Bayshore Beautification MSTU Minutes 01/07/2014 Bayshore Gateway Triangle CRA•Bayshore Beautification MSTU Haldeman Creek MSTU BAYSHORE BEAUTIFICATION MSTU ADVISORY COMMITTEE MINUTES OF THE JANUARY 7, 2014 MEETING The meeting of the Bayshore Beautification MSTU Advisory Committee was called to order by Chairman Maurice Gutierrez at 5:00p.m. At the MSTU Office 3570 Bayshore Drive, Unit 102. 1. Roll Call: Present: Advisory Committee Members: Maurice Gutierrez (Chairman), Robert Messmer, Sheila Dugan, Sandra Arafet(arrived at 5:25), and Victoria Nicklos. The following were absent: Gerry Buck & Carolyn Cochrane (excused). MSTU Staff Present: Ashley Caserta (MSTU Project Manager), Jean Jourdan (Interim Director)and Ekna Guevara (Operations Coordinator). 2. Adoption of Agenda: Mr. Gutierrez asked for adoption of the agenda. Motion to approve the agenda made by: Victoria Nicklos, 2"d: Bob Messmer. Approved: 4-0. 3. Approval of Minutes: Mr. Gutierrez asked for approval of the minutes for the December 3, 2013 meeting. Motion by: Sheila Dugan 2nd: Victoria Nicklos. Approved 4-0. 4. Projects Report: MSTU Update 1. Landscape Update: Aaron from Ground Zero was present and communicated that they have performed scheduled landscape maintenance and removed the dead palm in front of the CRA office. He also mentioned that it will be cheaper for us to purchase the royal palm rather than take the donated palm as the labor costs for the uprooting of the existing donated palm would be more than the purchase of a new palm. 2. Grant application to be submitted for Karen Drive. Staff gave a brief informational on the status of the grant. GRANT FUNDING APPLICATION TO BE SUBMITTED FOR KAREN DRIVE FLOODING: At the October 2, 2013 MSTU meeting, the Advisory Committee discussed the flooding situation on Karen Drive. There was a motion to fund any immediate improvements that were necessary(none were done since rainy season ended), and seek outside funding in order to move forward with the needed improvements if no funding is available. a. Staff has opened a work order with Grady Minor ($25,282.00) to design the improvements with MSTU funds. b. Staff has prepared an application and will apply for grant funding ($154,120.00) through the Collier County Disaster Recovery Initiative Grant program for construction costs. This is the same program that funded the CRA's $1.7 million dollar Tertiary Stormwater Project in the Gateway Triangle. The grant will pay for a CEI professional inspector to monitor construction on a part-time basis. It will also pay for the construction of the project. The grant will not pay for the engineering and permitting to be done on the project since there is only a 9 month project time allowance, therefore the design will be done with MSTU funds. The application is due January 20, 2014. 3. Bayview and Lunar Update: Quality Enterprises was approved by the CRA Board on November 12, 2013. Staff will hold a pre-construction meeting with the contractor, engineer, and CEI and County inspectors on January 20th. 4. Thomasson Drive Update: Staff met with an Atkins representative to discuss the project and has received a proposal from Atkins. We are currently negotiating with them and once we come to an agreement we will forward the information to the Advisory Committee for approval. 5. MSTU Ordinance Update: The ordinance update was approved at the last BCC meeting. The final approved updated Ordinance was emailed to members on December 19th and is available upon request. CRA Update • 1. CRA Residential Lots Advertisement: Staff presented the results for the lot advertisement. Five CRA lots were offered and one bid for property located at 2605 Van Buren was received. The offer was for $35,000 and a Purchase Agreement was executed by the Bidder and will be presented to the CRA Board with a recommendation of approval at their next meeting. 2. FPL Lights on Andrew Drive: FP&L has been contacted and scheduled for installation for this month. 3. CRA's 17.89 acre site: Upon approval by the CRA Board the CRA's 17.89 acres will be listed for sale with a realtor. 4. Cirrus Point n/k/a Solstice: The following information was communicated by staff. Mr. Jim Fields and attorney Rich Yovanovich attended the December 4, 2012 CRA Advisory Board meeting. Mr. Fields requested the CRA-AB support a Growth Management Plan Amendment that would permit his development to seek up to 114 units from the density bonus pool to develop 14.4 residential units per acre. The CRA has a GMPA going to BCC for adoption on May 28th that limits residential development utilizing the bonus density pool to a maximum of 8 units an acre and no project could receive more than 97 units. Presently there is no means to acquire units from the density bonus pool for residential only projects. The amendment was heard by the Planning Commission on December 19, 2013. The CCPC voted to forward to BCC with a recommendation of approval pursuant conditions. The BCC hearing is scheduled February 11, 2014 BCC meeting. If approved, it will be go in effect in 30 days. Construction scheduled to commence thereafter. 5. Grant application to be submitted for Pineland Avenue. Staff gave a brief informational on the status of the grant. GRANT FUNDING APPLICATION TO BE SUBMITTED FOR PINELAND AVENUE FLOODING: An issue with flooding has been identified on Pineland Avenue. The proposed work was understood to be part of the City's work for their water facility at the northeast corner of Pineland and Lois. This work was never done by the city, and was also left out of the CRA's project. The CRA would like to complete the work to alleviate flooding and standing water in this isolated area. The design engineer has provided the plans at no cost to the CRA. a. Staff has prepared an application and will apply for grant funding ($56,570.00) through the Collier County Disaster Recovery Initiative Grant program for construction costs. Approved 5-0. 6. New Business a. Bayshore Pagoda Maintenance: Bob & Sandra agree to maintain and keep the same look on the pagoda. Victoria suggested we should replace the pagoda or at a minimum add another structure or more plants. Maurice reminded us that the original cost for the pagoda was $65,000. Motion to pressure wash, repaint and add more plants such as vines e.g. Bougainvillea, made by: Victoria Nicklos. 2nd by: Sandra Arafet. Approved 5- 0. 7. Committee Communications: Maurice shared an incident on his street which involved the Sheriff's office. Mike Nelson from the Sheriff's gave a brief presentation on crime awareness and passed out informational flyers. 8. Public Comments: A member of the public by the name of Dwight Oakley voice concern regarding the landscaping on South Bayshore. He requested we revisit the landscaping in that area and pay closer attention as he feels it is being neglected. 9. Adjournment.
