MEETING MINUTES
OCTOBER 9,2013
I. Call to Order
Chairman Johnson called the meeting to order at 10:00am. Roll call was taken and a quorum
was established.
II. Attendance
Members: Chairman Dale Johnson, Sue Chapin, Thomas Depouw, Renato Fernandez,
Janice Bundy (Excused),
County: Darryl Richard—Project Manager;Michelle Arnold, Director, ATM; Harry
Sells—Project Manager
Others: Dayna Fendrick— Urban Green Studio,Albert Benarrock-Affordable
Landscaping Service and Design; David Durrell—Juristaff.
III. Approval of Agenda
Mr. Depouw moved to approve the Agenda. Second by Mr. Fernandez. Carried
unanimously 4- 0.
IV. Approval of Minutes: August 14,2013
Ms. Chapin moved to approve the minutes of the August 14, 2013 meeting as presented.
Second by Mr. Fernandez. Carried unanimously 4- 0.
V. Transportation Services Report
A. Budget Report—Darryl Richard
Mr. Richard provided the document"Radio Road East MSTU Fund 166—October 9,
2013"for informational purposes and provided an overview of the financial status of the
Fund.
Mr. Richard reported he will provide a copy of the MSTU's Debt Service Statement to
members for information purposes.
B. Project Manager Report—Darryl Richard
Mr. Richard reported:
• Staff and consultants continue to monitor the plants in an attempt to minimize
damage given the high volume of rain received this season.
• Any palms negatively affected by the high amount of rainfall will be replaced if
necessary.

• One of the controls of the irrigation system is still none functional due to a lightning
strike,the backup system will be utilized if necessary.
• Staff determined the components of the MSTU's irrigation system are covered by
County insurance policies.
• Staff is ascertaining a price quote for removal of the "palm rings" as the original
price quote was not in accordance with County requirements.
• The "palm rings"will be inspected and in order to reduce costs, only those deemed
necessary will be removed.
C. Landscape Architect Report—Dayna Frederick
Dayna Fendrick,Urban Green Studio provided the"Landscape Architects Field Report
—Field Report No. 2" for information purposes. She provided an overview of the report
highlighting:
• In response questions from the public, the Bromeliads planted in some areas are
intentionally lower in height for vehicle sight line considerations.
• The fertilization and water schedules are being developed with representatives of
Hannula Landscaping, Inc. required to approve the schedules given they warranty
the plantings.
• Thomas Hecker,EcoBotanic Designs, Inc. has been engaged as the Horticulturist
for the MSTU via subcontract through Urban Green Studios
D. Landscape Maintenance Report—Affordable Landscaping Service
Mr. Bennarock reported:
• Irrigation will occur 1 day a week for 10 minutes.
• Fertilization of plants will be occurring over the next 6 weeks.
• Any trees will be"staked" as necessary to ensure proper support as they become
established.
• Plants will begin to be trimmed as necessary.
• A test for standing water to a depth of 2 feet in the medians was conducted. No
standing water was encountered to the test depth.
• The medians were painted with numbers to aid in identification for maintenance
and repair activities.

VII. New Business
A. Appointment of New Committee Member
Mr. Richard reported Mr. Fernandez's term on Committee is expiring. He filed the
necessary application to be reappointed. No other applications to fill the seat were received
by the County.
Ms. Chapin moved to recommend the Board of County Commissioners appoint Renato
Fernandez to the Radio Road East MSTU Advisory Board. Second by Chairman
Johnson. Carried unanimously 4—0.

VIII. Committee Comments
Median Damage by Pedestrians/Bus Stop Relocation
The Committee requested Staff to review the location of the west bound bus stop on Radio
Road, or as a possible option, the construction of a walkway in the median to prohibit
pedestrians from unnecessarily damaging it while attempting to cross the road to access the
bus stop.
Madison Park Intersection Traffic Light
The Committee requested Staff to provide an update on the status on the proposed traffic
light at the intersection of Radio Road and Madison Park.
BCC Workshop
Ms. Arnold reported a BCC Workshop was held where Advisory Boards were discussed.
Staff will be reporting back to the Commissioners as they want to ensure the Boards are
operating efficiently without unnecessarily increasing costs of Staff time, etc. for meetings.
Staff reported to BCC representatives the Radio Road MSTU has already reduced their
meeting schedule to every other month.
