Transportation Services Report A. Budget Report—Darryl Richard Mr. Richard provided the document"Radio Road East MSTU Fund 166—August 14, 2013" for informational purposes and provided an overview of the financial status of the Fund. The following was noted during Committee discussions: 1. Staff should consider establishing a Reserve Account for the MSTU. 1 August 14, 2013 2. Staff should consider identifying a funding mechanism for the remaining median to be landscaped following completion of the Davis Blvd. Improvement Project as a Reserve Account also. B. Project Manager Report—Darryl Richard Mr. Richard reported Affordable Landscape Service is now responsible for landscape maintenance of the medians. Painting Numbers on Medians Mr. Richard has ascertained a price quote from Affordable Landscape Service for painting identification numbers on the medians. The numbers assist in identifying the median when a maintenance issue or other item is reported. Mr. Depouw moved to approve the expenditure of$2 75.00 for Affordable Landscape Services to paint the identification numbers on the medians as proposed. Second by Ms. Bundy. Carried unanimously 4—0. C. Landscape Architect Report—Dayna Fendrick Dayna Fendrick,Urban Green Studio provided the "Landscape Architects Field Report —Field Report No. I. " • The abnormal amount of rainfall this season has caused concern with some of the plants becoming "overwatered" and some trees are falling over due to soggy ground. • As the plants become established, over-watering due to natural conditions will pose less of a threat in future years. • The areas are being closely monitored to determine if any long term subsurface drainage defects need to be remedied. • There are plants that have died and are in need of replacement. A determination will be made if the conditions surrounding the failure are subject to any warranty. Following the review of the report, Staff noted they will: 1. Schedule a meeting with representatives of Hannula Landscaping,Inc. over the next two weeks to review any plants that need to be replaced under the warranty. 2. Review the fertilization schedule for all the landscaped areas with Affordable Landscape Service. 3. Undertake the necessary measures to have a lock installed on the pump station. 4. Conduct a test on the irrigation system in coordination with vendors to ensure the system is functioning as designed. 5. Determine if the Motorola irrigation system components are covered under any County insurance policies. 1. Landscape Architectural Services Contract Mr. Richard provided the "Proposal for Landscape Architectural Services— Maintenance Consulting Oct 2013—Sept 2014" from Urban Green Studios for consideration. He noted the proposal is an hourly based Contract with a"not to exceed" amount. 2 August 14, 2013 Mr. Depouw moved to recommend the Board of County Commissioners approve the "Proposal for Landscape Architectural Services—Maintenance Consulting Oct 2013 —Sept 2014"as proposed by Urban Green Studios at a cost not to exceed$14,000.00. Second by Mr. Fernandez. Carried unanimously 4—0. D. Landscape Maintenance Report—Yvette Benarroch Yvette Benarroch-Affordable Landscape Service reported: • They will assist in monitoring the drainage in the landscaped medians to determine if any re-occurring issues need to be addressed to prevent the plants from dying due to excessive water. • Fertilizing will be done on a set schedule beginning after the rainy season, with the exception of the Royal Palm which will be fertilized now. • Weed control will be placed as necessary, primarily after the rainy season. The treatment will include use of a pre-emergent weed control agent. • They are monitoring the areas for white fly infestations. Any infestations will be combated using either a root drenching or injection process depending on the species of plant infested. • The palm trees have a soil berm ("palm rings") around the base of the tree to allow water to concentrate in the area of the root ball. She recommended these berms be removed to allow adequate drainage around the tree. Staff reported they will be undertaking the necessary steps to re grade the "palm rings" to ensure the drainage is adequate around the base of the trees. VI. Old Business 1. Update on Installation of Motorola Equipment Mr. Richard reported the issues with the Motorola Irrigation equipment have been resolved and working. VII. New Business None VIII. FIELD REPORT PROJECT: RADIO ROAD EAST MSTU MAINTENANCE FIELD REPORT No. 2 CONTRACT: LANDSCAPE&IRRIGATION MAINTENANCE,AFFORDABLE LANDSCAPING SERVICE&DESIGN LLC MAINTENANCE WALK-THROUGH PERFORMED ON 8/28/13 TIME 10:30-11:30 am PRESENT AT SITE Darryl Richard,Collier County ATM Dayna Fendrick,Urban Green Studio Dale Hannula, Hannula LS GENERAL NOTES The excessive rains have continued and are creating challenging conditions for the landscape maintenance. Both months of August and September logged in well above-average rainfall. Dale, Darryl and Dayna met to review the site and discuss the impacts of the wet conditions on the plant materials. There is a bit of a Catch-22 situation created by the wet conditions-the plants are in need of fertilizer and fungicides to offset the rains leaching out the nutrients,and to combat fungus that may get started. However,it is not recommended to apply the products when it is likely that they will get washed away immediately. Given the continuing frequency of the rains,it is difficult to know when it's a good time to apply the products. Dale would rather see more pro-active measures being taken,and suggested that the fertilizers and fungicides be applied instead of waiting for the rains to let up. Darryl&Dayna will discuss the topic with ALS. We discussed whether to make warranty replacements now or to continue to monitor through the rainy season. We determined that it would be best to wait until the rains taper off,and then assess the need for replacement. OBSERVATIONS TYPICAL THROUGHOUT MEDIANS 1. Dwarf Bougainvillea is sparse and off-color; needs to be trimmed and fertilized. _ 2. The Sunshine Mimosa has filled in very well and has good dark green color&is flowering. 3. Some of the Pigeon Plum trees are off-color and are still unstable. We discussed re- staking the trees,but limiting it to the trees that are leaning&the most unstable. Dale suggested root stimulant to help the trees get rooted into the soil. Dale also suggested fertilizer be applied. Bougainvillea off color 4. Some of the Royals are still looking a little"wispy"and need nutrients. ALS to fertilize after rainy season. 5. The Gumbo Limbo trees look good and have lots of new growth. No spiralling white fly has been observed yet. 6. The Silver Palms and Silver Thrinax Palms are still stressed due to the wet conditions and poor soil percolation,but some are showing signs of new growth.Others have lost the heads and will need to be replaced. We will continue to monitor the palms. Pigeon Plum unstable 7. Some of the Golden Creeper beds are off-color,and some look okay. 8. The Silver Saw palmetto has lots of brown foliage; the dead leaves shuld be trimmed off. 9. The foliage of Hymenocallis(Spider Lily)has died back in some areas on medians 35 and 36; these areas need to be treated with fungicide. The bulbs of the plants still looked viable. It was noted in several places that weed-killer tracking dye was evident in the center of the plant. ALS should emphasize to their crews to not spray the weed-killer directly on the foliage or bulbs of the Spider Lily. Weeds should be hand-pulled if they Silver Saw Palmetto w/brown emerge close to the center of the plant foliage RRE Maint Field Report#2 10. There were also a few locations where the weed-killer tracking dye showed up on the - ' trunks of palms; ALS should take care to not spray the trunks of palms or trees. 11. There were some weeds emerging in the Asian Jasmine and Beach Dune Sunflower beds; ALS to hand-weed when they are on site. 12. Some of the smaller Bromeliads are off-color and yellowish. It may be partly due to adapting to full sun,or they may need nutrients or fungicide. 13. Some of the Buccaneer palms are showing signs of fungus and insects. ALS should apply a bud drench and insecticide. The palms also need to be fertilized. One palm in the median in front of the CAT facility is in poor condition and needs fungicide asap. They should be trimmed up to maintain the treeform appearance,and remove emerging twiggy growth at the bottom. 15. The Beach Dune Sunflower is startin g to get le g leggy and will need to be trimmed soon. Dale advised monitoring for fungus. 16. ALS should continue to knock down the mulch rings and shell rings,to keep from holding any extra water around trees. 17.Zamia are doing fairly well throughout,but there are a number of areas where a few Beach Dune Sunflower getting plants have died out. These will need to be quantified for replacement. leggy; Air Potato started in bed WALK-THROUGH PERFORMED BY DAYNA FENDRICK ON 9/23/13 1. In general,most of the observations were the same as noted on 8/28/13. There were still many plants that are off-color, including Dwarf Bougainvillea,Golden Creeper and Bromeliads. Silver Palmetto still browning,Spider Lily has foliage die-back, areas of Zamia dying out 2. Pigeon Plum trees off-color,leaning&need re-staked. 3. Royal Palms need fertilizer. 4. Buccaneer Palms need fungicide(bud drench)and fertilizer. The condition of the palm r ; in front of CAT facility has worsened. F� 5.Areas of Beach Dune Sunflower had dark interior foliage and needs to be trimmed& treated with fungicide. 6. The Silver Buttonwoods and Mimosa ground cover are in good condition. Some weeds are apparent in the Mimosa. Muhly Grass is also in good shape. 7. A few spots of Air Potato(invasive weed)were noted-ALS will need to keep on top of this,as it has become a nuisance throughout the County. Buccaneer Pam needs fungicide& 8. Once it was repaired and replaced we found that the primary board would not open numbers 4 and 5. We sent the controller back waiting for the warranty repairs. I have spent many hours over the phone, I think it a repair failure and he claims it's a wire short. I have gone thru all wires and replaced all solenoids in hopes of finding a clear problem. When the repaired controller returns I will operate it with direct connection to the new solenoids,this will tell us if it's a controller problem or wire problem. That's where we stand.
