewhere.
Mike Jones(SO)
Mike reports that over the next few months, Collier County has a multitude of activities.
These include the Country Jam, Swamp Buggy, Wine Festival, Everglades City Seafood
Festival, and the County Fair.
Carolyn Rambosk(NNFD)
Carolyn shared the groundbreaking date for a new NN Fire Station,number 48. The
event is Feb 13 at 1:30 pm. The station is off Livingston north of Immokalee Rd between
North Naples Middle School and Veterans Elementary.
Chris Nind(Salvation Army)
Chris happily reported that the Salvation Army has closed on the Kia Dealership
Property. They will be building classrooms and eventually a full Gym. Hope to have a
youth center also in place. There is a hoped for(tentative plan) groundbreaking the
second half of 2014.
Judy let the Board know that this is her last meeting and that Mike Shaw has been
requested to be the new Citizen Corps Liaison. She also reminded them that elections
should be held at the next meeting in March. Russ has already stated that he does not
wish to be Chair again.
Next Meeting is: March 12,2014 at 3 p.m. in the ESC/3rd Floor
Meeting was adjourned at 3:55 p.m.
