MINUTES
May 12, 2014
I. CALL TO ORDER
The meeting was called to order by Chairman Dale Lewis at 3:00 PM.
A quorum was established; three voting members were present.

III. APPROVAL OF AGENDA
Fred Rogers moved to approve the Agenda as presented. Chairman Lewis offered a
Second in support of the motion.
Motion carried unanimously;3— 0.
IV. APPROVAL OF MINUTES —April 14, 2014
Change: VIII. B. 2nd paragraph to read "to attend Code Compliance Meeting on or before
April 24, 2014. "
Page 4, 2nd paragraph, 4th bullet should read `pressure user"
Strike: Page 4, 4th paragraph— "It was noted Fred Rogers will attend the meeting to
represent the Radio Road Beautification MSTU Advisory Committee. "

Fred Rogers moved to approve the Minutes of the April 14, 2014 meeting as amended
Helen Carella offered a Second in support of the motion.
Motion carried unanimously;3—0.
V. BUDGET REPORT
Darryl Richard distributed and reviewed the Radio Road MSTU Fund 168 Report dated
May 12, 2014. (See attached)
• Ad Valorem Tax Received $291,891.79
• Operating Expense Budgeted $155,500
• Open Purchase Orders $23,950.53
• Operating Funds $68,159.34 (Spent to date)
• Improvements General $534,800
• Reserves $3,300
• Total Available Budget $591,122.13
VI. LANDSCAPE MAINTENANCE REPORT—ROBERT KINDELAN,CLM
Robert Kindelan, CLM gave a brief Maintenance Report.
• Fertilizer was applied.
• Continue to weed.
• Replaced some Asian Jasmine on Santa Barbara.
• Gold Lantana hanging over the curb will be addressed.
• There was a problem with an electronic component for the alarm on the
pump.
• Well is back up and functioning well.
Discussion was ensued on what to do about people making pathways through the
medians on Santa Barbara. It was decided to replant and cope with it.
Al Benarroch,Affordable Landscaping Service &Design, LLC reported:
• Sea pods were removed from palm trees on some streets.
• Mulch was applied on the replacements.
• Dead Lantana dug out and replaced with silhouettes on median 11.
• Sprinkler system is working well.
• Battling weeds
• Radio Road median numbers are good.
• Irrigation system is working.
VII. LANDSCAPE ARCHITECT'S REPORT
Scott Windham,WSI distributed and reviewed the Windham Studio Maintenance report for
the Radio Road MSTUAdvisory Committee and the Project Status Report dated May 6, 2014:

• CLM is evaluating and compiling a total quantity of Asian Jasmine to be replaced to
accommodate the vehicle pads project as well as fill in the areas damaged by
Comcast.

• In general the medians look healthy and well maintained.
• Continue to spot hand weed Asian Jasmine as needed.
• Plant the missing Asian Jasmine at west corner of Radio Road, Lakeside Park and east
ROW where Comcast disturbed and never repaired.
• Fill in 30 Asian Jasmine in north ROW near Santa Barbara to fill in the bare patches.
• Observed several burnt spots in Asian Jasmine along north ROW may need herbicide
application.
• Trim and remove remaining woody Lantana at Santa Barbara median tip and fill in
with new Lantana.
VIII. PROJECT MANAGER'S REPORT
A. DEVONSHIRE COMMERCIAL SIDE
Darryl Richard reported Staff met with Code Enforcement with Jeff Wright and Davy
Jones. Davy Jones researched. Davy Jones noted the MSTU has been watering hedge
on Devonshire Commercial Side since 2002. The hedge is on both sides of property line.
Reg8 Berkshire Commons LLC %Property Tax Dept. received a Collier County Code
Enforcement—Notice of Violation dated February 24, 2014. (See attached)Violation:
Viburnum hedge adjacent to Devonshire Blvd. is in unhealthy condition and sections of
hedgerow are missing.
Darryl Richard noted the County has decided not to pursue the Code Enforcement case.
Discussion was made on the irrigation system and if drip line was operable.
Darryl Richard reported there is no real document stating the MSTU has to do maintain
in the Commercial Development Plan. He suggested the MSTU Committee wait and let
the Commercial property owner do the work.
Chairman Lewis urged the Committee to stay neutral on this issue. He stated the
MSTU does not have jurisdiction to do.
Chairman Lewis moved to recommend the Committee leave the east side of
Devonshire alone, as it stands, and we will see what happens in the future, by the
people who are responsible for that right now;and then at that time, maybe we'll come
along and help someone out. (MSTU) cannot bear all the costs. Fred Rogers offered a
second in support of the motion. Motion carried unanimously;3—0.
B. GROWTH MANAGEMENT DIVISION COORDINATION REPORT
Darryl Richard reported Collier County reduced everyone's pump allocation by 15%.
Radio Road MSTU will not be affected.
Pamela Lulich provided a proposal from Signature Tree Care proposal dated December
22, 2013 for pruning trees on Radio Road from Airport Pulling Road to Santa Barbara
Road in the amount of$9,170.
Chairman Lewis moved to table request until John Weber and a full Committee is
present. Helen Carella offered a second in support of the motion. Motion carried
unanimously;3—0.

C. BY-LAWS
Staff distributed a Municipal Service Taxing Unit Advisory Committee By-Laws
Template used for another MSTU
Fred Rogers found an error on page 2, under Article VI, Section 2, and last sentence
should read"An Officer is eligible for reelection if the term of the Advisory Committee
is extended."
The following revisions were suggested:
• Article V. Section 3 —Regular Meetings "at a predetermined location."
Chairman Lewis moved to table (reviewing and approving By-Laws) until next
meeting and when John Weber is present and give the (Committee)Members a
chance to review (the By-Laws) and bring back revisions. Fred Rogers offered a
Second in support of the motion. Motion carried unanimously;3—0.
