Ochopee FCD Advisory Board Minutes 03/10/2014 Ochopee Fire Control Advisory Committee Minutes March 10 , 2014 OCHOPEE FIRE CONTROL ADVISORY COMMITTEE MEETING FOR MARCH 10, 2014 CALL TO ORDER: The meeting was called to order at 4:02PM Roll Call of Attendees: The following were in attendance: Alan McLaughlin, Fire Chief, Ochopee Fire Control District Frank Hawkins, Chairman of the Advisory Committee, Port of the Islands Ron Gilbert, Advisory Committee Member, Port of the Islands Anthony Davis, Advisory Committee Member, Port of the Islands Additions and Deletions to Agenda None Approval of Agenda A motion was made to approve the agenda it was seconded and passed. Approval of the minutes of the Regular Meeting of 12-9-13 A motion was made to approve the minutes of 12-9-13 it was seconded and the minutes were approved. REPORTS: Chief's Report Budget Chief McLaughlin —We are still on track with the budget. We are in the process of getting the Port of the Islands station up and running so we are expending funds for that right now. Our budget is on target for this time of year. We will probably have an increase in overtime for the next couple of weeks because we need off duty personnel to assist in getting the Port of the Islands Station ready. Page 1 Chief McLaughlin—He made a request at the Department meeting for personnel to assist in the final preparations of the Station. Most of the work is comprised of moving equipment back and forth. Ochopee Personnel are also landscaping and moving furniture. Line of Duty Deaths The US Firefighter line of duty deaths for the year is 24 and 14 for the month of February which is high for one month. Awards and Recognitions None, at this time but he has had several people pass their pump operators test he is going to recognize them all at one time. Operations Report We had 51 calls for the month of February. We had two mutual aid calls outside the District to Marco Island. There was one Boat in Distress response to Indian Key. There were five fire inspections for Isles of Capri Fire District by Ochopee Fire Control District Personnel. Ochopee Fire Control District was reimbursed for the inspections by Isles of Capri Fire District. There was one fire investigation for the tractor trailer incident on 1-75. OLD BUSINESS I-75 Station Chief McLaughlin — The 1-75 Station is coming along we are having our weekly meetings. The station should be done on time by June 2014. There still are legal debates going on regarding the operational funding. The County is not going to fund the Station the legislation was passed to fund it through the State. Through negotiations with the County Manager and State Officials the County has agreed to front the money out of general fund to purchase the equipment until the State's budget year commences in July 1, 2014 and the State agreed to amend their budget to reimburse those expenses. The State also agreed to give Ochopee Fire Control District a four year contract. So that gives the Department four years before having to seek toll funds to continue operations on 1-75. The State doesn't want an empty station they want us out there. There is a lot involved with the opening of the 1-75 station we will be hiring personnel and purchasing equipment. We will probably move into the 1-75 station around August 2014. The State has agreed to rent an engine until the vehicle for the station has been purchased. The dollars from the State for the engines and the equipment have to be used exclusively for 1-75 only. However, the State is allowing the water tender to respond off 1-75 with in 3 miles north and south of the highway. Page 2 Up Date Port of the Islands Station Chief McLaughlin — We received our certificate of Occupancy for the Port of the Islands Fire Station. Personnel and equipment will be moving from the Hotel to the new station by the 24th or 25th of March with in a two day period. Once the move has been made in compliance with the terms of the lease Ochopee Personnel will clean and make any necessary repairs to the hotel units. The association offered $2500 for the carport. He is going to submit the offer for purchase to the Board of County Commissioners and after their approval he will be able to sell the carport to them. He wants to have an open house for station 61 on 4-19-14. Chief McLaughlin informed Jean Kungle of the open house she is going to put the word out about the event. Vacant Position on Advisory Board No change on the vacancy on the Advisory Committee. Chief McLaughlin — Mayor Hamilton re-appointed McBeth Collins to the Ochopee Advisory Committee. Ron Gilbert — He has approached Arlo Hilton at Triad Seafood about serving on the Ochopee Fire Control District Advisory Committee but he is too busy. Chief McLaughlin—If they know of any one that wants to serve on the Advisory Committee just let him know and he will send them an application. Everglades City Agreement for Service Chief McLaughlin— He has the last draft of the Everglades City Agreement for Service from Michael Dowling of the Real Properties Department so it is ready to send back to Everglades City for their approval. There are two things here the agreement for service and the lease agreement. The agreement for service expired in December and the lease agreement expires in October. Frank Hawkins — He asked if the Fire District is at risk by operating in the City without an agreement. Chief McLaughlin—The ordinance in place covers the service. Frank Hawkins—The ordinance gives you the right to provide the service to Everglades City and the Agreement defines the service that will be provided. Page 3 Chief McLaughlin — Per the County Attorney's Office that is his understanding. There was nothing in the agreement regarding inspections and regulatory services (code enforcement). Currently the Mayor of Everglades City is the AHJ because he does not have a fire chief for the City. He could provide within the agreement that Ochopee Fire Control District provide fire suppression, formulate fire inspection policies, code enforcement, and he still would be the AHJ. District I Chief McLaughlin — He will discuss District I under new business topic "RLS for Expansion of Ochopee Fire District". SCBA Up Date Chief McLaughlin — We have been approved to purchase the SCBA equipment through a loan from general fund because the budget department did not like the lease purchase agreement. The approval of this purchase by the Board of County Commissioners will be on the 3-25-24 agenda.The loan from general fund will be paid out of the millage increase. NEW BUSINESS Target Solutions Chief McLaughlin — Target Solutions is the new training program it is in place and up and running. It is doing exactly what we wanted it to do. Frank Hawkins—He wanted clarification regarding Target Solutions. Chief McLaughlin —Target Solutions it is a process by which we can administer our training and track records in depth of all personnel. We went to this system to build our training credentials for ISO purposes. However, it does take three of our personnel to manage the system. RLS for Expansion of Ochopee Fire District Chief McLaughlin — He submitted a RLS to Scott Teach and he sent it back. He had to obtain a legal survey and then sent that back to Scott Teach in the County Attorney's Office. It is now in the process of being finalized and going before the Board of County Commissioners for approval. The RLS is the legal portion of this action for the purpose of determining whether this is the right property and can we do this. The executive summary simply states that Ochopee Fire Control District seeks to expand its southern boundaries by the adoption of District I which exists from Everglades City to Goodland to the City of Marco. Page 4 Chief McLaughlin — He spoke to Mark Isackson about taking in the southern portion of District I and the subject of taking all of it in came up. Mark suggested that in about a month they should revisit taking in the rest of District I especially since this year they were not sure the Pilt funds we coming in. The sole purpose for taking in the southern portion of District I is that when ISO changed their rating system last August with in that rating system it is stated that there must be a minimum of four people responding to a structure fire must be within five miles of the fire department or they won't even rate you which would affect the new Port of the Islands Fire Station. But there is another provision in the ISO rating system. The neighboring District in the auto cad system mutually responds automatically which Marco Island Fire District is for structure fire you can use them to get credit if they are within five miles of the District line. By annexing the southern portion of District I Ochopee Fire Control District's line will be within two miles of Marco Island's Fire Station. This gives the Ochopee Fire Control District a better accreditation with ISO and a better rating so the sole purposed of taking in the southern portion of District I is to reduce the ISO rating. The subject was brought up and a brief discussion ensued regarding the Isles of Capri Fire District reimbursing the Ochopee Fire Control District budget for the wages of Chief McLaughlin and Assistant Chief Morris during the time period that they supervised that District. Chief McLaughlin — We have not received the budget instructions yet for 2015 but by next month we should have that information and will be working on the budget. So by the next meeting he should have a report regarding the 2015 budget. Ron Gilbert — He asked how Chief McLaughlin solved the internet problem for the new Port of the Islands Fire Station. Alan McLaughlin —They went with Verizon and installed a cradle router which is handling their internet service. The only stipulation is that they cannot exceed 5g of data per month but the internet is principally being used to access e-mail. He also went with Verizon for a station telephone.
