APPROVAL OF MINUTES — JULY 18, 2013 Corrections: • Page 4, under Item VII, the first sentence should read as follows: o CLM should inspect the property on a weekly basis and check the medians and front entrance lights by way of the photo cells. (at Doral Circle, Pebble Beach, St. Andrew's) • Page 4, the following language was deleted: "Suggestion from David Larson ..." PROJECT MANAGER'S REPORT — DARRYL RICHARD (1) Annual Contract — McGee & Associates • McGee & Associates submitted a proposal for Landscape Architectural Annual Maintenance Consulting Services • Effective dates: October 1, 2013 through September 20, 2014. • Cost: $11,905 • It is a standard proposal Consensus: McGee and Associates has provided wonderful service. August 15, 2013 Kathleen Dammert moved to accept and approve the proposal submitted by McGee & Associates for Landscape Architectural Annual Maintenance Consulting Services, to be effective October 1, 2013 through September 30, 2014, at a cost not to exceed $11,905. Jennifer Tanner offered a second in support. Carried unanimously, 5 — 0. X. OLD BUSINESS • Tony Branco o Golf Course sign at the property entrance on St. Andrew's should be replaced — it has deteriorated (wood sign) ■ Jennifer Tanner confirmed the Golf Club will replace the sign during season when the members have returned. She stated she will contact the Club President. o Crosswalk Sign (in front of the church) at Pebble Beach and St. Andrew's is missing the directional arrow (separate small component). He suggested a replacement should be ordered. ■ Action Item: Jennifer Tanner will research if replacement is the HOA's responsibility. • Chairman Slebodnik o Canal — Spraying ■ A great deal of debris is due to algae and yard waste but the weeds are manageable — resembles a grassy "mat" ■ He asked when the area will be sprayed ■ Darryl Richard responded he contacted the County and knows the area was sprayed after the July meeting ■ It is sprayed on a three -month schedule ■ Action Item: He will contact the County again and suggest that the "growth" should be physically removed XI. NEW BUSINESS A. Member Terms Three terms will expire in October, 2013: Jennifer Tanner, Tony Branco and Dave Larsen. • Ms. Tanner and Mr. Branco submitted copies of their renewal applications to Darryl Richard. Chairman Slebodnik moved to approve re- appoint Jennifer Tanner to a three-year term, commencing October, 2013, as a member of the Lely Golf Estate Beautification MSTU. Kathleen Dammert offered a second in support. Motion carried, 4 — "Yes"/ 1— "Abstention. " Ms. Tanner abstained from voting. Chairman Slebodnik moved to approve re- appoint Tony Branco to a three-year term, commencing October, 2013, as a member of the Lely Golf Estate Beautification MSTU. Kathleen Dammert offered a second in support. Motion carried, 4 — "Yes " /1— "Abstention." Mr. Branco abstained from voting. August 15, 2013 Chairman Slebodnik moved to approve re- appoint David Larson to a three-year term, commencing October, 2013, as a member of the Lely Golf Estate Beautification MSTU. Kathleen Dammert offered a second in support. Motion carried, 4 — "Yes " /I — "Abstention." Mr. Larson abstained from voting. Chairman Slebodnik noted Jennifer, Tony, and Dave have been "tremendous assets" to the MSTU. He thanked them for their service and welcomed their applications for re- appointment. Action Item: It was noted Staff will forward the MSTU's recommendations to the Board of County Commissioners for approval. XII. PUBLIC COMMENTS • Mark — resident, Treasure Point cul -de -sac, stated he was very impressed by the professionalism of the MSTU Committee and at how much was accomplished during the meeting. Supporters said the regis- try will help improve neigh- borhoods that were hit hard during the economic down- turn. Starting Jan. 1, properties in unincorporated Lee that are held by a bank and cur- rently in foreclosure must pay a fee and register with county government. Required registry infor- mation would include: the property address and parcel 1D number; the mortgagee's or owner's name, mailing address, phone number and email address; the mort- gagee registered agent's name, address and phone number; and the property manager or agent's name, local . mailing address, 24 -hour phone number and email address. Under an ordinance ap- proved by commissioners, a bank would have to appoint a locally based person to maintain a registered prop- erty. Also, each property would be required to have a posted sign with the names and contact information of the appointed caretaker and of the bank's agent. Community members from across Lee County urged commissioners to create the abandoned prop - erty registry. George .Szymanski, a resident of Westminster in Lehigh Acres, said he and other volunteers have been trying to combat the nega- tive effects of abandoned houses for years by holding neighborhood cleanups, re- porting code violations and conducting neighborhood watch activities. But Szymanski said it is time for county government to increase its own efforts and hold the banks account- able, too. "We have seen more and more houses become aban- doned and fall into total disarray," he said. "This or- dinance is an additional tool that is proactive and will ensure better (conditions) for all of our community and this county." Although the commis- sion approved the measure, there still are a couple of key points that have to be determined. Lee officials have yet to decide the registration fee the county will charge and whether the county will maintain the abandoned property registry in -house or contract with a third party. Those issues are expect- ed to be resolved before year's end. County, staff members will come before the commission with a more detailed analysis of the im- plementation costs, which likely will include a pro- posed registration fee rate. BEACH TRUCK ROUTES On another matter, Com= missioner Larry Kiker said he spoke with Collier County Commissioner Georgia Hiller about Col- lier's Vanderbilt Beach and Naples beach renourish- ment projects, which are expected to send trucks hauling sand through south Lee County. Kiker said the counties are working together, and Lee Sheriff Mike Scott also has been included in talks to ensure public safety.
