Transportation Services Report A. Budget Report—Darryl Richard Mr. Richard provided the document"Radio Road East MSTU Fund 166—October 9, 2013" for informational purposes and provided an overview of the financial status of the Fund. Mr. Richard reported he will provide a copy of the MSTU's Debt Service Statement to members for information purposes. B. Project Manager Report—Darryl Richard Mr. Richard reported: • Staff and consultants continue to monitor the plants in an attempt to minimize damage given the high volume of rain received this season. • Any palms negatively affected by the high amount of rainfall will be replaced if necessary. 1 October 9, 2013 • One of the controls of the irrigation system is still none functional due to a lightning strike,the backup system will be utilized if necessary. • Staff determined the components of the MSTU's irrigation system are covered by County insurance policies. • Staff is ascertaining a price quote for removal of the "palm rings" as the original price quote was not in accordance with County requirements. • The "palm rings"will be inspected and in order to reduce costs, only those deemed necessary will be removed. C. Landscape Architect Report—Dayna Frederick Dayna Fendrick,Urban Green Studio provided the"Landscape Architects Field Report —Field Report No. 2" for information purposes. She provided an overview of the report highlighting: • In response questions from the public, the Bromeliads planted in some areas are intentionally lower in height for vehicle sight line considerations. • The fertilization and water schedules are being developed with representatives of Hannula Landscaping, Inc. required to approve the schedules given they warranty the plantings. • Thomas Hecker, EcoBotanic Designs, Inc. has been engaged as the Horticulturist for the MSTU via subcontract through Urban Green Studios D. Landscape Maintenance Report—Affordable Landscaping Service Mr. Bennarock reported: • Irrigation will occur 1 day a week for 10 minutes. • Fertilization of plants will be occurring over the next 6 weeks. • Any trees will be"staked" as necessary to ensure proper support as they become established. • Plants will begin to be trimmed as necessary. • A test for standing water to a depth of 2 feet in the medians was conducted. No standing water was encountered to the test depth. • The medians were painted with numbers to aid in identification for maintenance and repair activities. VI. Old Business None VII. New Business A. Appointment of New Committee Member Mr. Richard reported Mr. Fernandez's term on Committee is expiring. He filed the necessary application to be reappointed. No other applications to fill the seat were received by the County. Ms. Chapin moved to recommend the Board of County Commissioners appoint Renato Fernandez to the Radio Road East MSTU Advisory Board. Second by Chairman Johnson. Carried unanimously 4—0. 2 October 9, 2013 VIII. Committee Comments Median Damage by Pedestrians/Bus Stop Relocation The Committee requested Staff to review the location of the west bound bus stop on Radio Road, or as a possible option, the construction of a walkway in the median to prohibit pedestrians from unnecessarily damaging it while attempting to cross the road to access the bus stop. Madison Park Intersection Traffic Light The Committee requested Staff to provide an update on the status on the proposed traffic light at the intersection of Radio Road and Madison Park. BCC Workshop Ms. Arnold reported a BCC Workshop was held where Advisory Boards were discussed. Staff will be reporting back to the Commissioners as they want to ensure the Boards are operating efficiently without unnecessarily increasing costs of Staff time, etc. for meetings. Staff reported to BCC representatives the Radio Road MSTU has already reduced their meeting schedule to every other month. IX. Public Comments None X. ARCHITECT'S FIELD REPORT PROJECT: RADIO ROAD EAST MSTU MAINTENANCE FIELD REPORT No.3 CONTRACT: LANDSCAPE&IRRIGATION MAINTENANCE,AFFORDABLE LANDSCAPING SERVICE&DESIGN LLC MAINTENANCE WALK-THROUGH PERFORMED ON 10/30/13 TIME 9:00-11:30 am PRESENT AT SITE Thomas Hecker,Eco-Botanic Designs, Inc. Darryl Richard,Collier County ATM Dayna Fendrick,Urban Green Studio Al Benarroch,ALS GENERAL NOTES The group walked the site,starting from the east end at Median#39,going west to Median#31 at Santa Barbara Blvd. Plant replacements outlined below were noted in that sequence&direction. The summer torrential rains have ended,and the month of October has been very dry. The medians in general have dried out and ALS has been irrigating on a schedule of 3 days per week. Al stated that a fungicide has been applied overall. Fertilizer has been ordered and shipment has been received by ALS. Application is pending repair of pump system. It was brought to our attention by Al on 11/4/13 that there was a problem with the pump. Naples Electric Motor Works has reviewed the situation and determined that the pump had come off of the drop pipe. The well is still producing a lot of sand and debris,which fouled the check valve. See proposal from Naples Electric to pull the pump and replace the check valve. ALS has provided a proposal for a watering truck for the critical species while the pump is being fixed. OBSERVATIONS TYPICAL THROUGHOUT MEDIANS 1. The Beach Dune Sunflower beds have varying degrees of white fly,fungus,and spittle bug. ALS is to trim back all of the Beach Dune Sunflower beds,to open up the beds for better air circulation and promote regrowth. The condition of the Sunflower is generating a number of complaints from the community and will eventually need to be replaced; UGS and Tom will consider suitable replacement materials for the sightline conditions. See replacement recommendations at the end of the report. NOTE: On a subsequent site visit ' by UGS on 11/6/13, most of the Beach Dune Sunflower beds had been trimmed,except for Medians#31 and 32. 2. Spiraling white fly has been been observed on a few of the Gumbo Limbos; ALS has Beach Dune Sunflower has been been directed to treat the Gumbos with the systemic injection per line item of their trimmed 1 x. contract. The Gumbos should also be sprayed for scale where there is evidence of scale on the trees. Also rake out the shell where sooty mold has dropped under the trees. 3. The Royal Palms are still looking wispy and need nutrients. ALS to fertilize the Royals and Buccaneer Palms with Magnesium sulfate. Since this fertilizer was not a line item in the contract,Al is to provide a quote for labor and materials cost-plus. Many of the plants are still off-color since the fertilizers have not been applied yet. Most of the plants appear to have stabilized and are starting to recover from the stress of the extended wet conditions of the summer. The tree rings of mulch have been worn down by the rainy season and are no longer an issue with holding water. It is not necessary to remove the tree rings,as they are wearing down by attrition. 6. ALS will be turning off the bubblers to some of the trees-Silver Buttonwood& Buccanneer Palms. They will leave the bubblers on the Pigeon Plum,which looked dry � �°�i' (root balls were dry&leaves in wilted condition),and the Royal Palms and Gumbo Limbos. Gumbo Limbo w/white fly and scale sooty mold on shell underneath RRE Maint Field Report#3 7. Some of the Silver Palms and Silver Thrinax Palms are showing signs of new growth. Others have lost the heads and will need to be replaced; replacements are noted below. A 8. The Silver Saw palmetto still has some brown foliage; Tom recommended to not " _ remove the brown foliage,as the dying fronds return nutrients to the plant. Once fertilizers are applied,the palmetto should put out more green foliage so the brown fronds A will not be as noticeable. 9. The Muhly grass is doing well and is in full bloom. 10. There were some weeds emerging in the Asian Jasmine and Sunshine Mimosa beds; ,rte r ALS to hand-weed when they are on site. The ground covers are filling in well. 11. Many of the smaller Bromeliads are in poor condition and should be replaced. The Silver Palm with new growth larger orange Bromeliads have performed better overall. Tom Hecker has provided recommendations for replacement varieties that can better tolerate full sun and the reflection from the shell. The MSTU Advisory Committee has mentioned that the Bromeliad plantings seem sparse and would like to see more. The Committee may want to " - consider adding more Bromeliads at this time,using the orange and additional varieties recommended. 12.Other shrubs such as Spider Lily,Golden Creeper and Coontie are doing fairly well throughout,but there are a number of areas where a few plants have died out. These are quantified below for replacement. Smaller Bromeliads struggling 13. ALS is to trim the fruit off the Buccaneer Palms. 14. The stakes could be removed from the Gumbo Limbos,Royal Palms and Silver Buttonwood. ALS is to provide a quote for removing the stakes. 15. Trim the Silver Buttonwood trees to remove lower leafy growth and maintain a multi- tunk treeform. Lift the foliage to about a 3-4'height,similar to the trees at The Shores. 16. On a subsequent site visit on 11/6/13,UGS noted that a Pigeon Plum tree was down. ,. The root ball was very dry and indicated the need for the Pigeon Plums to be watered by water truck while the pump check valve is being repaired. 17. On the site visit on 11/6/13, it was also noted that the ground covers on Median#31 § w were browning out and looked like they needed water-both the Golden Creeper and Asian Jasmine. These should also be watered by the water truck. Some of the Coonties under the Silver Buttonwoods were also showing signs of brown foliage. 18. On 11/6/13,Roger Dick also reported to Darryl that there had been a problem with Orange Bromeliads doing better than the DC controller that previously had issues. As noted in last months'report,Al notified us on 11/4/13 that there was a problem with the pump. Naples Electric Motorworks investigated and determined the pump had come off the drop pipe. The pump was pulled on 11/15/13. See further details below. On 11/6/13, Roger Dick reported to Darryl that there had been a problem with the DC controller that previously had issues. See details below. November has been another dry month,which is typical for the season. The lack of natural rainfall,coupled with the irrigation issues,has caused challenges in getting sufficient water to the plant material. An emergency P.O.was issued to ALS to contract for a water truck to water the plant materials that were showing the most stress(Pigeon Plum trees)while the pump issues were being solved. ALS has ordered and received shipment of the fertilizer. However,application of the fertilizer to the overall shrub beds has been delayed until the irrigation issues have been resolved. ALS has applied the Magnesium Sulphate fertilizer to the Royal Palms and Buccaneer Palms,once the pump was back in operation and bubblers could be activated. IRRIGATION ISSUES PUMP NEMW pulled the pump and investigated the conditions on 11/15/13. The well is still produding a lot of sand and rocks,which is clogging the check valve and causing the pump to cycle on&off. According to the well driller,Tom Miller,this area is known for being a difficult area to achieve a well with the right conditions,and it may take some time to develop the well. The group discussed the fact that the system was set up to provide constant pressure to the mainline,which is the County standard,but may not be necessary or efficient. Per email from NEMW on 11/15/13: Pump&drop pipe pulled This system was put back into service at 12:00 and is fully operational. A new flapper type check valve has been installed to replace the poppet type at the pump discharge this valve hopefully will be more forgiving dealing with the M _. sand that is being pumped It was requested that a relay be installed so that it will start the pump only when a watering cycle is initiated this will be done by the end of today. In the event of a check valve failure the pump will not be cycling on and off when the system is idle. Program feature has been added that will shut the system down if it is in a cycling condition before it heats up and comes off the pipe Pump RRE Maint Field Report#4 final Following this action,there was still a problem with the system,as outlined below: Filter Flush System: The filters are becoming clogged with debris too quickly for the system to operate. Additional sand keeps being pulled into the pump system and accumulating in the filters. Proposed Fix:Wire the filtration system into the .. Motorola System(Controlled by Roger)so that the filters can be backwashed at . least 3 times a day. NEMW accomplished the corrective action on 11/27/13: The wire connection from the Motorola control and the backwash filters is complete and has been tested. DC CONTROLLER#3703 Filter cartridge w/debris The controller was not functioning properly,and Roger Dick sent it back to Motorola for service and testing. Upon its return, Roger re-installed it and found the controller to be functioning properly and determined that the problem must be in the field wiring. r ' Roger Dick,Al. B., Darryl R.,Harry S.and Pedro(ALS)conducted testing in the field on *� ' 11/27/13 and found there is an issue with zones 7,8,9, 10,and potentially 12. ". '. Additional field wiring needs to be tested in coordination with Hannula Landscaping, Hannula Landscaping&Irrigation is to conduct Wire Trouble-Shooting for the DC Controller on Monday Dec.9 at 9:00 am In the meantime,ALS will be manually operating the zones identified on the DC controller,on M-W-F. Tops of filter cartridges w/sand OBSERVATIONS TYPICAL THROUGHOUT MEDIANS 12/5/13 1. ALS has cut back the Beach Dune Sunflower,and it has come back with new growth in some places. The overall appearance is still not good,and is likely not acceptable to the surrounding communities. UGS has provided replacement options for -- consideration by the Committee,and comparative costs will be provided by ALS. .� 2.The Gumbo Limbo trees have been treated with injections of a systemic for the spiralling white fly. ALS still needs to rake out the shell where sooty mold has dropped under the trees. 3. The Pigeon Plum trees have been re-staked where needed. The replacements have Beach Dune Sunflower has been not been made yet; ALS is currently getting prices from suppliers. Several of the trimmed and still looks bad Pigeon Plum are showing signs of improvement,and have new foliage flushing out. - The Spider Lily and Golden Creeper under the Pigeon Plum are also looking better, , q .� with new foliage and more vigorous growth.. 4. Al notified us that a couple of Buccaneer Palms had broken off at the base and •tl' ,'" fallen over. The cause was not immediately apparent. Al will scrape down the dirt at 17. the base of the trunk of a few other Buccaneer Palms to see if they were planted too _� f deep. .; 5.The beds of Dwarf Bougainvillea have started to bloom,and are enjoying the drier conditions. 6. The Silver Palms and Silver Thrinax Palms continue to show signs of new growth. Bougainvillea starting to bloom Others have lost the heads and will need to be replaced; replacements were previously noted. = ( L, 7. The Silver Saw palmetto still has some brown foliage; Tom Hecker previously recommended to not remove the brown foliage,as the dying fronds return nutrients 4) 41 to the plant. Once fertilizers are applied,the palmetto should put out more green `t foliage so the brown fronds will not be as noticeable. a �• 'Y 8. The Muhly grass is doing well and is in full bloom. ff 9. The Bird of Paradise are starting to bloom. Bird of Paradise in bloom RRE Maint Field Report#4 final 10. The Sunshine Mimosa ground cover is doing well and has been trimmed neatly. 11. Overall the shrub and ground covers are doing well,with a few certain beds of Spider Lily and Coontie that are struggling and having some die-out. 12.A number of the smaller Red Bromeliads are looking better and may be able to recover and be used in combination with additional plants. Most of the smaller 'f'� yellowish Bromeliads are in poor condition and should be replaced. UGS and Tom ,14,4 Hecker have provided recommendations for replacement varieties that can better tolerate full sun and the reflection from the shell. The MSTU Advisory Committee has mentioned that the Bromeliad plantings seem sparse and would like to see more. The Committee may want to consider adding more Bromeliads at this time,using the orange and additional varieties recommended. We could also consider using some o f Purple Queen in addition to the Bromeliads to add more foliage and reduce the "stark" look of the shell areas. Pigeon Plum with new growth 13. ALS is to trim the fruit off the Buccaneer Palms. 14. ALS has removed the stakes from the Royal Palms,Gumbo Limbo trees and Silver Buttonwood trees. 15. ALS is to trim the Silver Buttonwood trees to remove lower leafy growth and *_ ; maintain a multi-tunk treeform. Lift the foliage to about a 3-4'height,similar to the trees at The Shores. (Not done as of 12/5/13) 16. Several beds of Coontie under the Silver Buttonwood are turning brown&dying out. Al is to check for possible causes. This is the area covered by the DC Controller, so it may be due to a lack of water. 17. One Imperial Bromeliad was stolen on Median#32. 18. Several beds of Asian Jasmine and Golden Creeper on Medians#32 and 31 looked dry and had some browning foliage. This may be related to the DC Controller issue.
