EASTERN COLLIER PROPERTY STRATEGIC AND COMPREHENSIVE PLANNING PROCESS presented to the Collier County BCC by WilsonMiller, 3/19/99 To prepare ~a strategic and comprehensive long range plan lbr thc future use of the castcrn Collier County propcrtics through an initiative of private landowners. To accurately identify and protect important environmental rcsourccs in northcast area of Collier County lying cast of Golden Gate Estates, surrounding Immokaicc, and north of public preserve lands such as thc Big Cypress National Preserve and Florida Panther Wildlife Rcfugc. OVE RVI EW · · Barron Collier Company, Collier Enterprises, Jack Price and Pacific Land (thc Emstern Collier Property Owners or ECPO) own approximately 150,000 acres of land east of Golden Gate Estates and surrounding Immokalce shown on thc F:xhibit. · ECPO propose to undertake a process to inventory land, pcdbrm resource mapping, and provide land use analysis to develop a strategic long range plan tbr their property, at their sole expense using thc latest technology. · ECPO will begin tim process by focusing on data collection and analysis of natural resources and physical conditions using GIS mapping techniques, aerial photography, and GPS ground truthing. · ECPO team has tile tools, expertise and resources to undertake this process. Collier County presently lacks some o£ thc necessary tools, such as an operational Geographical Information System and GPS. · Tile strategic plan process will have as its goal to establish accurate in£ormation, professional analysis, and written objectives and policies to guide future land use decisions. · Primary clements of thc plan will include: critical environmental resources; viable agricultural uses; compatible non-agricultural uses, long term economic sustainability and enhancement; private property rights; and ensuring t~turc uses arc planned in a manner that will not encourage urban sprawl. · Public input will occur at various stages of the process, particularly during thc rcvicxv of thc comprehensive plan amendment that will bc required to implement the plan. THE CONSERVANCY Of Southwest Florida Position Statement Density Reduction and Clt,stering Criteria in Collier County February 23, 1999 IRe',.i'~¢d %larch 1~. 199'.q Positiot~ Tile Conservancy strongiy believes that the Board of County Commissioners (BCC) should decrease residential density in urban and rural Collier County. In the urban area. density shot:id be lowered to two units per acre from four. An option should be t',rovided tbr de'.--,:!ogers to regain lost units ;brough the purchase ofde'.'c!opmcnt rights from land kc',.'ond :kc urban boundary. :\ transfer of development rights would place pemmnent conscr'.a:ion czscmcnts on agricultural lands. In the rarat area. density should be lowered to one unit For twenty acres throughout the agricultural areas and one per lbrtv acres on cnvironr::c:~taily sensitive areas such as CREW. Okaloacoochce Slough. t3cllc .",lcade and lands nortln of Everu!ades City. In addition, planned development occurring outside of the urban boundary must adhere strict residential clustering criteria in order to preserve more land on tke project site. It:ok:dod in these criteria, developed by The Conse, wancv in 1997 tbr thc 'l'wint_:a,_,!cs deve!opn:cat, is the prese~'ation, restoration or mitigation of 50% of the project site. Otkcr criteria include interconnected ',,,itdlife corridors on and off site. safe hi,2, h,.vav and road v,-iidlife crossings, management plans for listed and wide-ranging specie~, aml'a homeowner education program. The Conservancy insists that these criteria be adopted into tko County Comprehensive Plan and the Land Development Code. Furthermore. de'.'cio?r.:cnt on environmentally sensitive areas should be prohibited. Wetlands and other natural resources arc put at risk bv increased land consumption for roads and housing development. In June of 1998, The Collier County BCC directed count',' staffm brine back proposed ComF. rchensive Grov,-th .Management Plan amendments ~hat woutd reduce thc density in Cotlier County. Since then. staff hms proposed several scenarios of reductions '.vithi~:'and outside: thc urban boundary. The urban boundac,, generally runs one mile ezmt of CR. 95 I. Population reductions ,,'ar,,' from an insi..nificant amount to 100.000. Initially the BCC's intent was to reduce traffic in the county in order to avoid building grade sct-;aratcd interchanges (flyovers or overpasses) at 21 of Collier's busiest intersections, Protection of the environment was not a consideration at first, but soon became a priority. In the meantime, the Florida Department of Community Affairs (DCA), the aeencv charg,:d '.vid] managing growth, found the County's lat~'st Comprehensive Pla~ ar::cr:dw, cnts "not in compliance." Therefore. the County is enuaued in an administrative proceeding with DCA and t,'2,.'ing to inlbrmallv ne=otiate a sett~e,~lcnt. Thc (,'onscr-.-:mcv has no pre:grence for eitiler appro~h so long as the density reduction becomes a r~:ality. [.csaiit'. and Economic tm,-.acts The BCC' `.vas concerned about the legality of reducing density and the economic impacts. Two nationally kno~,,'n and well-rest:ected consultant,q were hired last tall to analyze thc plan. The first density-lift option would be to plan the devdopment according to more stringent travel demand standards, which would ease traffic flow in the area. Tile Conservanc7 prefers the second method v, hich tile developer purchases development rights from land outside the urban boundao' and transt;er those into the urban project. Therefore. tile kmd purchased v.'outd be placed into a Conservation easemc:-,t. Land h'om which units are transferred would be placed in conservation easement. The TDR concept is veo' appealing to the Conservancy as it preduces the effect ofconsen'ing land in the rural area without having to purchase it with ?ubiic Funds. Rata] ..\ rea In the rural area. the Comprehensive Plan currently allows one housing unit per live acres. Commissioners proposed one unit per 20 acres throughout ~he agricuhural rural area except ti: )se rural lands west of the Golden Gate Estates (lmmokalee Rd. corridor. 6L ~'ar:'ns. and Belle Meade}. The consultants believe that outside the urban boundary density can be lowered to one housing unit for every. 40 acres in environmentally sensitive areas. Those areas include the Corkscrew Regional Ecosystem Watershed ICREWi. including Camp Keais Strand. and the Okaloacoochee Slough. which is in thc most nerthcastern part of Collier County. l towever, they did not include the sections of Belie .", [eade either north or south of Interstate 75 and lands north or' Everglades Cit,,'.
