Haldeman Creek MSTU Minutes 11/04/2014 Cyr By 'ter /2 vi,e 2 7 •B g it)nv Bayshore Gateway Triangle CRA•Bayshore Beautification MSTU Haldeman Creek MSTU HALDEMAN CREEK DREDGING MSTU ADVISORY COMMITTEE MINUTES OF THE NOVEMBER 4,2014 MEETING The meeting of the Haldeman Creek Dredge MSTU Advisory Committee was called to order by Chairman Wilson at 4:00 p.m. at the MSTU Office at 3570 Bayshore Drive. I. Roll Call: Present: Advisory Committee Members: Roy Wilson, Jim King, Jack Bonzelaar and Steve Main. MSTU Staff Present: Jean Jourdan, MSTU Interim Director, Ashley Caserta, MSTU Project Manager and Ekna Guevara, Operations Coordinator. II. Adoption of Agenda: Motion to approve the agenda. Motion: Steve Main. Second: Jack Bonzelaar. Approved: 4-0. III. Approval of Minutes: Motion to approve the February 6, 2014 minutes. Motion: Steve Main. Second: Jim King. Approved: 4-0. IV. Project Manager Report: Staff gave a brief report on the Bayshore Beautification MSTU and Bayshore Gateway Triangle CRA projects. 1. Code Enforcement Activities on Haldeman Creek: An update from Jeff Letourneau with the Collier County Code Enforcement Department notes that we had around 100 dock address cases and we achieved 100% compliance on those. We had around 10 cases involving exotic vegetation encroaching over the canal and all these were abated by either total removal or cutting back from the canal. This area has a new supervisor, Ktichell Snow and a new investigator, Shirley Garcia. 2. Haldeman's Landing boat dock extension update: At a CCPC hearing over the summer, the CCPC had denied an application for a boat dock extension and the petitioner submitted an appeal to the BCC. On October 28, 2014, the BCC discussed the appeal submitted by the developer for this project and remanded it back to the Hearing Examiner. The hearing date is November 20, 2014. The CRA will email those on our email recipients list with the information. There was a motion for a Budget Amendment in order to notify the property owners of any future hearings regarding the Haldeman's Landing which is now known as Regatta Landing made by: Steve Main. 2nd: Jim King. Approved: 4-0. 3. Bayview and Lunar construction project complete: Construction is complete on Bayview Drive and Lunar Street. Work done by the Bayshore Beautification MSTU included sidewalks, minor drainage work, landscaping, pedestrian scale lighting and driveway aprons. 4. Thomasson Drive construction project update: The design process for this Bayshore Beautification MSTU project has begun. Improvements to Thomasson and Hamilton will include medians, an 8-10' shared-use path, landscaping, 0 Bayshore Gateway Triangle CRA•Bayshore Beautification MSTU Haldeman Creek MSTU lighting, drainage work and green bike lanes. Design will take 12-18 months and construction will begin no sooner than early 2016. 5. CRA owned 17 acres listed for sale with a real estate company: The property is located just south of the old CRA offices and is vacant. 6. CRA owned 5.29 acre Gateway Triangle site: An offer to purchase the property was submitted for a proposed high-end redevelopment project. The contract was to be reviewed by the CRA Board (Board of County Commissioners) and changes were requested. At this time, the contract has been denied but will be reheard at the next meeting on November 18, 2014. 7. CRA Disaster Recovery Initiative Grant Projects: The CRA has been awarded over$200,000 to improve poor stormwater drainage conditions on Karen Drive and Pineland Avenue. The grant will pay for the construction of the improvements. Construction should begin within the next three months and will be complete in time for the next rainy season (summer 2015). V. Old Business a. None VI. New Business a. Advisory committee member applicant: Staff received an application from Joe Adams for consideration of the Haldeman Creek advisory board. Roy asked if Joe is a permanent resident. Joe answered with plans to stay on Arbutus for good and currently has a 3 year lease. There was a consensus to accept Joe Adams for the Haldeman Creek Advisory Committee 4-0. b. Roy Wilson mentioned there is a need for tree trimming along the Creek. VII. Next Meeting Date: Next meeting date is set for December 2, 2014 @ 4pm. VIII. Public Comments: Bob Messmer, a resident off the Haldeman's Creek weighed in on Regatta Landing. He asked the advisory board to make a formal motion in support or decline of the project itself. The committee discussed and noted the difficulty in formulating an official opinion. IX.
