Coastal Advisory Committee Meeting Backup September 11 , 2014 Ca 6 - I " lL1 n' 145 Gary McAlpin,Manager Coastal Zone Management Collier County Government Mr. McAlpin, Thank you for recently taking the time to speak with me regarding the groin or jetty that exists at the Easterly/Northerly tip of the state land adjacent to Hideaway Beach at the intersection of Collier Creek and the Marco River. Acting in my capacity as President of Ville de Marco West,A Condominium Inc. (VDMW), I want to raise your awareness on a critical issue. Our owners are concerned about the groin and the impact is has had on boating safety and our lifestyle. It is our belief that the following factors combined have contributed to an excessive accumulation of sand contributing to a safety issue: • Beach Replenishment • Hideaway development and replenishment • Loss of Coconut Island • Tidal and wave movement on the northwestern coast of Marco Island • The construction of the groin in 2005 In our opinion the groin or jetty has blocked the movement of sand has that would have been distributed elsewhere, created a land mass to the north that did not exist historically,narrowed the opening to Collier Creek, buried the groin in sand,and increased the velocity of the tidal movement of water in an out of the creek. The groin's purpose of protecting Collier Creek has in fact worsened the conditions there,while the erosion in front of Hideaway continues. This accumulated sand has narrowed the Marco river entrance to the creek affecting boat safety.A large number of boaters on the island use the creek for egress to the river and gulf. In addition,our owners' use of their boats is made more difficult and our lifestyle affected by an artificially created land mass. We have additional concerns for the impact on marine mammals resulting from the increased currents and reduced channel width thus limiting,or making more difficult,their collective ability to transverse the area safely. Speaking personally,my family has resided at VDMW since the early 70's and has over the past 10 years witnessed a marked difference in the spit of land at the entrance to Collier Creek.The VDMW board commissioned a study from Coastal engineering which I have enclosed.In the report are aerial photographs which validate significant accretion to the land mass and property appraisal maps which do the same. You may notice that the photographs reveal little change until about 2000. Shortly after the Marco beach replenishment of the late 1990's the spit grew slightly until 2004.Since the groin/jetty was constructed in 2005 the photographs indicate significant accretion to the land mass. As we discussed members of the Hideaway Beach Tax District Board have discussed the idea of moving the jetty Westerly/Southerly. Although the County has no definite plans in this matter,it is something that we believe may be worth examining. Of course I am no engineer and the science of this is far more complex than a single email, but there are concerns for our owners. I am also not decrying needed beach replenishment or seashore resource and development protection. But they have had consequences for VDMW. I appreciate your suggestion to bring this safety issue to the attention of the Marco Island Waterways Advisory Committee,since it is a Marco Island issue.I also understand your commitment to a holistic approach to such a project.
