A&SDS Ad Hoc Minutes 06/30/2014 June 30, 2014 MINUTES OF THE COLLIER COUNTY ARCHITECTURAL AND SITE DESIGN STANDARDS AD HOC COMMITTEE Naples, Florida, June 30, 2014 LET IT BE REMEMBERED, the Collier County Architectural and Site Design Standards Ad Hoc Committee in and for the County of Collier, having conducted business herein, met on this date at 1:30 PM in a REGULAR SESSION at the Growth Management Division Building, Room 609/610 2800 N. Horseshoe Drive, Naples, FL with the following persons present: Rocco Costa, AIA James Boughton, AIA Kathy Curatolo, Collier Building Industry Association Dalas Disney, AIA Bradley Schiffer, AIA Dominick Amico, P.E. Ron Waldrop, P.E (Excused) ALSO PRESENT: Caroline Cilek, Senior Planner/LDC Manager Stefanie Nawrocki, Planner Matt McLean, Principal Project Manager Carolina Valera, Principal Planner 1 June 30, 2014 Any person in need of a verbatim record of the meeting may request a copy of the audio recording from the Collier County Growth Management Division, Department of Planning and Zoning. 1. Call to Order Mr. Amico called the meeting to order at 1:40pm and a quorum was established. The Committee requested Staff to review the Site Development Plan Process including: • If the review process should be conducted by a Design Review Board comprised of Staff, etc. as opposed to the current format for the Collier County Planning Commission bearing the responsibility of the reviews. • The requirements for change of uses/tenants should be reviewed to ensure the goals of the standards are being met without undue hardship on landowners. • Consideration should be given to requiring statistics identifying conformance with the standards being included on the application submittal (proposed percentages of materials, etc.). 2. Review of LDC Section 5.05.08 —Architectural Review Standards Draft Ms. Cilek provided a copy of the Draft for review. She reported the purpose of the meeting was to continue review of the draft LDC Amendment and not discuss follow ups on other prior Sections. The Committee resumed their review on page 15, Section 5.05.08.C.10 and provided the following actions/comments as indicated below. Section 5.05.08.C.10.c—Automobile Sales Parking Lot Awnings Committee discussion occurred and they determined to review the Section in the future following clarification by Staff on the following items: • What is the purpose of the section? • Is the section intended to address "canopies" as opposed to awnings? • What are the Florida Building Code definitions for canopies and awnings? The Committee requested Staff to provide examples of the "structures"when the Section is reviewed in the future and provide the Florida Building Code definitions for awnings vs. canopies. Section 5.05.08.C.11,c The requirements in the Section to be reviewed in the future with consideration being given to cross referencing, correlating or merging the requirements with Section 5.05.08.C.4i—iv or other design standards. Additionally, is it necessary to establish the requirements to "protect"the entrances to buildings? Mr. Disney arrived at 2:10pm Section 5.05.08.C.12—Materials and Colors The Committee recommended: • The calculations of the proposed items identified in Subsections a, b and c be included with the submittal requirements. • Incorporate a reference to the Munsell Color Chart. 2 June 30, 2014 Section 5.05.08.D.2.c—Self Storage Building Window Standards Discussion occurred if the window openings into a storage area hallways should be required to be translucent for aesthetic purposes to prevent exterior visibility into the buildings hallways where advertising or overhead storage doors exist(as opposed the current requirement indentifying translucent required only where the windows are "into the storage area"). Mr. Schiffer moved to amend the current language from "If the window openings are into the storage area, translucent material must be used"to "If the window openings are into the storage area or access hallways, translucent material must be used." Second by Mr. Curatolo. Motion failed 2 "yes"and 4 "no." Mr. Boughton, Mr.Amico, Mr. Disney and Ms. Curatolo voted "no." Section 5.05.08.D.2.a—Overhead Doors Discussion occurred noting consideration should be given to coordinating this Section with other Sections, i.e. Section 5.05.08.C.6.a,b Section 5.05.08.D.3.c—Mercantile Massing Requirements Mr. Costa noted the Section should be eliminated as the requirements are covered within Section 5.05.08.D.3.b. Committee discussion occurred on the ramification of eliminating the Section. including the specific requirements that prevent the construction of a continuous facade on the same plane in a large retail building. Mr. Costa moved to eliminate Section 5.05.08.D.3.c. Second by Mr. Disney. Motion carried 5 "yes"and 1 "no." Mr. Schiffer voted "no." The Committee believes this is covered within Section 5.05.05.D.3.b already. Mr. Disney left at 3:14pm Section 5.05.08.D.4—Automobile Service Stations—Color Standards Staff recommended the color standards in Section 5.05.05 of the Land Development Code addressing automobile service stations be modified to reflect the standards identified in Section 5.05.08. Mr. Boughton moved to recommend Section 5.05.05 of the Land Development Code be modified to reflect the standards in Section 5.05.08. Second by Mr. Schiffer. Motion carried unanimously 5—0. The Committee reported the rationale for the modification is to ensure consistency for County regulations. Section 5.05.08.D.4.a.i —Canopy Columns Mr. Boughton moved to remove the requirement for Section 5.05.08D.4.a.i—Canopy columns must be at least 18 inches wide. Second by Ms. Curatolo. Motion carried unanimously 5—0. The Committee reported the rationale for eliminating the Section is there is no need to establish a massing requirement for the columns and the standard discourages design flexibility. 3 June 30, 2014 Section 5.05.08.D.5.b.i.b)—Hotel/Motel Mr. Boughton moved to remove the requirement for Section 5.05.08.D.5.b.i.b) "Covered walkway or arcade (excluding canvas type) constructed with columns 12 inches wide, that..." Second by Mr. Schiffer. Motion carried unanimously 5—0. The Committee reported the rationale for eliminating the Section is there is no need to establish a massing requirement for the columns and the standard discourages design flexibility. 3.
