Bayshore Beautification MSTU Minutes 11/04/2014 Clr 1y, mot, B ea° 7/, Bayshore Gateway Triangle CRA•Bayshore Beautificatio �� &He_ Haldeman Creek MSTU BAYSHORE BEAUTIFICATION MSTU ADVISORY COMMITTEE MINUTES OF THE NOVEMBER 4,2014 MEETING The meeting of the Bayshore Beautification MSTU Advisory Committee was called to order by Chairman Maurice Gutierrez at 5:00p.m. at the MSTU Office 3570 Bayshore Drive, Unit 102. I. Roll Call: Present: Advisory Committee Members: Maurice Gutierrez(Chairman),Victoria. Nicklos, Sheila Dugan, Sandra Arafet, Gerry Buck and Robert Mesmer, and Carolyn Cochrane. MSTU Staff Present: Ashley Caserta(MSTU Project Manager),Jean Jourdan(Interim Director) and Ekna Guevara(Operations Coordinator). II. Adoption of Agenda: Mr. Gutierrez asked for the adoption of the agenda. Motion to approve the agenda made by: Gerry Buck. 2"d: Sandra Arafet. Approved: 7-0. III. Approval of Minutes: Mr. Gutierrez asked for approval of the minutes for the October 7, 2014 meeting, made by:Sheila Dugan. 2nd: Victoria Nicklos. Approved: 7-0. IV. Projects Report: A.MSTU Update 1. Landscape Update: Affordable Landscaping has been maintaining the area and correcting all the irrigation issues throughout Bayshore Drive. The new palms have been ordered and will be planted once the irrigation system has been repaired. There are also three proposals for landscape maintenance for the next year which includes the Bayshore area,Peters Street, Bayview Drive and Lunar Street. There was a motion to have the MSTU establish a policy where homeowners are responsible for the maintenance of their ROW grass with exception of trees and brushes, and that the policy be revisited. Karen Drive & Pineland Stormwater Improvements Project: In-office work for Karen Drive (grant amount of $154,120) and Pineland Avenue (grant amount of $56,570) has begun. Funds have been received. Our first step is to obtain an environmental review per the grant requirement. Trucks and boots will be in the ground in about 3 months. 3. Thomasson Drive / Hamilton Avenue: Staff has issued a Notice to Proceed for the design work on this project. B.CRA Update 1. 17+ Acre Property: The Estimated Value is $3,000,000. Premiere Plus Realty Company was selected to market and sale the CRA's 17+acres. 2. Gateway Triangle Properties: An appraisal on the property has been completed and the estimated market value was determined to be $5,212,808.00. Bayshore Gateway Triangle CRA•Bayshore Beautification MSTU Haldeman Creek MSTU CRA staff presented the contract to the Board at the October 28th meeting. The Board directed staff to make changes to the contract and bring it back to the November 18"'meeting. 3. Residential Lot Development. NIAN Financing should begin construction on the five Van Buren lots this fall. He additionally owns and plans to renovate the old motel next to Sawyers on Haldeman Creek. 4. Calusa Breeze: Twenty four homes are proposed for construction within the Gateway area on Calusa Ave. Unanimous approval by the Planning Commission, with the unit count reflecting the NIM graphic that the CRA saw. Permits have been approved. Construction will begin in 3 weeks. 5. CRA Residential Lots Advertisement: Love Legacy The CRA Board approved the sale of the 18 lots to Love Legacy on May 13th by a vote of 3 to 2. Building permits are scheduled to be pulled in three weeks. 6. Solstice f/k/a Cirrus Point: The Developer is moving forward and has resubmitted the Growth Management Plan Amendment needed to achieve the additional market rate units to the County for review. 7. Community Garden: Mr. Jeff S. Curl, ASLA CLARB, President of Emerge Design LLC provided conceptual architectural renderings for the garden for submittal of the application to the Zoning Department. Additions are being made to the building and they are still under review by the County. 8. The Garden School: Kathy Khatib "Still working on the school redesign, finding ways to bring down the costs. Want to make sure the school will work at all levels, including financially(10/2/14). 9. DRI Grants : In-office work for the Karen Drive Stormwater Improvement Project (grant funded in the amount of$154,120) and the Pineland Avenue Stormwater Improvement Project (grant funded in the amount of $56,570) has begun. The funds have been received and the first step is to obtain an environmental review that is a requirement of the grant. The project must be completed within 6 months. Actual trucks and boots on the ground will start in 3 months. V. Old Business A. Request for Payment of Services: Motion to make payments made by: Gerry Buck, 2nd: Carolyn.Cochrane. Approved: 7-0, VI. New Business A. Thomasson Drive Update with RWA: Chris Wright from RWA presented the Thomasson Drive conceptual plans which explained all. five(5) phases. They have completed the first phase which is the data collection. They provided copies of surveys, environmental reports and soil reports. Bob Messmer inquired about the possibility of separating the bike lane from the street. Barry explained that ribbon curb allows bicyclist to"bail out" and this may be another option. There was a request for design criteria report to include separate bike lane. RWA is scheduled to attend the MSTU December meeting. VII. Committee Communications: There was a discussion about Bayview regarding a request to remove the sod and replace with pavers. VIII. Public Comments: None IX. Adjournment: 6pm fit?
