LET IT BE REMEMBERED the Board of County Commissioners in and for the
County of Collier, having conducted business herein, met on this date at 1:00 PM in a
JOINT WORKSHOP SESSION with the Marco Island City Council in Building "F"
of the Government Complex, Naples, Florida with the following members present:

1. Pledge of Allegiance
Chairman Henning called the Workshop to order at 1:00 pm and the Pledge of Allegiance was
recited.
Mr. Ochs distributed a handout titled "Joint Workshop Collier County Board of County
Commissioners and Marco Island City Council—December 2, 2014-1:00 pm", that was prepared for
the Board of County Commissioners.
The BCC requested staff to submit a copy of the handout to City of Marco Island for their records.
2. Ambulance Service
The Board of County Commissioners (BCC) reported the City's request to provide seasonal
ambulance service was approved with service to commence on December 1, 2014.
The Marco Island City Council (MICC) expressed gratitude for service, noting their ultimate goal is
to establish service and to run two full-time ambulances in the City.
Chairman Henning reported a Task Force is being created to explore the feasibility of combining
Emergency Medical Services and Fire Service within the County. The City of Marco Island could
participate in the endeavor if they so desire.
3. Funding for Arterial Roadways
The MICC requested the County consider providing some type of funding for maintenance of
arterial roadways in the City of Marco Island.
The BCC reported roads are owned by the City of Marco Island and there is no such agreement
with the City of Naples.
4. Improvements to Goodland Road
County Manager Ochs reported the County turned over control of a major portion of Goodland
Road to the City of Marco Island in 2002. The County agreed to pay $1M annually for the term of
15 years to the City for the maintenance of roads including Goodland Road. The road is now in need
of repair and a portion of the road is still under ownership of the County.
City Manager Hernstadt reported the City has developed a preliminary plan (40% complete) for
improvements and a hydrological study is required to proceed. The cost of the study is $85,000 and
he requested the County contribute $15,000 towards funding the study.
Growth Management Administrator Nick Casalanguida presented a PowerPoint on the roadway,
which is approximately 5%—10% under County control. He recommended a hydrological study be
completed under the auspices of design for the project, not as a separate component, and the City
and County work together to develop a joint scope of work for the project.
Councilman Honecker reported the City was prepared to move forward, however the Conservancy
of Southwest Florida, a partner in the 1982 Deltona Agreement, notified them they had to approve
the project per the agreement. The Conservancy requested the hydrological study be completed in
advance of any further design work.

County Attorney Klatzkow reported the Conservancy may not have any legal jurisdiction over
Goodland Road improvements however the County will work with all stakeholders to ensure any
concerns identified regarding the project are addressed. City Attorney Burt Saunders agreed.
Speaker
Nicole Johnson, Conservancy of Southwest Florida agrees the road needs to be improved, but
wants to ensure there are no negative impacts to the mangrove habitat. The existing roadway
"floats" and any improvements may require that a new road base be compacted, disturbing the
existing hydrology of the area. The Conservancy may have jurisdiction under the agreement given
any improvements may impact the mangrove habitat adjacent to the roadway and/or, it is her
understanding the preliminary design proposes some improvements outside the existing improved
area and right of way. She recommended before proceeding further with the design phase, that
JR Evans Engineering complete the hydrological study.
Mr. Casalanguida noted a piece-meal approach to the project may conflict with the County
Consultants Competitive Negotiations Act(CCNA). A hydrological study could be completed first
under auspice of the design team, while initial work such as surveying, is undertaken by the team.
Discussion occurred between the BCC and MICC on the agreement executed by the County and City
of Marco Island noting:
• The deteriorating condition of the road must be addressed because there are major safety
issues due to flooding, whereby the road becomes impassable for residents, visitors,
emergency responders, etc.
• Some members of the BCC noted the City of Marco Island has received $1M annually for
12 years with 3 years of payments remaining under the agreement. An accounting should be
provided to the County which identifies any funds allocated for road repair and the remaining
payments due the City could be allocated to the project.
• It was noted, although the intent of the agreement during the original discussion was that
funds contributed be utilized for Goodland Road. The specific agreement allows the use of
funds for any road in the City.
• The City reported they are not in a position to allocate the remaining $3M of payments for
improvements to Goodland Road.
The Board of County Commissioners requested staff to work with all necessary parties, including
the Conservancy of Southwest Florida and residents of Goodland, to develop an Executive
Summary that would be brought forward to address project scope and limits, responsibilities of
individual parties, Request for Proposal specifications,project concerns and County Attorney's
opinion regarding any requirements to comply with the County's CCNA.
Speakers
Mike Barbush, Goodland Civic Association believes the condition of the road is a health, safety
and welfare issue which needs to be addressed. The City of Marco Island has been responsive to the
needs of the residents.
Nicole Johnson, Conservancy of Southwest Florida reported the organization is willing to partner
with those involved so the roadway may be improved.

Dr. Greg Belle, Goodland Civic Association reported to date the matter has been a safety issue,
periodic flooding has receded. The major concern is a washout of the roadway whereby impassable
conditions would persist for a prolonged period of time. Any solution needs to ensure that
environmental integrity and an aesthetic appeal of the area is maintained.
5. Park Impact Fees
The MICC requested consideration be given to direct County revenue from park impact fees be used
to make improvements at Mackle Park, given it is used by many residents who don't live on Marco
Island and could be considered a "regional park."
The BCC requested staff to review the Impact Fee Ordinance,feasibility of the request and that
they bring an Executive Summary to them regarding the item.
6. Signage and Parking of Tigertail Beach
A discussion took place on measures that could be undertaken to increase the number of beachgoers
at Tigertail Beach. The beach is currently under utilized and additional signage could prove useful
to notify visitors of the location of the beach. Consideration should be given to off-site signs that
would notify visitors who intend to use the beach area when parking lots are full, so they are directed
to other access points.
The BCC reported that Tourist Development Tax funds had recently been spent at Tigertail Beach to
improve the parking and restrooms and for signage to assist in addressing the issue.
The County and City agreed staff should jointly review the issue and propose any necessary
measures to address the item.
7. Dredging of Collier Creek
The MICC reported they want to ensure the BCC considers this matter"an emergency" because
in its current state, the Pass poses major safety concerns for boaters navigating the area.
The BCC reported they are aware of the critical nature of this item and have approved an
engineering study for the area with a report due back in approximately 2 months.
8. South Beach Parking
The BCC reported Marco Island property owners have approached the County on the feasibility of
constructing a parking garage to serve South Beach.
The MICC expressed concern on the concept and said those residents in proximity of the proposed
location would not be in favor of the project.
The BCC noted they did not initiate the discussion and will wait for any recommendations from
the MICC to determine if the item warrants further consideration.
9. Continued Relationship between the County and Marco Island
Representatives reported a positive working relationship between jurisdictions is beneficial for both
parties. Efforts should continue with communication maintained to address any issues that arise
which would impact both entities.

10. Public Comment
Linda Turner, Marco Island resident, requested the BCC consider ceasing the issuance of
temporary permits for the sale of fireworks on Marco Island because they are a detriment to wildlife
and illegal in the State of Florida for recreational use.
There being no further business for the good of the County, the meeting was adjourned by order of
the Chair at 2:59 P.M.
