CD r+ 0 `.< a .41 • CD a r'r cr (DO CD vt • o 0 Dl -3 0 a a rt Ct CD CD ATV Park RFP at a Glance Detailed Scope of Work In an effort to support the development of an AN site for Collier County citizens to enjoy the environment, relax and ride with family and friends, in February 2013,the AN committee received approval from the Board of County Commissioners(BCC)to seek interest and ideas from inside and outside of Collier County. After speaking with a number of sources,there may be a variety of quality funding options that could be considered,but not limited to,Collier County providing: • A lump sum investment with permanent price reductions for Collier County residents; • An allocated annual draw down fund for Collier County residents; • An annual committed investment with corresponding price reductions for Collier County residents; • The equity to purchase or lease of private land; • Easements for the establishment of AN trails over private land to connect with lands of other property owners;and/or • An opportunity for a private/public partnership where private property owner(s)may develop and operate an AN Park on their land with the assistance of,and full or partial funding by,the county. The County would be interested in any other options or recommendations that may be presented as a result of this request for proposal,however,the County reserves the reject any of those options,and select the option that may be in the County's best interest,or reject any and all proposals. The Collier County Parks and Recreation Department is looking for a partnership in order to provide Collier County residents an All Terrain Vehicle (AN)facility and family friendly program(family friendly is defined as a program which is safe,alcohol and drug free, provides for oversight and management, and provide educational programs which may include safety and AN riding lessons among other programs)that would support the goals of its ridership, including a riding program whose riding trails that are: • Clean, safe,environmentally friendly and meet all of the zone,permitting and licensing requirements of such a program; • A directional trail system;and • Uplands and wooded. Further,the County,and its ridership, is interested in: • Sufficient acreage;while 800 acres is ideal,the County is interested in learning about other options; • Accessible year round,with availability during holiday seasons; • In close proximity to,or maintain,camping on the site;and • The capacity for a variety of vehicles on-site for ridership and parking. Response Format and Criteria The items listed below shall be submitted with each proposal and should be submitted in the order shown. Each section should be clearly labeled,with pages numbered and separated by tabs. Failure by a Vendor to include all listed items may result in the rejection of its proposal. 1. Tab I,Cover Letter/Management Summary 2. Tab II,Business Plan and Option(25 points) a. Option 1:The County buys and manages an existing park. b. Option 2:. The County builds and a vendor manages the park(land donated or leased back to the County at a significantly reduced price). c. Option 3:The County leases an existing park and a vendor manages it. d. Option 4: A private/public developer/owner runs and manages the ATV park with a subsidy from the County. e. Option 5: Developer/vendor will create their own option not identified. 3. Tab III,Experience,Capacity and Management Practices(20 points) 1. Provide the number of years that the vendor has been in 1 business managing the ATV park,and/or program. • Additional information may be included. 2. If Vendor is licensed, registered, permitted and properly zoned, please indicate 10 points in the column to the right; if no,indicate"0." • Provide evidence of documents listed above. 3. If Vendor completes an external audit review once a year, please indicate 10 points in the column to the right; if no, indicate"0." • Provide evidence of a complete report. 4. If Vendor has a certified public accountant(CPA)on staff or has hired a certified accounting firm to prepare its financial transactions, please indicate 10 points in the column to the right; if no, indicate"0." • Provide resume of CPA on staff or outside accounting firm contract. 5. If Vendor has a business policy and procedural manual, including cash handling,please indicate 10 points in the A column to the right; if no, indicate"0." Provide evidence of the manual and cash handling procedure or a portion of the manual. 6. If Vendor has medical and safety procedures in place, please indicate 10 points in the column to the right, if no, indicate „0 Provide evidence of the medical and safety procedures or a portion of the manual. 7. Tab VI,References(15 points) Purchasing Process Once the RFP is finalized and the selection committee members selected;the Purchasing Department will post the solicitation on the website and send a notification via e-mail to all vendors that may be interested in submitting a proposal.The solicitation can be posted for a period of 30-45 days.Once the solicitation period comes to a close;the selection committee will meet to receive the proposals they will I review and score.The committee may take approximately a week to review proposals and reconvene to score proposals and choose vendor.
