EXECUTIVE SUMMARY Discussion of County-wide Government Access Channels OB,IECTIVE: Joint discussion with Naples City Council and MediaOne to develop a strategy regarding tile ability to broadcast County, School Board and City of Naples government access channels County-wide. CONSIDERATIONS: MediaOne has advised the Utility & Franchise Regulation slaff that effective January 1, 1999, Channel 78 ;','as activated (o serve as lhc second government access channel. Also, MediaOne has advised staff that Collier County Government Television on Charmer 54 or Collier County Public School's programming on Channel 78 ,,;'ill only be broadcast to MediaOne subscribers in unincorporated portions of the County and tile City of Marco Island. Within the City of Naples franchise area, either Channel 54 or Channel 78 will carry tile City's own programming. Tile Utility and Franchise Regulation Department has expressed its concern with MediaOne regarding tile joint use of one of the County's Gover'nment Access Chatmcls with the City of Naples. During the County's franchise negotiations with MediaOne, it was understood by staffthat County Government Access Channels would be county- wide, to include the geographical area of the City of Naples. MediaOne holds that their obligations to the County and the City are only for tile geographical boundaries of the respective franchises. At thc Naples City Council meeting on December Id, 1998, MediaOne representatives discussed the above arrangements with the City Council. The Council echoed tile County's concerns, in that the City expected its programming to be county-wide through the terms of its franchise with MediaOne. After failing lo persuade Medi.~One to reconsider its position, the City Council asked for ajoint meeting `.vith the Board of County Commissioners and MediaOne to discuss possible remedies. BACKGRO_i,:Yl)_: Thc Planning .~¢r,.'ices staff has been working with the Davis Th:mule and Bavshorc neighborhoods for the past year to identify issues and concerns that residents have on the e×isfin~ conditions of their neighborhoods and to begin looking at options to economic:,lly revitalize the commercial core and to enhance tile tax base of both residential and commercial property within those areas. A professional services contrac~ ,.','as si~ncd with Landers-Atkins Planners on September 15, 1998 in the amount of $1{)0.S64. The scope of thc contract includcs holding three public workshops, development of illustrative plans and design guidelines, a financial analysis of four catalyst projects and an evaluation of implementation mechanisms including establishing a Community Redevelopment Agency. The first workshop was held December 10, 1998. Approximately 140 people attended that meeting. Thc puq'>osc of thc meeting was to gather information from resident and business stal.:ehoIders on their attitudes and preferences relating to economic development, land usc, infrastructure, and gcnerat appearance. The outcome of the workshop identified the foll,'-,wing top three priorities: drainage; the need for greater code enforcement; and increased strcetlights. The second level of priorities included: improving tile image of the area; tile problem of absentee landlords; and dredging canals and creeks. Additional input received suggested that the parlicipants prefer '.','ell landscaped public spaces; maintaining the residential character of the area, i.e. small-scale developments; and "old Florida" style architectural de:'elopmcnt. The next public workshop ,.','ill be held Februao' 18 at 7 p.m. at tile East Naplcs Community Parr:. Tim workshop ,.rill include a presentation of opportunities in tile area; alternative conceptual plans; and possible catalyst projects. The intent of the workshop is to form consensus on what alternatives and projects ~nav work in revitalizing the area. The final workshop will be held in late March. The final plan is expected to be completed by the end of April. As part of the consultant contract, plan implementation?echanisms ,,viii be analyzed, one of which is the establishment ora CRA. Staff has also been reviewing the pros and'cons ora CRA. Staff anticipa,.oa making a presentation to the BCC for the two areas in Ivlay or June, 1999. In concert with the development of the Plan, the Bayshore area created a beautification N1STU in December 1997. The MSTU Advisory Committee would like to begin implementing a landscape improvements by the end of 199'8. The MSTU Advisory Board is working clc)selv with Landers-Atkins tn the development of a vision for the Bavshore' area. At their January ~, 1999 meeting, the MSTU Ad~'iso~ Board selected George B'otner and Assoc. as the Landscape Architecture firm to do the design and construction drawings for the Bayshore MSTU area. The firm wilt utilize thc outcome of the Landers-Atkins study as the foundation for developing the landscape plans for the MSTU.
