Minutes
I. CALL TO ORDER
The meeting was called to order by Chairman Dale Lewis at 2:00 p.m.
II. ATTENDANCE:

III. APPROVAL OF AGENDA
Add: V. B. 1. Berkshire HOA Lighting
Fred Rogers moved to approve November 19, 2012 agenda as amended. Second
by Helen Carella. Motion carried unanimously 5-0.
IV. APPROVAL OF MINUTES: October 8,2012
Fred Rogers moved to approve the October 8, 2012 minutes as submitted.
Second by Dale Lewis. Motion carried unanimously 5-0.
V. TRANSPORTATION SERVICES REPORT
A. Budget Report
Darryl Richard distributed and reviewed Fund 158 dated November 19, 2012
as follows: (See attached)
• Ad Valorem Tax Collected $2,304.84
• Operating Expense Available $98,666.94
• Capital Outlay Available $390,300
• Total Revenue Available $529,868.10
• Open Purchase Orders $44,306.94
Staff distributed the MSTD General Fund 111 dated November 19, 2012 for
informational purposes. (See attached)
B. Project Manager Report
1. Berkshire HOA Lighting
Darryl Richard stated the HOA staff reported an electrical issue after
finding out they did not have electricity to light Christmas decorations.
This is not an MSTU responsibility.
When Traffic Ops did the lighting project they were going to separate
the lighting circuits. Wiring was not installed in conduit. No locates
were done when they did the project.
Southern Signal inspected the site to provide options to the HOA. He
provided a quote to restore system that did not have an existing power
drop for the HOA in the amount of$32,000.
Darryl Richard researched solar lighting options and asked the Advisory
Committee if they wanted to consider assisting the HOA. (See attached)
Dale Lewis moved the MSTU does not pay for lighting the flag pole on
Devonshire. Second by Helen Carella. Motion carried unanimously
5-0.
Discussion was made on the Homeowners Association installed flag poles
at both ends of Devonshire on County property. The Berkshire HOA pays
for the flag replacements. It was suggested an agreement between the
HOA and Collier County be made. It was noted the HOA had not
considered this issue. No decision was made.
C. Rich King Greenway Project
Darryl Richard reported Barry Williams,Parks and Recreation Director
indicated he would maintain the project. PAR would like to review
maintenance items with Staff and Scott Windham prior to going into a written
agreement.
Staff was directed to bring back 3 survey bids for review.
John Weber moved(to direct Staff) to get a survey bid in the amount of
$2,500 and we (the Advisory Committee) will approve it Second by Dale
Lewis. Motion carried unanimously 5-0.
Staff clarified the direction given"to move forward" if he received a bid in the
amount of$2,500.
Dale Lewis affirmed clarification.
VI. LANDSCAPE MAINTENANCE REPORT
A. Hannula—Addressed in VL B.
B. Windham Studio
Scott Windham distributed and reviewed the Radio Road Monthly
Maintenance Report dated November 19, 2012. (See attached)
He reported general conditions and made maintenance recommendation for
Radio Road areas and related maintenance action items. He reported:

• Hannula is hand weeding 3 times a week on Devonshire on the ROW
Asian Jasmine and in the medians. Hannula confirmed weeding is
conducted for 8 hours each day.
• WSI recommended a light application of 0-0-7 with atrizine as a broad
leaf weed herbicide to aid with manual weed control.
• Hannula recommended another granular pesticide which has shown to
be beneficial in killing broad leaf weeds.
• Hannula will do a trial on both the atrizine and the granular pesticide
this week.
Pam Lulich reported the Purchasing Department sent the Radio Road MSTD
Maintenance from Santa Barbara Boulevard to Airport Pulling Road out to bid
in October. Affordable Landscaping Service and Design was the low bidder.
Staff submitted an Executive Summary to the BCC for Recommendation to
award Bid#13-6002 for "Radio Road MSTD Maintenance (Santa Barbara
and Airport Pulling Road)" to Affordable Landscaping Service &Design,
LLC. The Executive Summary is on the December 11, 2012 Agenda for
consideration. Funds are budgeted within Landscape Fund 111. (See
attached) A Bid Tabulation was distributed and reviewed. (See attached)
She introduced Yvette and Albert Benarroch, owner of Affordable
Landscaping Service and Design.
The Advisory Committee voiced concerns over the low bid and asked many
questions that were addressed by Affordable Landscaping.
It was noted the contract was for 3 years with a 4th year renewal. The County
supplies the mulch and fertilizers.
Darryl Richard pointed out the Affordable Landscaping bid was in the bid
range. Staff has to follow County policy to accept the lowest bid.
It was noted Hannula will continue to provide maintenance services under the
annual contract until July, 2013. The landscape maintenance service contract
will go out to bid in 30 days.
A suggestion was made to include a stipulation on what would be required on
weeding with a mandatory walk through for bidders.
Scott Windham continued his maintenance review:
• Waiting on a proposal then an approval by Pam Lulich to spray Lantana
and vine weeds on Devonshire with herbicide, removing and replanting
Flax Lily as discussed at October meeting prior to doing a trial.
• Dead Dinis will be removed from the medians. Plants heads will be
rotated out as a refurbishment effort. When they thin out and when
appropriate Flax Lily will be planted in the area.
• Royals from accident have been replaced.
• Black Olive trees on Devonshire are showing signs of stress due to
insufficient water. Hand watering is necessary until new controller can
be installed. Staff has received a quote from Agtronics. Purchasing will
issue a purchase order.

Fred Rogers reported damages to hedge when the dead tree was removed
near the bench at the lake.
Staff and WSI will inspect site.
VII. LANDSCAPE ARCHITECT REPORT
WSI provided a Projects Status Report dated November 19, 2012. (See attached)
Scott Windham met with Fred Rogers and the president of the Berkshire Lakes
Women's Club to discuss strategies and a possible 50/50 partnership with MSTU
for the Betty Schudel Memorial. WSI prepared an Opinion of Probable Cost
Summary on the memorial concept that was presented at today's meeting. (See
attached)
Fred Rogers reported the Community agreed to partner with MSTU.
Darryl Richard suggested not mixing funds by having the Community and the
MSTU pay for individual items.
Staff will check to see whether plans need to be submitted to ROW.
Dale Lewis moved the MSTU purchase the rock and the Community will come
up with the plaque to put on the rock. Second by Fred Rogers. Motion carried
unanimously 5-0.
Fred Rogers distributed a suggested sample wording for the Betty Schudel
Memorial. (See attached)
The MSTU recommended the Community choose text for the plaque.
VIII. OLD BUSINESS
A. Memorial for Betty Schudel—Discussed previously
IX. NEW BUSINESS
Helen Carella asked Staff for an update on the Radio Road East MSTU project.
Staff gave the following update:
• The irrigation main line is in.
• Stub outs for valves are in
• Tiling existing grass and completing road grade
• Approving plant submittals and pavers
• Project has been estimated to be completed in late January 2013.
X. COMMITTEE MEMBER COMMENTS-None
XI. PUBLIC COMMENTS
Dale Lewis moved to cancel the December 8`h meeting. Second by Jerry Parillo.
Motion carried unanimously 5-0.
There being no further business to come before the Committee,the public
meeting was concluded at 3:15 PM.
