I. Call to Order Chairman Burke called the meeting to order at 1:00PM II. Pledge of Allegiance The Pledge of Allegiance was recited. A moment of silence was held for the victims of the 9/11/01 tragedy. III. Roll Call Roll call was taken and a quorum was established. Mr.Brown reported Victor Rios has resigned from the Coastal Advisory Committee and the Marco Island City Council has recommended an individual to replace him. IV. Changes and Approval of Agenda Mr. Sorey moved to approve the Agenda. Second by Ms. Roddy. Carried unanimously 7—0. V. Public Comments Ben Farnsworth,President,Ville de Marco West,provided a copy of a letter to Gary McAlpin(and related backup material)on the issue of the existing jetty at the Easterly/Northerly tip of land adjacent to Hideaway Beach at the intersection of Collier Creek. The owners are concerned about the groin's affects on the accumulation of sand narrowing the opening to the Creek. The condition has become a boating safety issue and he recommended consideration be given to relocating the jetty 50— 100 yards westerly/southerly. VI. Approval of CAC Minutes 1. June 12,2014 Mr. Brown moved to approve the minutes of the June 12, 2014 as submitted. Second by Mr. Raymond. Carried unanimously 7—0. VII. Staff Reports 1. Expanded Revenue Report The Committee reviewed the"Collier County Tourist Tax Revenue FY 14 TDC Revenue Report" dated through August 31, 2014. 2. Critical Erosion Designation by FDEP for North Park Shore * Backup E-mail Mr.McAlpin provided Sections of the Florida Department Environmental Protection report "Critically Eroded Beaches in Florida" in relation to Collier County for information purposes. He reported the area from R45 - R57.5 is now designated as"critically eroded"which will make the area eligible for cost share reimbursement by the Florida Department of Environmental Protection. Staff continues to work on getting the area of Clam Pass Beach Park designated as critically eroded. CAC October 9,2014 VI-1 Approval of CAC Minutes 3 of 8 3. Historical Beach Information Mr. McAlpin provided the "Draft 2005 to 2014 Historical Beach Analysis"dated July 2014 prepared by Atkins for information purposes. He noted • The report provides a historical perspective on beach conditions from 2005 to current times. • It includes an analysis of the width of each section of the beach through the timeline. • Historical data back to 1998 is eventually intended to be incorporated into the analysis. • The study concludes that the County maintenance program has kept beach conditions "ahead of the standards" intended for the areas. • A similar analysis will be prepared for the beaches on the south end of Marco Island. 4. Beach Standard Width vs. Vegetation Width Mr. McAlpin provided the "2014 Countywide Baseline Map Series"prepared by Coastal Planning and Engineering for information purposes. He reported: • The maps identify baselines for the beach widths and will be updated every 2 -3 years. • The designated beach width varies from 85 to 100 feet depending on the location in the County. • The defined "beach width" includes the dune and vegetated areas abutting the"beach." • The County is allowed to maintain the vegetation from encroaching on the actual "beach" area. • Maintenance of the vegetated area to this point has been allowing a dune line to establish to aid in protecting the structure of the beach. • In order to increase widths(i.e. 85' to 100') required extensive studies would need to be provided to FDEP including designation of a specific sand source for renourishment. • Staff will be obtaining the new 15 year permit before any requests for widening the baselines are undertaken. 5. AUIR Submittals Mr.McAlpin provided the"Annual Update and Inventory Report on Public Facilities 2013— Category C Facilities"for information purposes. He reported the study is submitted to the Collier Planning Committee and the Department still carries$13.2M in reserve funds relative to existing revenue. 6. 15 Year Permit Status FDEP/USACE * FDEP * FDEP Meeting Notes August 6,2014 * USACE Mr.McAlpin provided the "Collier County Beach Renourishment 15 Year Permit FDEP JCP Pre-Application Mtg. —August 16, 2014" for information purposes. He provided an update on the application noting: • The permit request is similar to the one currently in existence however allows for a certain amount of"built in flexibility"to address beach conditions. • It factors in potential sea level rise in accordance with USACE guidelines, including adding a 6 inch beach height to the berm areas. CAC October 9,2014 VI-1 Approval of CAC Minutes 4 of 8 • Staff continues to investigate a long term lease(current standards are 1 —3 years) for the Toms Hill Sand source. • Staff anticipates the USACE permit will be issued in August of 2014. 7. FY 14/15 Naples Beach * Grant Funded Invitation to Bid * Naples Beach Renourishment Bid Schedule * Atkins Request for FDEP NTP * Exhibit I: Supplemental Terms and Conditions FEMA 97.036 Provisions * Exhibit J Technical Specifications 14-6343-Naples Beach Renourishment * Exhibit K: Permits * Exhibit L: Standard Details * City of Naples Truck Haul Routes 2104 Beach Renourishment * E-mail regarding: Notice to Proceed Submittal for Naples Beach 0222355-001-JC Mr. McAlpin provided the above reference documents and reported: • 50K cubic yards of material is anticipated to be place on the beaches in the late fall of 2014. • The material may come from 3 approved sand sources including an inland source. • A truck route has been identified that addresses previous concerns raised by Lee County officials. • The work is anticipated to begin in the Lowdermilk Park area and needs to be completed before the existing permit expires on 1/12/15. • Bids are due back by 9/15/14. 8. PW 2700 First Appeal Decision Mr. McAlpin provided a letter from Andrew Velasquez,II of FEMA to Bryan Koon,Director of Florida Division of Emergency Management dated August 1,2014— "Reference: FEMA-1609- DR-FL, Collier County PA ID 021-99021-00, First Appeal, Project Worksheet" for information purposes. He reported the first appeal partially granted funds to the County in the amount of $1.85M with approximately$10M remaining under appeal. 9. PW 2700 Second Appeal Mr. McAlpin provided a copy of an Executive Summary"Recommendation to approve filing a Second Appeal from the Federal Emergency Management Agency's(FEMA)First Appeal level decision concerning the Hurricane Wilma (FEMA-1609-DR-FL)Pw-2700 fund deobligation in the amount of$11,172,272"for information purposes. He reported the 2"d appeal will be heard in Washington, DC and the County is working with other affected parties in Florida through the Florida Association of Counties and the Florida League of Cities. 10. FEMA Deobligation Reconciliation Mr.McAlpin provided a document which outlined a summary of FDEP credits for work associated with damage from previous storms. He noted: • The analysis indicates previously approved payments(approximately$12.43M+/-) .could offset any potential deobligation of FEMA funds. • Any funds recovered will be allocated for future beach renourishment projects. CAC October 9,2014 VI-1 Approval of CAC Minutes 5of8 • Staff is still investigating the cost estimates that would be attributed to the work on the Marco beaches. 1.1. FDEP Cost Share 13/14 Beach Renourishment Mr.McAlpin provided spread sheets on the Construction costs associated with work completed for the Vanderbilt/Parkshore and Naples beaches as well as County beach"hot spots." The spreadsheets indicated an approximate FDEP reimbursement(at 33 percent of costs)total of$850k —$1.OM. 12. LGFR 2015/2016 * Collier County Beach Nourishment Project * South Marco Island Beach Renourishment Mr. McAlpin provided copies of"FY2015/16 Local Government Funding Request Beach Management Projects" in relation to Collier County and Marco Island South Beaches for information purposes. 13. Marco Island Central Beach Re-grade Gary McAlpin provided an email string"RE: Status of the Marco Island Central Beach regrade project" for information purposes. He reported the project remains in the data collection, analysis and modeling stages. A detailed update will be provided at the next meeting. 14. Beach Survey's Mr. McAlpin is awaiting a report from consultant's on the County's and City of Marco Island beaches/inlet monitoring results and will provide a report at a future meeting. 15. Marco South Beach Renourishment See#14 above. VIII. New Business 1. Mr. Sorey moved to recommend the Board of County Commissioners approve a Work Order with Atkins North America,Inc. to provide professional engineering services to perform a design template Peer Review Analysis& Memorandum under Contract No. 13-6164-CZ for a Lump Sum amount not to exceed$17,082(Project No. 90020);and hereby finds the item promotes tourism. Second by Mr. Brown. Carried unanimously 7—0. 2. Mr. Brown moved to recommend the Board of County Commissioners approve a Work Order with CB&I Coastal Planning and Engineering,Inc. to provide professional engineering services to support Collier County in preparation of a Second Appeal submittal to FEMA PW2700 deobligation for a time and material amount not to exceed$17,904,Project No. 90020 and hereby finds the item promotes tourism. Peer Review Wiggins Pass/Historical Data-CP&E * Backup Material Gary McAlpin provided the Executive Summary"Recommendation to approve a Work Order with CB&I Coastal Planning&Engineering, Inc. to provide professional engineering Peer Reviews Contract No. 13-6164-CZ for a Time and Material amount not to exceed$21,916(Project No. 80165); approve necessary budget amendment and make a finding that this item promotes tourism"dated September 11, 2014 for consideration. Mr. Moreland moved to recommend the Board of County Commissioners approve a Work Order with CB&I Coastal Planning& Engineering,Inc. to provide professional engineering Peer Reviews Contract No. 13-6164-CZ for a Time and Material amount not to exceed$21,916 (Project No. 80165);approve necessary budget amendment and hereby finds the item promotes tourism. Second by Mr. Raymond. Carried unanimously 7-0. 4. Doctors Pass Jetty Rebuild * Proposal * Contract Gary McAlpin provided the Executive Summary"Recommendation to approve and authorize the Chairman to execute Contract No. 14-6257 to provide professional engineering services as required by the Doctors Pass Jetty and Erosion Control.Project for$148,266 to Humiston and Moore Engineers,process all required budget amendments, and make a finding that this item promotes tourism"dated September 11, 2014 for consideration. Mr. Sorey moved to recommend the Board of County Commissioners approve and authorize the Chairman to execute Contract No. 14-6257 to provide professional engineering services as required by the Doctors Pass Jetty and Erosion Control Project for$148,266 to Humiston and Moore Engineers,process all required budget amendment and hereby finds the item promotes tourism. Committee Member Discussion Ms.Roddy moved to request Staff to complete a preliminary investigation on the issues identified by Mr. Farnsworth on the Collier Creek's accretion of sand at its intersection with the Marco River and place the item on a future meeting agenda for discussion. Second by Mr. Sorey. Carried unanimously 7—0. Mr.McAlpin reported the permit to be issued for items related to maintenance of Clam Pass will be issued under the name of"Collier County." Mr.Moreland updated the Committee on the success of a recent Eagle Scout Project which fostered an oyster bed just outside the Pelican Isle Yacht Club. XII.
