Naples Daily News has contacted me over the last couple of months regarding unpaid invoices and either the invoices do not belong to this division, the invoices were received and already paid or we never received the invoices and so I send those invoices to Finance to load into Dolphin and they are processed for payment. With regards to the invoices we did not receive, I do not know if the issue is with Naples Daily News not sending the invoices to Finance, if the email they are using for Finance is incorrect or Finance is not loading them in Dolphin. Dear Collier County Planning Commission: My wife and I have lived at 4530 13th Avenue SW since 1999. We are writing to oppose amendment to the Collier County Growth Management Plan in the above-referenced application that would add the subject properties to the Neighborhood Center Subdistrict land use designation to allow over 100,000 sq. ft. of commercial development on the Southwest corner of Collier Blvd. and 13th Avenue SW. Commercial development of these properties violates the Golden Gate Area Master Plan, is unnecessary and unwanted, and will damage the neighborhood and the County by increasing the noise,pollution,traffic and congestion in the area. 1. The Proposed Amendment Violates the Golden Gate Area Master Plan According to the Golden Gate Area Master Plan ("GGAMP"), the purpose of the Neighborhood Centers is to provide basic goods, services, and amenities to Estates residents while "preserving the rural character" of the Estates and protecting the "health, safety, welfare, and quality of life of the local residents." A stated goal of the GGAMP is to "avoid strip centers and disorganized patterns of commercial development." The proposed amendment fails to meets these goals at every level. There are four (4)Neighbor Centers in the GGAMP the locations of which are "based on the intersection of major roads and spacing criteria." All four of the existing Neighbor Centers are located at major intersections. See Exhibit V.B. attached. Each of the Neighborhood Centers is located several miles from another Neighborhood Center, proportionately spaced throughout the Estates. Collier County Planning Commission April 8,2014 Page 2 of 3 The proposed amendment fails to meet the criteria of the GGAMP in several ways, which include: a. the proposed new Neighborhood Center is not located on a major intersection, but at the end of a residential street; b. the proposed site is 1/4 mile from the existing Neighborhood Center at Pine Ridge Road and Collier Blvd. with occupied residential properties in between; c. the proposed site is directly adjacent to residential property to the North and West, with residential property to the East across Collier Blvd. and to the South, next to FPL (See Exhibit V.A attached); d. conditional uses are not located on the allowable acreage directly adjacent to the non-residential use. The proposed amendment should be rejected for failure to meet the criteria of the GGAMP. 2. There is a Gross Oversupply of Commercial Property in the Immediate Vicinity of the Proposed New Neighborhood Center The basic goods and services are currently being provided to the neighborhood by a glut of commercial businesses in the immediate vicinity of the proposed new Neighborhood Center. According to the Market-Conditions Study prepared by Fraser & Mohlke Associates, Inc., there is currently over 610,000 sq. ft. of commercial space on Collier Blvd. between Pine Ridge Road and Golden Gate Pkwy. and 40th Tem SW including: bakeries; several gas stations; Publix; realtors; several restaurants; Bank of America; Walgreen's; several automotive repair shops; liquor stores; office space; veterinary centers; dentist; accounting; insurance; Ace Hardware; chiropractic; law offices; mortgage companies; hair and salon services; and numerous other goods and services. See Inventory of Listed Establishments, Exhibit L, attached. Not included in the over 610,000 sq. ft. of commercial space in the Fraser& Mohlke Associates analysis is the yet-to-be-developed commercial properties located at Brooks Village Tracts 4, 6 and 1 and the Sungate Center at the North corner of Green Blvd. and Collier Blvd. Not included in the Fraser & Mohlke Associates analysis is the huge array of additional commercial businesses located a few additional miles away West on Pine Ridge Road and Golden Gate Pkwy. The needs of the area for commercial goods and services are more than adequately addressed, now and for the future. As further evidence that the proposed new Neighborhood Center is unnecessary and unwanted, according to the Fraser & Mohlke Associates analysis, almost 100,000 sq. ft. of the already developed commercial property is "unoccupied." Add to the amount of"unoccupied" commercial space the undeveloped commercial acreage noted above, which presumably could be an additional 200,000+ sq. ft. of commercial space. The Proposed New Neighborhood Center Will Damage the Area and the Quality of Life of the Residents of 13th Avenue SW One of the main reasons that my wife and I moved to Collier County from the Fort Lauderdale Area was to get away from the noise, traffic, pollution, and congestion that was taking over that area. We settled in the Estates because we enjoyed the acreage, the peace and quiet, and the rural character of 13th Avenue SW. Over the years, we have seen horses, goats, and chickens kept and raised by our neighbors on our street. We can sit on the back porch and not see another house or hear any traffic or commercial noise. Putting a strip center or other commercial development on our street will bring an end to that. Urban sprawl does not belong on 13th Avenue SW or anywhere in Collier County. Please reject the proposed amendment to the Collier County Growth Management Plan set forth in Application PL 20130000064 and any change to the zoning of the subject properties.
