A. Code Enforcement Department update—[Jeff Wright]
Mr.Wright provided the report"Collier County Code Enforcement Department Blight
Prevention Program - Cumulative Code Enforcement statistics- 11/2008—5/25/14"for
information purposes.
B. Public Utilities Division update—[Nathan Beals or Tom Chmelik]
Nathan Beals reported:
• The new Utilities Master Plan will be submitted to the Committee for comment at a
future meeting with review by the Board of County Commissioners anticipated for
September of 2014.
• The proposed updated Utility Standards Ordinance is anticipated to be presented to the
Committee for review at the next meeting. The major changes include standards for
above ground piping with one goal being to minimize the number of pump stations within
communities.
C. Growth Management Division/Transportation Engineering and/or Planning— [Jay Ahmad
and/or Reed Jarvi]
Reed Jarvi was present and reported:
• US41/Collier Blvd. Intersection—work ongoing and on budget and schedule.
• Green Blvd. to Golden Gate-—Bid received with construction anticipated to begin in
July of 2014.
• Golden Gate Blvd. Traffic Study—received by County and under review.

• Pine Ridge Road/US 41 intersection westbound—proposed lane realignment and
drainage improvements in design phase.
• Randall Blvd. and Immokalee Rd. improvements—Requests for Proposals phase.

• Current Prioritized Sidewalk Projects Proposed-Thomasson Drive,Pine Ridge/Airport,

D. Growth Management Division/Planning& Regulation update— [Jamie French]
Jamie French submitted the"Collier County Growth Management Planning and Regulation
May 2014 Monthly Statistics"which outlined the building plan review activities. The following
was noted during his report:
• Staff continues to address personnel needs (including those necessary for Fire Plan
reviews) in order to provide the most qualified service possible to the public.
• Fire Review Plan statistics will be incorporated into the future monthly reports.
VI. New Business
A. 201.4 LDC Amendment cycle 1 —Level 1—vote by full committee [Caroline Cilek]
Ms. Cilek presented the "2014 LDC Amendment Cycle 1—Level I DSAC-LDR Subcommittee
Recommendations, Monday, May 5, 2014"for consideration. She reported the document lists all
of the proposed amendments and provided an overview of the proposals and noted:
• The DSAC-LDC Subcommittee completed a review of the proposed amendments and
provided comments as indicated in the document.
• The Collier County Planning Commission(CCPC)reviewed the proposed
amendments on 5/19/14 and provided comment.
• The CCPC reviewed and recommended the Board of County Commissioners(BCC)
approve a request to allow certain conditional uses outlined in Section 2.03.03
Commercial Zoning Districts and 203.24 Industrial Zoning District such as the
manufacture of perfumes and soaps as permitted uses.
• The BCC is scheduled to review the amendments on 6/24/14 and 7/8/14.
Committee discussion occurred on the ramifications of the CCPC recommendation to change
some uses in the above referenced section to permitted uses.
Ms. Cilek noted it has not been included as a recommendation by the Subcommittee.
She requested the full Committee endorse forwarding the recommendations of the
Subcommittee to the BCC should they so desire (or any proposed changes they see fit).

Mr. Brooker,member of the Land Development Code Subcommittee provided an overview of
the Subcommittee's activities noting they met twice to review the proposed amendments and
provide input and unanimously voted to forward the proposed amendments to the full DSAC
Committee for consideration.
Mr. Brooker moved for the Development Services Advisory Committee to endorse the
recommendations of the Subcommittee as outlined in the above referenced document and
forward them to the Board of County Commissioners for consideration. Second by Mr.
Mulhere.
Ms. Taft reported she has a conflict of interest with proposed LDC Amendment 2.03.03—
Commercial Zoning District and 2.03.04—Industrial Zoning District Adding Uses and will be
filing the necessary forms with the County.
Mr.Brooker amended the motion for the Development Services Advisory Committee to
endorse the recommendations of the Subcommittee as outlined in the above referenced
document and forward them to the Board of County Commissioners for consideration
excepting the recommendation for proposed LDC Amendment#6 2.03.03—Commercial
Zoning District and 2.03.04—Industrial Zoning District Adding Uses. Second by Mr.
Mulhere. Carried unanimously 14—0.
Mr. Brooker moved for the Development Services Advisory Committee to endorse the
recommendation of the Subcommittee as outlined in the above referenced document for LDC
Amendment 2.03.03—Commercial Zoning District and 2.03.04—Industrial Zoning District
Adding Uses. Second by Mr. Valle. Carried unanimously 13—0. Ms. Taft abstained.
B. Discuss of future Fire Plan Review [Rich Long]
Mr. Long provided an update on the transition for Fire Plan Review's from the Collier County
Fire Marshalls and Code Officials Office to the individual Fire Districts highlighting:
• The individual Fire Districts will now be responsible for conducting"Fire Plan Reviews."
• 4 employees of the North Naples Fire District will be housed in the GMD building and
conducting reviews for their District.
• The County is hiring 3 employees through an inter-local agreement with the Fire Districts
to conduct Fire Plan Reviews for the remaining Fire Districts located in unincorporated
Collier County.
• Contract employees have been stationed in the existing Collier County Fire Marshalls and
Code Officials building to assist in the transition over the next 60 days.
• 6 sets of plans are required for application submittal and are to be delivered to the Growth
Management Division building.
• Field inspections related to the approved plans will be the responsibility of the individual
Fire Districts.
• Updates on the process will be provided to the Committee as necessary, and/or as
requested.

EFFECTIVE DATE: Effective August 1, 2014
SUBJECT: Building Permit and Site Plan Survey Requirements
AUTHORITY: FBC Section 107 Submittal Documents; FBC Section
110.3 Inspections Required; LDC Section 4.03.05
Subdivision Design Requirements; Code of Laws and
Ordinances Section 62-26—62-161.
PURPOSE: To clarify when a Certified Site Plan or an Affidavit
in Lieu of a Certified Site Plan is required to be
submitted with a building permit and to establish when
elevation certificates and 10-day spot surveys are
required in relation to the Affidavit. In addition, details
describing the building permit process for 1 & 2
Family Swimming Pools and Associated Screen
Enclosures are provided.
RELATED BUILDING BLOCKS: TBD
DEFINITIONS:
Certified Site Plan: A plan prepared, signed, and sealed by a licensed
Florida professional surveyor and mapper, architect or engineer, who is
familiar with County zoning and setback requirements, showing property
lines, setbacks, easements, water bodies, and all existing and proposed
structures to be submitted with the building permit application. The plan shall
identify the elevation of the crown of the road, Flood Zone, the Base Flood
Elevation (BFE), and show that the construction of the lowest floor meets the
higher elevation of the following criteria: 1) BFE as shown on the current
effective Flood Insurance Rate Map (FIRM) (or Digital Flood Insurance Rate
Map (DFIRM)); 2) South Florida Water Management District (SFWMD)
permit; or 3) if no SFWMD permit, a minimum of 18 inches above the crown
of the nearest street or interior finished roadway system if finished with paving
or 24 inches above the crown of the road if graded or otherwise unfinished.
10-Day Spot Survey: A survey prepared by a Florida registered surveyor and
mapper that locates any new construction or any changes in existing building
footprints approved on the certified site plan. This survey shall be submitted
no later than 10 days following the establishment of the lowest floor, which
may be a slab, frame assembly, pylon(s), or any construction that is 30 inches

above soil grade. The survey shall show setbacks/distances from the new
construction to the adjacent property lines, the distance of separation
between structures on the subject property as well as neighboring structures,
if applicable, and include elevation of the lowest floor and the adjacent crown
of road. If the property has a SFWMD permit, the 10-day spot survey shall
identify the established minimum finished floor elevation and permit number.
Elevation Certificate: A certificate prepared by a Florida registered surveyor
and mapper that verifies the elevation data of a structure on a given property
relative to the ground level. The Elevation Certificate is used to ensure
compliance with local floodplain management ordinance and is required for all
projects located in the Special Flood Hazard Area (SFHA). The "Finished
Construction" Elevation Certificate shall be submitted prior to the issuance
of a Certificate of Occupancy or Completion.
Affidavit in Lieu of Certified Site Plan: A statement of fact voluntarily made
by an affiant under affirmation before a notary. The affiant affirms that all
work to be performed under the specified permit shall confirm to all applicable
setbacks and easement requirements established by Collier County and/or
any other applicable agency. Additionally, the affiant affirms that should any
work performed under the specified permit result in nonconformity with any
setbacks or easements shall have no sustainable rebuttal against Collier
County and will immediately remediate the nonconformity at no expense to
Collier County.
PERMITS:
General Requirements:
Building Permits: A certified site plan not older than 6 months is required
when applying for a building permit for any new construction, additions, or
alterations that modify the building footprint. Building permits for new
construction, additions, or alterations that modify the building footprint will
require a 10-day spot survey to be submitted within ten days of passing a
103 or 133 inspection of slab. An "Inspection HOLD" will be placed on permits
that have not turned in an approved 10-day spot survey within the required
time period. If located within the SFHA, a "Finished Construction" Elevation
Certificate is required for new construction and may be required for additions
and/or alterations prior to Certification of Occupancy.
1 & 2 Family Swimming Pools and Associated Screen Enclosure's Certified
Site Plan and Survey Requirements:
1. Swimming Pools: A certified site plan shall be submitted with the
permit application for all 1 & 2 family swimming pools. A 10-day spot
survey shall be required after completion of the pool shell, unless a
screen enclosure permit has been applied for.

2. Screen Enclosures associated with swimming pools: A copy of the
certified site plan used for the pool may be used to apply for the
screen enclosure along with the Affidavit in Lieu of a Certified Site
Plan document when applying for the permit. The enclosure shall be
depicted and accurate in the certified site plan. A final spot survey
shall be required for the screen enclosure with a note identifying it is a
screen enclosed pool area.
Note: If the screen enclosure and swimming pool setback requirements differ, the
survey must specify the setbacks for both the swimming pool shell and screen
enclosure.
EXCEPTIONS:
A completed and notarized Affidavit in Lieu of a Certified Site Plan shall be
included with the permit application for any permit not required to submit a
certified site plan.
1. Permits for improvements to an existing structure that does not modify
the existing building footprint, such as interior remodels, are not
required to submit a certified site plan. Note: Conversion of screened
porches to principal living space may change the minimum floor
elevation and/or setback requirements.
2. Structures or additions with less than 400 sq. ft. of additional
impervious area shall not require a certified site plan. A survey or site
plan indicating the location of the proposed structure or addition
meeting the current setback requirements may be used. A 10-day
spot survey is required.
Note: At any time during construction the Building Official may require a survey
be performed by a Florida licensed surveyor if deemed necessary.

EFFECTIVE DATE: Effective August 1, 2014
SUBJECT: Inspections required for development in the Special Flood
Hazard Area
AUTHORITY: 2010 FBC 1612— Flood Loads and related trade sections;
LDC Section 4.03.05 Subdivision Design Requirements;
Code of Laws and Ordinances Section 62-26— 62-161.
PURPOSE: To identify the required inspections for development
permitted under the Florida Building Code in the Special
Flood Hazard Area.
RELATED BUILDING BLOCKS: A-128 Certified Site Plan and Spot Surveys
POLICY:
Collier County requires the following inspections for permitted development projects in
the Special Flood Hazard Area (SFHA).
First Inspection:
Once building plans are approved by Collier County, the property is marked by a
licensed surveyor to identify all property boundaries, setbacks, and to show the location
of the building on the site. The property is also marked to identify "V" flood zones, if
applicable. The contractor is required to mark native preserve areas pursuant to the
LDC section 3.05.04 G.
During the Inspection Plumbing Rough #200, a licensed Collier County inspector
reviews the staked site based on the approved plans to ensure the building is positioned
in the correct location and that the plumbing and form boards are placed correctly to
ensure the footings will be built in accordance with the approved plans.
Second Inspection:
One of the following inspections is be required for the second inspection to ensure the
footings will be built in accordance with the approved plans: Footing#100, Slab#103, or
Monolithic Slab #133.

Once the slab etc. is constructed, a spot survey with elevations for the slab and crown
of road is prepared by a licensed surveyor and is submitted to verify the footing or
monolithic slab is constructed in the approved location and at the approved elevation.
An inspection hold is placed on the permit if the "Under Construction" Elevation
Certificate or spot survey is not provided within 10 days of second inspection.
Optional Inspection:
If flood vents or enclosed areas have been approved, a special inspection is required by
a County structural inspector, Flood Vent Relief#120.
Third Inspection (Certificate of Occupancy):
Upon completion of the building a "Final Construction" Elevation Certificate is prepared
by a licensed surveyor and is submitted to the County and reviewed by a Certified
Floodplain Manager in the Building Department.
A Final Inspection#115 is carried out concurrently with the submittal of the "Final
Construction" Elevation Certificate. This inspection includes a general overview of the
entire building and the inspector looks for alterations to the approved plans. This
includes any alterations to the ground or grading from the approved plans, the location
of the building, elevation of the building, and construction materials. The#115 excludes
trade inspections which are done by inspectors licensed in the specific trade: Electrical
#502; Mechanical (which includes Heating, Ventilation, Air conditioning, and Ductwork)
#301; Plumbing #204.
Planning and Regulation, a separate department within the Growth Management
Division also conducts a final inspection of the development and inspects the ground
and grading for compliance with approved site plans. This is inspection the#800 series.
Additional inspections, if required:
• Tie Down inspection #110 is required for a shed and a manufactured home.
• Flood proof inspection#112 for commercial structures is required to be provided by
a licensed engineer or architect.
Additional certifications, if required:
• Breakaway wall Certification, provided by an engineer or architect.
• V-zone certification is required to be provided by a licensed engineer.
• Any other certifications required for the project.
The final inspection records include:
A completed "Final Construction" FEMA Elevation Certificate (and Floodproofing
Certificate, if required) has been reviewed by the Building Department for completeness
and accuracy. An Elevation Certificate Intake Sheet must be attached to the Elevation

Certificate with the permit number. No markings shall be made on the Elevation
Certificate.
• Photographs of all sides of the structure, provided by the surveyor on the "Final
Construction" Elevation Certificate with the date identified.
• Close-up photographs of typical openings, provided by the surveyor on the "Final
Construction" Elevation Certificate.
• Photographs of all mechanical, plumbing, and utility equipment located outside the
building, showing (1) its relation to the building and ground and (2) its required
anchoring, taken by the Mechanical Inspector during the#301 Inspection.
• V-Zone certifications are provided by a Licensed Engineer.
• CO requests will be processed within 48 hours of request pending all documentation
is submitted. If any document is not approved, there is time for the contractor to
correct and resubmit the document(s) for re-review prior to the issuance of the CO.
