CALL TO ORDER Chairman Slebodnik meeting was called to order at 2:00 PM. A quorum was established. Five voting members were present. H. ATTENDANCE Members: Robert Slebodnik, Chairman Tony Branco, Kathleen Dammert, David Larson (Vice Chair), Jennifer Tanner County: Darryl Richard — Project Manager Others: Michael McGee — Landscape Architect, P.A. APPRovAL OF NUNuTES — JULY 18, 2013 Corrections: • Page 4, under Item VII, the first sentence should read as follows: o CLM should inspect the property on a weekly basis and check the medians and front entrance lights by way of the photo cells. (at Doral Circle, Pebble Beach, St. Andrew's) • Page 4, the following language was deleted: "Suggestion from David Larson..." V. VI. BUDGET REPORT — DARRYL RICHARD (Attached: "LELY MSTU — Fund 152, dated August 15, 2013 ") • Current Ad Valorem Tax: $ 186,600.00 • Received to date: $ 179,044.64 • To be Collected: $ 7,555.36 • Operating Expense: $ 155,047.24 • Open Purchase Orders: $ 24,287.52 • Expenditures - Paid to date: $ 106,466.11 • Operating Funds Available $ 24,313.63 • Capital Outlay/Improvements: $ 296,300.00 • Open Purchase Orders: $ 23,684.79 • Spent to Date: $ 187,782.54 • Available Total: $ 84,832.54 • Reserves (Hurricane claims): $ 100,000.00 • Total Budget: $ 209,680.09 (anticipated to receive) (Line Item 32) (Line Items 33 and 34) Darryl Richard noted the Committee might consider increasing the "Reserves" contingency fund for hurricane preparedness in the next Fiscal Year. He stated the taxable value has been certified at 96,010,847 mils — which is the first increase since Fiscal Year 2010. LANDSCAPE MAINTENANCE REPORT — CLM AND MCGEE & ASSOCIATES Robert Kindelan stated: • The new contract is in effect. • From this point forward, trimming will be done in one "go- round" • Everything is uniform and cut back • He and Michael McGee will revilw the plant material to decide the appropriate height • The diseased palm tree (Ganoderma zonatum) on Doral Circle has been removed • The Sabal palm that was interfering with the lights on Pebble Beach has been removed • Trimming of palms trees in general will be not be done until September o Sabal palm have not finished producing seed pods • The seed pods on the Foxtails will be removed in August • The Mimosa on Valley Stream was treated to control the weeds — sprayed the weeds only — did not "blanket" spray the chemical • Will submit proposals for replacement of plants • After Labor Day, will move existing plant material, prep and sterilize the bed at entrance using plastic covering o Will plant Geraniums as soon as available in October 2 August 15, 2013 David Larsen noted the plants at the Augusta median are too high — tried to make a left turn onto 41— when checking to the right, did not have clear line of sight due to the height of the hedges and also at Doral Circle. Bob Kindelan observed the Lantana were being trimmed earlier in the morning. Michael McGee stated the Bougainvillea had not been trimmed by the sign. • There is an infestation of "White Fly" on Radio Road (completely full) and on the palm trees on Rattlesnake • He sent an email to the County to alert them to the problem • The County's position is to not treat since it claims no damage is done • Will inspect the palms and other trees — will treat with liquid chemical (preferred method) to drench the soil at the roots • If necessary, the leaves will also be sprayed ■ The chemical is guaranteed for one year • Granular chemicals are not as effective — takes much longer — and may be an issue if there are pets in the area It was noted "white fly" will not kill the palm trees but will begin the process that creates sooty mold. Sooty mold will kill Ficus. VII. LANDSCAPE ARCHITECT'S REPORT — MCGEE & ASSOCIATES (Attached: "Landscape Observation Report," dated August 12, 2013) To be completed prior to annual bed renewal: • St. Augustine turf areas are infested with weeds — must cut out and replaced with new turf • Bahia Sod is to be installed around the telephone pedestals — back of sidewalk on north right -of -way (submit proposal) • Remove seed pods from Alexander palms (part of normal maintenance) • Will check plantings for height (on St. Andrew's) VIII. PROJECT MANAGER'S REPORT — DARRYL RICHARD (1) Annual Contract — McGee & Associates • McGee & Associates submitted a proposal for Landscape Architectural Annual Maintenance Consulting Services • Effective dates: October 1, 2013 through September 20, 2014. • Cost: $11,905 • It is a standard proposal Consensus: McGee and Associates has provided wonderful service. Kathleen Dammert moved to accept and approve the proposal submitted by McGee & Associates for Landscape Architectural Annual Maintenance Consulting Services, to be effective October 1, 2013 through September 30, 2014, at a cost not to exceed $11,905. Jennifer Tanner offered a second in support. Carried unanimously, 5 — 0. August 15, 2013 (2) Crosswalk signs • Signs have been installed • Old signs will be removed by Traffic Operations (3) Reimbursement (Pages 9,10 and 11) • An accident occurred on April 18, 2013 at St. Andrew's near Pebble Beach • CLM submitted an invoice in the amount of $450.00 • to replace Juniper Parson (20 plants) • for services rendered by an Irrigation Technician Supervisor to trouble shoot and replace damaged irrigation heads, and to test the system • The County provided ten bags of mulch • Check was received from State Farm Auto Insurance Company in the sum of $497.92 to cover the costs to repair the damage (4) Bentley Electric • Email (dated August 14th) was received from Steve Bentley noted the following lights were out: east side of Doral Circle and Pole #7 (FPL light) on St. Andrew's Blvd. • Darryl Richard stated two lights owned by FPL have been consistently out, i.e., near the Day Care and the Club House /median) — he reported the outages on FPL website • Bentley addressed the warranty issues regarding the Pebble Beach lights issue • Lumec shipped the replacement ballasts at no costs • Bentley installed them at no cost • Problem was caused by moisture — the light poles are not water tight • Bentley adjusted the placement of the ballast within the light fixtures which should fix the problem Darryl Richard stated he advised Bentley Electric that a maintenance contract for lighting was in the process of being drafted and would contain more formal reporting requirements. IX. FUTURE PROJECTS (None) X. OLD BUSINESS Tony Branco • Golf Course sign at the property entrance on St. Andrew's should be replaced — it has deteriorated (wood sign) ■ Jennifer Tanner confirmed the Golf Club will replace the sign during season when the members have returned. She stated she will contact the Club President. • Crosswalk Sign (in front of the church) at Pebble Beach and St. Andrew's is missing the directional arrow (separate small component). He suggested a replacement should be ordered. ■ Jennifer Tanner will research if replacement is the HOA's responsibility. 4 August 15, 2013 • Chairman Slebodnik o Canal — Spraying ■ A great deal of debris is due to algae and yard waste but the weeds are manageable — resembles a grassy "mat" ■ He asked when the area will be sprayed ■ Darryl Richard responded he contacted the County and knows the area was sprayed after the July meeting ■ It is sprayed on a three -month schedule ■ He will contact the County again and suggest that the "growth" should be physically removed XI. NEw Busmss A. Member Terms • Three terms will expire in October, 2013: Jennifer Tanner, Tony Branco and Dave Larsen. • Ms. Tanner and Mr. Branco submitted copies of their renewal applications to Darryl Richard. Chairman Slebodnik moved to approve re- appoint Jennifer Tanner to a three-year term, commencing October, 2013, as a member of the Lely Golf Estate Beautification MSTU. Kathleen Dammert offered a second in support. Motion carried, 4 — "Yes" /1— "Abstention." Ms. Tanner abstained from voting. Chairman Slebodnik moved to approve re- appoint Tony Branco to a three-year term, commencing October, 2013, as a member of the Lely Golf Estate Beautification MSTU. Kathleen Dammert offered a second in support. Motion carried, 4 — "Yes " /I — "Abstention." Mr. Branco abstained from voting. Chairman Slebodnik moved to approve re- appoint David Larson to a three-year term, commencing October, 2013, as a member of the Lely Golf Estate Beautifuation MSTU. Kathleen Dammed offered a second in support. Motion carried, 4 — "Yes"/ I — "Abstention. " Mr. Larson abstained from voting. Chairman Slebodnik noted Jennifer, Tony, and Dave have been "tremendous assets" to the MSTU. He thanked them for their service and welcomed their applications for re- appointment. Action Item: It was noted Staff will forward the MSTU's recommendations to the Board of County Commissioners for approval. XH. PUBLIC CONIIVIENTS • Mark — resident, Treasure Point cul-de -sac, stated he was very impressed by the professionalism of the MSTU Committee and at how much was accomplished during the meeting.
