I. The meeting was called to order by Chairman,Dan Wing, at 4:02 PM at the
Big Corkscrew Island Fire Department, 13240 Immokalee Road, Naples FL.

A Quorum of two board members was present.
Motion by Dan Wing that Douglas Allemong's absence was due to extraordinary
circumstances and should be allowed to participate. Second by Tom Brooks.
Motion carried 2-0. A Quorum of three board members was now present.
III. Approval of the Agenda
Motion by Dan Wing to approve the Agenda as written. Seconded by Tom Brooks.
Motion carried 3-0.
IV. Approval of minutes: May 8, 2014
Motion by Dan Wing to approve the minutes as written. Seconded by Tom Brooks.
Motion passed 3-0.
V. Project Manager's Report- Harry Sells
A. Budget Report
As of July 21, 2014 very little of the budgeted money has been spent. A Purchase
Order for five loads of gravel for$1,567.50 has been used but not billed. There is
approximately$44,920 in cash in the account. Taxable value of Rock Road MSTU
has increased from $9,842,609 in FY14 to $10,024,893 in FY15.
B. GL Homes Traffic

There have been two complaints from the Rock Road Community of speeding
trucks on Keri Island Road and Rock Road coming from the property recently
purchased by GL Homes. There is concern that the trucks would tear up the roads.
GL Homes which recently purchase a block of land from Twin Eagles has been
removing Palm trees from the south end of property via Keri Island Road and Rock
Road on large trucks. Harry Sells called the manager of the property for GL Homes
to discuss the situation. He stated that the renter of the property was removing trees
to make the property useable,that the situation was short term, and that he would
check to ensure that all were aware of the need to be careful. Harry Sells will check
back with GL Homes to find out the results of inquiry and inform the Board
Dan Wing expressed that he would like assurances that GL Homes would not do
damage to the roads and come to some type of agreement to repair any damage.
Harry indicated that he would ask.

VII. New Business
A. Dan Wing report on meeting with Tim Nance
Dan Wing met with Tim Nance twice over the last two months to discuss the
ongoing situation with ownership and paving of Rock Road. Dan reported that Tim
Nance offered that the County would take over the ownership of the northern one
mile of Rock Road and pay for all legal work associated with making the road
public. He reported that the Commissioner indicated that once the MSTU paved the
road,the County would take over maintain of the paved portion. Dan also noted
that the Commissioner would have to get consensus of this for the other
Commissioners.
B. Maintenance of Rock Road
At the direction of the MSTU Committee,maintenance of Rock Road and the side
roads has been held up since last summer due to uncertainty about the paving of
Rock Road. The road has now reached a condition that some major work needs to
be done. Within the last two weeks,five loads of gravel were spread on the north
1/3 mile of Rock Road. Chairman Wing has asked for approval for an additional 30
loads to improve all of the roads. The perception was that the County system of
requiring Advisory Board approval for the expenditure of funds slowed down the
process of maintaining the roads. After much public and board comment, Dan
Wing made and amended motion to approve expenditures up to$15,000 to purchase
up to thirty loads of gravel and have it spread it the areas required. A separate
estimate was requested for spreading of the gravel. Tom Brooks seconded the
motion. Motion passed 3-0.
VIII. Public Comment
It was mentioned that the County had removed the berms around the wellfield south
of Shady Lane. This should help with the flooding within the MSTU.

leadership efforts, as Chairman of the Committee and your long hours of volunteer work helping
