MEETING MINUTES
AUGUST 14,2013
I. Call to Order
The meeting was called to order by Ms. Chapin at 10:00am. Roll ca ll was taken and a quorum
established.
II. Attendance
Members: Sue Chapin, Thomas Depouw, Renato Fernandez, Janice Bundy, Chairman Dale
Johnson (Excused)
County: Darryl Richard—Project Manager; Harry Sells—Project Manager

III. Approval of Agenda
Mr. Fernandez moved to approve the Agenda with the additional item V C.1—Landscape
Architectural Service Contract. Second by Mr. Depouw. Carried unanimously 4- 0.
IV. Approval of Minutes: May 8, 2013
June 12,2013
Mr. Depouw moved to approve the minutes of the May 8, 2013 meeting with the following
change:
Page 1, Item IV, Line 1 —from"Ms. Depouw..."to "Mr. Depouw..."
Second by Mr. Fernandez. Carried unanimously 4-0.
Mr. Depouw moved to approve the minutes of the June 12, 2013 meeting as presented.
Second by Mr. Fernandez. Carried unanimously 4-0.
V. Transportation Services Report
A. Budget Report—Darryl Richard
Mr. Richard provided the document"Radio Road East MSTU Fund 166—August 14,
2013"for informational purposes and provided an overview of the financial status of the
Fund. The following was noted during Committee discussions:
1. Staff should consider establishing a Reserve Account for the MSTU.

2. Staff should consider identifying a funding mechanism for the remaining median to
be landscaped following completion of the Davis Blvd. Improvement Project as a
Reserve Account also.
B. Project Manager Report—Darryl Richard
Mr. Richard reported Affordable Landscape Service is now responsible for landscape
maintenance of the medians.
Painting Numbers on Medians
Mr. Richard has ascertained a price quote from Affordable Landscape Service for painting
identification numbers on the medians. The numbers assist in identifying the median when
a maintenance issue or other item is reported.
Mr. Depouw moved to approve the expenditure of$275.00 for Affordable Landscape
Services to paint the identification numbers on the medians as proposed. Second by Ms.
Bundy. Carried unanimously 4—0.
C. Landscape Architect Report—Dayna Fendrick
Dayna Fendrick,Urban Green Studio provided the"Landscape Architects Field Report
—Field Report No. 1. "
• The abnormal amount of rainfall this season has caused concern with some of the
plants becoming"overwatered" and some trees are falling over due to soggy
ground.
• As the plants become established, over-watering due to natural conditions will pose
less of a threat in future years.
• The areas are being closely monitored to determine if any long term subsurface
drainage defects need to be remedied.
• There are plants that have died and are in need of replacement. A determination
will be made if the conditions surrounding the failure are subject to any warranty.
Following the review of the report, Staff noted they will:
1. Schedule a meeting with representatives of Hannula Landscaping,Inc. over the next
two weeks to review any plants that need to be replaced under the warranty.
2. Review the fertilization schedule for all the landscaped areas with Affordable
Landscape Service.
3. Undertake the necessary measures to have a lock installed on the pump station.
4. Conduct a test on the irrigation system in coordination with vendors to ensure the
system is functioning as designed.
5. Determine if the Motorola irrigation system components are covered under any
County insurance policies.
1. Landscape Architectural Services Contract
Mr. Richard provided the "Proposal for Landscape Architectural Services—
Maintenance Consulting Oct 2013—Sept 2014" from Urban Green Studios for
consideration. He noted the proposal is an hourly based Contract with a"not to
exceed" amount.

Mr. Depouw moved to recommend the Board of County Commissioners approve the
"Proposal for Landscape Architectural Services—Maintenance Consulting Oct 2013
—Sept 2014"as proposed by Urban Green Studios at a cost not to exceed$14,000.00.
Second by Mr. Fernandez. Carried unanimously 4—0.
D. Landscape Maintenance Report—Yvette Benarroch
Yvette Benarroch-Affordable Landscape Service reported:
• They will assist in monitoring the drainage in the landscaped medians to determine
if any re-occurring issues need to be addressed to prevent the plants from dying
due to excessive water.
• Fertilizing will be done on a set schedule beginning after the rainy season, with the
exception of the Royal Palm which will be fertilized now.
• Weed control will be placed as necessary,primarily after the rainy season. The
treatment will include use of a pre-emergent weed control agent.
• They are monitoring the areas for white fly infestations. Any infestations will be
combated using either a root drenching or injection process depending on the
species of plant infested.
• The palm trees have a soil berm ("palm rings") around the base of the tree to allow
water to concentrate in the area of the root ball. She recommended these berms be
removed to allow adequate drainage around the tree.
Staff reported they will be undertaking the necessary steps to re grade the `palm rings"
to ensure the drainage is adequate around the base of the trees.
VI. Old Business
1. Update on Installation of Motorola Equipment
Mr. Richard reported the issues with the Motorola Irrigation equipment have been
resolved and working.
