Call to Order Ms. Chapin called the meeting to order at 10:00am. Roll call was taken and a quorum present. II. Mr. Johnson arrived at 10:10am and assumed the Chair. V. Transportation Services Report A. Budget Report—Caroline Soto Mr. Richard provided the document"Radio Road East MSTU Fund 166—May 8, 2013" for information purposes and provided an overview of the financial status of the Fund. Mr. Richard provided the "FY 14 Budget Prep, Fund 166"which is a budget request worksheet and provided an overview of the proposed budget to be submitted to the Board of County Commissioners for approval. B. Project Manager Report—Darryl Richard Mr. Richard provided the document "ITB 13-6090 Radio Road East MSTU Roadway Median Landscape Maintenance" for consideration. He noted: 1 May 8, 2013 • The County solicited price quotes for landscape maintenance services of the medians with the service to start on July 26, 2013. • Caribbean Lawn and Garden of Southwest Naples is currently maintaining the medians until a new contract becomes effective. • Affordable Landscaping Service and Design provided the lowest price quote with a base bid of$24,517.50 and total base bid plus alternates of$36,337.79. Committee discussion occurred on: • In respect to the low bidders proposal, how they would be charging for fertilization services. • The rationale for the landscape design with some of the shell areas containing trees only, with larger vacant areas absent of low level plantings. • How certain areas of the irrigation system may be spraying water onto the roadway. The Committee requested Staff to: 1. Review the plans and specifications to determine the rationale for the planting schedule in areas where no plantings exist. 2. Arrange inspection of the irrigation system to ensure it is functioning properly. Mr. Depouw moved to recommend the Board of County Commissioners approve the contract with Affordable Landscaping Service and Design for the provision of landscape maintenance services in the amount of$36,377.79. Second by Ms. Chapin. Carried unanimously S—0. The Committee requested Staff to clarify the costs for fertilizer applications. C. Landscape Update—Dayna Frederick Dayna Frederick reported: • Site inspections have been completed with final "punch lists"developed and the vendors are in the process of addressing the items. • Weeds infestation has occurred in the soil imported to the median sites. The original contractor is responsible for providing weed control until such time they are "eradicated" (the contract requires the area to be "weed free"upon final acceptance of the project). • Plants are to be replaced that have been deemed "sub standard." • Staff and the vendor continue to monitor the operation schedule for the irrigation system in accordance with South Florida Water Management District standards to ensure all areas are properly watered. • Consideration is being given to field identifying the medians by number to facilitate maintenance requests, etc. VI. Old Business 1. Update on Installation of Motorola Equipment Mr. Richard reported: • The Growth Management Division is ultimately responsible to solve the issues related to the malfunctioning software necessary to control the irrigation systems 2 May 8, 2013 and the IT Department is addressing the specific issues necessary to a correct the problems. • A Request For Proposal is due today which will eventually authorize a new vendor to provide service to the County's Motorola equipment which may assist in resolving this and/or future problems. The Committee noted significant funds were expended for the unusable equipment as well as incurring the expense of installing an alternate system in the interim until the issues are addressed. They expressed concern the problems are not being resolved in a timely manner by the vendor who provided the equipment, and/or the manufacturer. The Committee requested Staff to direct a letter to representatives of the manufacturer of the equipment outlining their issues and concerns. Staff reported it may be prudent for a member of the IT Department be present at the next meeting to provide an update on the issue. VII. New Business A. Ribbon Cutting Ceremony Ms. Chapin reported Commissioner Henning recommended the County schedule a ribbon cutting ceremony for the project. Commissioner Henning will be contacted so the event may be scheduled. VIII. Committee Comments Harry Sells was introduced as the County's new Project Manager. The Committee determined to meet the following dates: June 12, 2013 August 14, 2013 October 9, 2013 IX. Call to Order The meeting was convened immediately following the ribbon cutting ceremony. The meeting was called to order by Chairman Dale Johnson at 10:15am. Project Manager Report—Darryl Richard Motorola Equipment Darryl Richard reported County Staff has resolved the majority of the software communication issues associated with the Motorola irrigation control equipment. Work is currently underway within the Radio Road East system to ensure all irrigation zones are responding properly to the controls. C. Maintenance Report Dayna Fendrick, Urban Green Studio provided the update noting the plants are responding well to the new environment. She will check on any requirements for pre- emergence weed control. 1 June 12, 2013 Committee discussion occurred on the maintenance schedule noting there is an issue with debris accumulating on the medians, especially around "trash pick-up"days. Staff reported the current schedule requires regular site visits every other week by the vendor responsible to remove debris, unless a special request is authorized. The Committee requested Staff contact representatives from Waste Management regarding concerns on litter possibly exiting waste removal trucks on pick up days and accumulating in the median. VI. VV ,Ir2V := V.02A7:4PJAAnM; AAg ; g274 'AP, LANDSCAPE ARCHITECT'S FIELD REPORT PROJECT: RADIO ROAD EAST MSTU MAINTENANCE FIELD REPORT No. 1 CONTRACT: LANDSCAPE&IRRIGATION MAINTENANCE,AFFORDABLE LANDSCAPING SERVICE&DESIGN LLC MAINTENANCE WALK-THROUGH PERFORMED ON 7/11/13 TIME 1:30-3:00 pm PRESENT AT SITE Darryl Richard,Collier County ATM Albert Benarroch,ALS Dayna Fendrick,Urban Green Studio Dale Hannula,Hannula LS GENERAL NOTES The Southwest Florida area has received record amounts of rainfall during the months of June and July. According to the SFWMD Rainfall Historical Monthly chart,June had 13.8"of rain,which is 3.82"and 138% above average. July had 10"of rain, which is 1.82"and 120%above average. This has had an impact on several of the plant materials on the medians,most of which were selected for their drought-tolerant qualities. Even in areas that had received drain sumps,poor percolation continues to be an issue. Dale noted that it was time to fertilize most of the plant material,given the amount of time the plants have been in the ground,and the excessive rain has likely leached out the fertilizer applied at installation. OBSERVATIONS TYPICAL THROUGHOUT MEDIANS 1. Dwarf Bougainvillea is getting leggy and needs to be trimmed and fertilized. Most of the Dwf Bougainvillea areas are very wet. 2. The Sunshine Mimosa has filled in very well,and is starting to have runners creeping over the curb. ALS is to trim the Mimosa. 3. A couple of the Pigeon Plum trees had fallen over the week before and had to be stood back up. The ground is saturated due to recent heavy rains,and some of the trees are wobbly due to wet conditions(mostly on Median#36). ALS is to tighten up the staking,or ~ ;' re-stake where necessary and apply root stimulator to promote root growth. Pigeon Plum w/standing water 4. Some of the Royals are looking a little"wispy"and need nutrients. ALS to fertilize with Magnesium sulfate. ALS to apply preventative treatment for spiralling white fly on the Gumbo Limbo trees. None have been observed yet,but we want to be pro-active. I' 6. A number of the Silver Palms and Silver Thrinax Palms continue to decline,and are stressed due to the wet conditions and poor soil percolation. In general,the Green Thrinax seem to be doing better and tolerating the wet conditions. The irrigation has been turned off County-wide due to the heavy rains. The number of dead palms to be replaced are outlined in the attached email. Pigeon Plum unstable 7. A number of Golden Creeper have died out on Median#36. The specific number is outlined on attached email. 8. A few Silver Saw palmetto,Coontie and other shrubs were dead,the specific number is documented in the attached email. 9. There were a few weeds evident in the crushed shell area; ALS will apply weed-killer. It was noted to ALS that no color dye marker is to be used in the shell areas. 10. We discussed that a lock should be put on the Pump Station. Darryl is to supply ALS with a lock. 11. There were some weeds emerging in the Asian Jasmine and Beach Dune Sunflower Silver Palms&Silver Thrinax beds; ALS to hand-weed when they are on site. Palms stressed RRE Maint Field Report#1 12. Some of the smaller Bromeliads are off color and yellowish. It may be partly due to adapting to full sun,or they may need nutrients. WALK-THROUGH PERFORMED BY DAYNA FENDRICK ON 7/22/13 1. In general,the majority of shrubs&ground covers are looking good,and growing in nicely. The Mimosa, Beach Dune Sunflower,Coontie,Muhly Grass,are all looking good overall. There are some spots that are not as vigorous,and have some areas of die-out. This seems to be mostly on Medians#35 and 36. 2. The Asian Jasmine is filling in well,but still has some weed growth which needs continual attention. 3. There are a couple of Pigeon Plum trees that are leaning and need to be re staked,and one Pigeon Plum is showing some yellowing leaves. (Median#36) 4. As noted earlier,the Royal Palms are showing signs of yellowing&need to be fertilized. 5. The Silver Palms and Silver Thrinax seem to be looking a little better.
