09-11-10 Executive Summary FAA IMM Runway Rehab Grant After the Fact (2)EXECUTIVE SUMMARY Recommendation to approve an after -the -fact acceptance of the attached Federal Aviation Administration (FAA) grant offer for $713,56 5 for the design, permitting and bidding of Runway 9 -27 pavement restoration at the Immokalee Regional Airport , and associated budget amendment s . OBJECTIVE: T o prepare design plans and specifications and bid documents; permit; and bid the restoration of Runway 9 -27 at the Immokalee Regional Airport. CONSIDERATIONS: The BCC approved the submittal of a grant application to the FAA for this project on M arch 27 , 201 2 , Agenda Item No. 1 4A3 . The C ollier C ounty A irport A uthority (CCAA) received a grant offer of $713,565 from the FAA for th is project on August 20 , 201 2 . The FAA require d execution of the grant agreement no later than September 7 , 201 2 . Runway 9 -27 at the Immokalee Regional Airport is currently rated as being in very poor condition by the Florida Department of Transportation Aviation Office . This grant will enable the CCAA to significantly enhance safety at the airport by improving paved surfaces currently in “very poor” condition, upgrading the airfield lighting system, improving drainage, and providing emergency power backup. Under new legislation, the federal share of funding for general aviation airports has been revised from ninety -five percent (95%) to ninety percent (90%). The total estimated cost of this design, permit and bid project is $792,850 . The FAA grant award is for $713,565 . The required match of $79,285 is available in Immokalee Infrastructure Fund 497. FAA Grant Award $713,565 Local Match $ 7 9,28 5 Total Project Cost $792,850 T he CCAA will request five percent (5%) funding from the Florida Department of Transportation (FDOT) for this project. The local match required will be reduced by five percent of the project cost ($39,6 4 2 ), if CCAA is awarded FDOT fund s for this project . Collier County CMA #5330 authorizes the County Manager to sign a grant agreement when the grantor requires execution of the agreement within one month or less, and the deadline has been missed for the next available Board of County Commissioners meeting. This grant offer was received by the Airport Authority on August 20, 2012 and the executed grant agreement was due to the FAA by September 7, 2012. FISCAL IMPACT: Budget Amendment s for FY201 2 are necessary to recognize this FAA grant revenue for the pr oject in the amount of $713,565 in Fund 498 (Airport Grant) and local match in the amount of $79,28 5 in Fund 49 9 (Airport Ma tch), and to move the local match of $79,28 5 from Fund 497 to Fund 499 . GROWTH MANAGEMENT IMPACT : There is no growth management impact associated with the Board’s approval of the Authority’s requests . LEGAL CONSIDERATIONS : This item has been reviewed by the County Attorney, is legally sufficient and requires majority vote for approval. - JAK RECOMMENDATION: That the Collier County Board of County Commissioners approve after -the -fact acceptance of a Federal Aviation Administration (FAA) grant offer for $713,565 and associated budget amendments, to fund the design, permitting, and bidding of the restoration of Runway 9 -27 at t he Immokalee Regional Airport.
