PARAB Minutes 10/30/2014 S Parks and Recreation Advisory Board (Big Corkscrew Island Regional Park Informational Meeting) Minutes October 30, 2014 October 30, 2014 MINUTES OF THE BIG CORKSCREW ISLAND REGIONAL PARK INFORMATIONAL PUBLIC MEETING Naples, Florida, October 30, 2014 LET IT BE REMEMBERED, that the Collier County Parks and Recreation in and for the County of Collier, having conducted business herein, met on this date at 6:30 P.M. at Max Hasse Community Park, 3390 Golden Gate Boulevard West, Naples, Florida. PRESENTATION BY: Barry Williams, Director Parks and Recreation Steve Carnell, Public Services Administrator GUEST SPEAKERS: Tim Hancock, AICP — Stantec Senior Planner ALSO PRESENT: Amanda Townsend, Director - Operations Support Ilonka Washburn, Manager Park Operations Peg Ruby, Marketing Specialist Margaret Bishop, Facilities Management Reed K. Jarvi, P.E. — Transportation Planning Manager 1 October 30, 2014 Tim Hancock, AICP— Stantec welcomed everyone and introduced himself, Steve Camel!, Public Services Administrator and Barry Williams, Director of Parks and Recreation. Steve Carnell explained the County was currently working off the 2006 Master Plan and updating the design. He noted an informational meeting was held on September 30 at the IFAS Extension facility and will provide voting results on proposed projects. It was noted Commissioner Tim Nance could not make the informational meeting. He was represented by his assistant, Mr. James Flanagan. Steve Carnell explained the voting process used at the September 30 Informational Meeting. Staff plan to give a Big Corkscrew Island Regional Park (BCIRP) presentation on findings to the Board of County Commissioners on December 9. Tim Hancock gave a slide presentation on the Big Corkscrew Island Regional Park Overview and Public Involvement Results. He reviewed the park location and layout and the 2006 Design Plan. County acquired additional land since 2006. He stated Mr. Budzke's proposed partnership plan for the Multi Sports Complex. It was noted it was a not for profit organization. The organization would build, staff and maintain the Sports Complex. The funds for the Multi Sports Complex required would not come out of the County budget, allowing funds to be utilized to construction on the remaining park acreage. He gave examples of working County partnerships. He reported the total votes and total weighted score results from the workshop held on September 30, 2014: Top Four and costs Community Center- $300 SF (5,000 SF = $1.5M) (9,000 SF = $2.7M) Interactive Water Feature - $500,000 plus Walking/Jogging Path - $31 LF— 1 mile and 12 feet wide = $164,000 Soccer/Multi Use Field - $750,000 each Outliers Multi Sports Complex Dog Park 18-Hole Disc Golf Steve Carnell spoke on the process and general guidelines. The County will continue to build off the 2006 Master Plan, continue to evaluate and encourage Public involvement with stakeholders meetings. Discussion was made on voting outcome and possible reasoning behind the results. Many suggestions and concerns were voiced. Trade-offs and constructing the park in phases were discussed. Public was encouraged to provide ideas and comments. Public questioned if Mr. Budzke would consider adding a pool to the complex for the Community, A suggestion was made to build the sports complex when the additional acreage is developed. 2 October 30, 2014 Amanda Townsend gave instructions on using the www.bcirp.ideascale.com website. A website created to accept dialog regarding Big Corkscrew Island Regional Park. The website will be monitored by Ms. Townsend. She asked everyone who uses the website, to make suggestions, comments and feedback, to be civil or comments will be removed. Website instructions were made available as handouts were distributed at the exit door. Staff received comments and suggestions regarding the date the BCIRP Presentation will be made to the Board of County Commissioners. Staff will take comments and suggestions into consideration. Barry Williams invited the participants to attend the Parks and Recreation Advisory Board (PARAB) meeting scheduled for November 19 at NCRP at 2:00 PM when the BCIRP will be presented to the Advisory Board.
