ADVIS ' COMMITTE 3299 East Tamiami Trail, Suite 103 Naples, FL 34112 MINUTES CALL TO ORDER The meeting was called to order at 4:05 PM by Chairman Spencer. A quorum was established. II. APPROVAL OF AGENDA Add: VI. A. By-Laws Change: IV. Approval of Minutes—September 16, 2014 October 21,2014 Peggy Harris moved to approve the Agenda for October 21, 2014 as amended. Second by Jennifer Williams. Motion carried; 3—0. IV. APPROVAL OF MINUTES—SEPTEMBER 16,2014 Peggy Harris moved to approve the Minutes for September 16, 2019 as presented. Second by Jennifer Williams. Motion carried;3—0. V. MONTHLY BUDGET REPORT Staff distributed and reviewed the Golden Gate Beautification MSTU Fund 153 dated October 21, 2014 for the new fiscal year. (See attached) It was noted the Taxable Value FY2013 to FY2014 has gone up 8%. Staff will research questions by Committee; what does Minus New Construction Annex mean and what is a 13 Levy and report at next meeting. VI PROJECT MANAGER'S REPORT A. By-Laws Staff provided a draft copy of the Golden Gate Beautification MSTU Advisory Committee By-Laws for review. Advisory Committee Members requested the following revisions: ➢ Article V, Section 3—Regular Meetings - Change to "Regular meetings of the Advisory Committee shall be held on the third Tuesday at 4:00 p.m. ➢ Article V, Section 11 —Documents—Change to"Public Transit& Neighborhood Enhancement(PTNE) Staff' Chairman Spencer moved to approve the Golden Gate Beautification MSTU By- Laws with requested revisions. Second by Peggy Harris. Motion carried;3—0. VII. TRANSPORTATION MAINTENANCE REPORTS Darryl Richard asked how many of the Bermad Hydro-meters are working versus non- working. Thomas Gonzalez reported Hannula is trouble shooting the irrigation system on Sunshine,Hunter, Coronado and Tropicana Boulevards. Roger Dick responded Sunshine, Hunter and Coronado have been checked and are up. Tropicana takes more time to trouble shoot. McGee and Associates noted the irrigation system should be checked for leaks and the flow meter accuracy. Staff and Consultant are investigating a low maintenance system 2 October 21,2014 with an estimate. Staff will bring back information on an alternate reader to the next meeting. Roger Dick explained the difference between the current reading system and the photo opt cell system. Mike McGee explained he spoke to Naples Electric Works and Lee County. He requested a proposal from Hannula to convert gallons per minute. It is a more accurate system. Discussion was held on how the new readers will calculate,the conversion and water conservation. Thomas Gonzalez gave a maintenance report on Tropicana Boulevard, Coronado Parkway and Hunter Boulevard, Golden Gate Parkway, Sunshine Boulevard and Collier Boulevard and Green Boulevard. Chairman Spencer asked for a Golden Gate MSTU accident report showing the status of each accident. VIII. LANDSCAPE ARCHITECT'S REPORT-MCGEE& ASSOCIATES Reports were provided and distributed by McGee &Associates Landscape Architecture on Coronado Parkway and Hunter Boulevard, Sunshine Boulevard and Collier Boulevard—Part A & B and Green Boulevard—Median#1 for period FY 13-14 October 2014. (See attached) Mike McGee reported on the high points: Tropicana Boulevard • Plumbago shrubs are in a serious decline due to insect damage. He recommended changing out, • The water usage was down considerably. Coronado Parkway and Hunter Boulevard • Another accident at the Winn Dixie exit where a palm was hit again. He recommended not replacing. • Spraying for dollar weed control in Mimosa. Grassy weeds will need to be hand pulled. • Medians 3 and 6 get flooded. Proposal requested from Hannula for Median tipsl, 2,north end of 4, 5 and skip 3 and 6 until water retainage has been resolved. • Water usage climbed up slightly. Golden Gate Parkway • Replacements and additional sprays need to be approved by Pam Lulich (Fund 111) • Water usage was exceptionally low. 3 October 21,2014 Sunshine Boulevard • Several beds of Indian Hawthorne are deteriorating and will be replaced with Flax Lilies. Proposal on replacements. • The water usage is higher due to less canopy coverage climbed back up. Collier Boulevard and Green Boulevard • Pump station back in, area mulched and operational. • The water usage is reasonable. IX. OLD BUSINESS (None) X. NEW BUSINESS (None) XI. PUBLIC COMMENTS (None) Darryl Richard reported: • A key for the flag pole was provided to the Chairman. • E B Simmonds is inspecting for outages. •••■ • A light pole on Sunshine Boulevard was hit. Staff will check to see if an accident report was filed.
