BAYSHORE BEAUTIFICATION MSTU ADVISORY COMMITTEE MINUTES
OF THE MAY 6,2014 MEETING
The meeting of the Bayshore Beautification MSTU Advisory Committee was called to order by
Chairman Maurice Gutierrez at 5:00p.m. at the MSTU Office 3570 Bayshore Drive, Unit 102.
I. Roll Call: Present: Advisory Committee Members: Maurice Gutierrez(Chairman), Gerry Buck,
Carolyn Cochrane, Sandra Arafet and Robert Mesmer. The following were excused: Sheila
Dugan, Victoria Nicklos.
MSTU Staff Present: Ashley Caserta (MSTU Project Manager), Jean Jourdan (Interim
Director) and Ekna Guevara (Operations Coordinator).
II. Adoption of Agenda: Mr. Gutierrez asked for the adoption of the agenda. Motion to approve
the agenda made by: Sandra Arafet. 2"d: Bob Messmer. Approved: 5 -0.
Ill. Approval of Minutes: Mr. Gutierrez asked for approval of the minutes for the April 1, 2014
meeting. Motion by: Sandra Arafet. 2nd: Victoria Nicklos. Approved: 5 -0.
IV. Projects Report:
A. MSTU Update
1. Bayview & Lunar Update: Construction is well under-way on Bayview Drive. Some of the sidewalks
are in place, as well as driveway aprons. Additionally, the minor stormwater improvements are
completed and a surprise concrete slab in front of the marina has been removed in order to grade the
new swale. Previously, there was some pooling during rainy season in this area, and removal of the
impervious surface (concrete slab below grade that was not known of) and installation on the swale
should eliminate the pooling. Staff has had bi-weekly meetings with the construction team and the
residents seem to be happy with the progress. As a side note, the City is going to upgrade the water
line from a 2" pipe to an 8" pipe and will install two fire hydrants. This will be done at zero cost to
the MSTU. Construction began March 3, 2014 on Bayview Drive and will begin on May 8, 2014 on
Lunar Street. Final completion is September 28, 2014.
2. Application APPROVED for Karen Drive Stormwater Grant: A DRI application was re-submitted to
the Collier County Housing Department for the construction and CEI work of the Karen Drive
Stormwater Improvement Project in the amount of $154,120. The funds should be available in June,
2014 and the project must be completed within 6 months. An additional grant application for Pineland
Avenue (outside of the MSTU, but within the CRA boundaries)was submitted at the same time and has
also been funded.
3. Thomasson Drive/ Hamilton Avenue: Staff is working with the Purchasing Department to finalize
the contract to be approved by the BCC.
4. Landscape Update: Affordable Landscaping has been maintaining the area and has been working
with County Irrigation maintenance expert Roger Dick to make some repairs to the system. The system

has been repaired enough to move forward without any major updates to the controller system. The
County will be updating the entire system within a year or so. The existing equipment will need to be
upgraded eventually, as the parts that we have are no longer being manufactured.
5. Danford Street: A presentation regarding the conceptual design will be made under old business.
B. CRA Update
1. An update on CRA activities was given at the CRA meeting.
V. Old Business
A. Request for Payment of Services: Motion to make payment made by: Gerry Buck. 2nd
by: Carolyn Cochrane. Approved: 5 - 0.
B. Danford Street Conceptual Design: David Schmitt from Q. Grady presented the new
conceptual design for Danford Street. The design (A.1.) includes input from citizen's concerns,
monetary standing & advisory board member's input.
There was a motion to accept the conceptual design as submitted made by: Caroline Cochrane. 2nd
by: Gerry Buck. Approved: 5—0.
VI. New Business
A. Color Chart for Benches and Trash Cans: Staff presented the members with different color
options for benches and trash cans. Motion to continue our uniformity on Bayshore Drive and stay
with black made by: Carolyn Cochrane. 2nd by: Gerry Buck. Approved: 5—0.
VII. Committee Communications: Maurice shared with the Members the possible sale of the
CRA-owned properties.
Gerry mentioned we should decide on our summer vacation time off. Motion to break and not
meet in July and August of 2014 made by: Gerry Buck. 2nd by: Sandra Arafet. Approved: 5 —0.
VIII. Public Comments: A citizen asked if there was a possibility of bridging from Lunar to Sugden
Park. Committee members noted that is a project planned for the future.
IX. Adjournment
The meeting adjourned at 5:55pm
