December 5,2012
Call Meeting to Order
The Meeting was called to order by Chairman Dale Johnson at 10:00 A.M.

Roll call was taken and a quorum was established.

III. Approval of Agenda
Add. VII. A. Transportation Report
Sue Chapin moved to approve the Agenda for December 5, 2012 as
amended. Second by Renato Fernandez. Motion carried unanimously
5-0.
IV. Approval of Minutes—October 23,2012 Meeting
Sue Chapin moved to approve Ike October 23, 2012 Minutes as
presented. Second by Tom Depouw. Motion carried unanimously 5-0.
V. Transportation Services Report
A. Budget Report
Darryl Richard distributed and reviewed the Radio Road East.MSTU
Fund 166 Report date December 5. 2012 and the Radio Road East of
Santa Barbara Taxing District 2011 Tax Roll Recap. (See attached)
• Ad Valorem Tax Collected - $9.152.40
• Operating Expense Available - $22.130.54
• Reserves Available - $14,900.00
▪ Purchase Orders Paid - $86.171.84
• Open Purchase Orders - $422.643.62

B. Project Manager Report
Darryl Richard distributed Change Order #1 Items Contract 12- 5878
Tabulation. (See attached) He reported AgTronics agreed to provide
non-bid items and deliver materials today to electrician.
Dale Hannula reported it should take approximately one week to
make connections. The pump manufacturer will come out and start up
to the main line.
Staff distributed a draft letter addressed to the BCC from the Radio
Road East (RRE) MSTU regarding Motorola Material Supply for the
RRE MSTIT Project dated December 5. 2012 for the Advisory
Committees review and approval. (See attached)
It was decided not to submit letter to the BCC since the goal was
achieved by attaining material a different route. Steve Came II will
review work with Purchasing on issues within the AgTronic contract.
It was decided to address letter issue after VII.
Darryl Richard stated Staff submitted a draft request for the
Appointment of Selection Committee dated November 26, 2012. (See
attached) He reported the Purchase Department requested an
explanation letter from the RRE MSTU on why the Committee wants
to go out for a specific RFP relating to RRE MSTU separate from the
landscape architect consultant.
It was decided Staff will draft a letter with Sue Chapin and provide via
email to the Advisory Committee.
VI. Landscape Architect Consultant Report
A. Landscape Design
Dale Hannula distributed and reviewed the Landscape and Irrigation
Project ITB-12-5878 November 28. 2012 Report. (See attached)
He made the following revisions:
o Submittals have all been completed.
o Electric for well and pump will be completed by
December 12.
o Controller to County by December 7.
o Laterals are completed.
o Hardscape and landscape installations are estimated to be
completed by end of January 2013.
Dayna Fendrick distributed and reviewed the Radio Road East MSTU
Landscape Architects Field Report # 7. (See attached)
She reported a water main issue with potential conflicts at the median
(32) east from Santa Barbara and median (37) near Sherwood Forest .
She recommended the Buccaneer Palms as the substitute for the Royal
Palms at those medians.
Questions from the Advisory Committee were addressed.
It was noted all tree locations will be reviewed again after locates
are refreshed.
Staff will report adjustments to ROW.
Darryl Richard will get an update from the Project Manager on the
FDOT Project at Radio Road and Davis Boulevard.
Tom Depouw moved the Advisors. Committee approve the changes of
Royal Palms with Buccaneer Palms on Median 32. Second by Sue
Chapin. Motion carried unanimously, 5-0.
The Irrigation Consulting. Site Observation. System. Auditing&
Management Report dated November 29, 2012 was provided for
review. (See attached)
VII. New Business
A. Transportation Report
Reed Jarvi reported:
• The County has scheduled another Warrant Study to be made in
January/February 2013 on the intersection of Madison Park,
Sanctuary Drive and Radio Road.
• The signal plans will be completed by the end of 2012.
• A small right of way easement is needed at northeast corner of
the intersection.
• There are 10-11 Warrant Studies. It was noted even if the
intersection passed the Warrant Studies; other factors may not
allow the traffic signal to be installed.
• A traffic signal would need to be included in the next budget
year before installation could be done.
Dayna Fendrick reviewed and agreed the plans provided by
Transportation Planning work with the Urban Green Studio design.
Discussion was made on the draft letter distributed regarding the
purchase order previously issued for the purchase of Motorola
materials. Staff noted Steve Carnell will work with issues on
contract with Interim Purchasing.
Tom Depouw moved to drop the letter, the problem has been solved
on the funds and Darryl(Richard-Staff) will handle this type of issue
in the future. Second by Renato Fernandez. Motion carried
unanimously 5-0.
