CALL TO ORDER: The meeting was called to order at 4:05 PM by Chairman Richard Sims. A quorum was not established; only one voting member was present. II. ATTENDANCE: Member: Richard Sims, Chairman Excused: Patricia Spencer, Vice Chair Peggy Harris Michael McElroy Barbara Segura County: Darryl Richard — MSTU Project Manager Harry Sells — MSTU Project Manager Others: Michael McGee — McGee & Associates; Dale Hannula, Jeremy Hannula and Thomas Gonzalez— Hannula Landscaping (JuriStaff — Anne Iacuzzo) Chairman Richard Sims noted since quorum was not established, no vote could be taken on any issue. He opted to review an "information only" item, i.e., a presentation of "Golden Gate City Stormwater Improvement Project" by Joseph Delate, Senior Project Manager, Growth Management Division. Presentation: Golden Gate City Drainage Improvement Project: Joseph Delate provided a general synopsis of the Project: • The County's Stormwater Division conducted an analysis and inventory of Golden Gate City two years ago • The area encompasses approximately four square miles • The existing draining system was reviewed and analyzed • It was determined the majority of the system was functionally obsolete and was decaying • The County developed a five -year program to rehabilitate the existing system • A project to replace the drainage was begun during the past year on Hunter and Coronado • It is being replaced with either plastic or concrete pipe and is expected to last approximately 50 years • Funding has been supported by the Board of County Commissioners • Two new projects are under design and will be "bid out" in the near future Mr. Delate referenced the visual aids (maps) as part of the presentation. • The new project will be concentrated in the northwest quadrant of the area, i.e., 55th Street north of Hunter Boulevard • It will take approximately 10 to 15 years to complete the entire program • The cost ($13 to 15M + Design Costs) will be paid from Ad Valorem taxes • An RFP ( "Request for Proposal ") has been released • Four firms will be hired — each firm will be responsible for one quadrant • Two designs are ongoing: one in the northwest quadrant and the other is east of Sunshine • The project was prioritized based on known problems and complaints • The other priority was to coordinate with the County's Road Maintenance Division which will begin a paving project. The plan is to complete the repairs on specific roads prior to paving. • The County has also received a State grant to install sidewalks — one location is Golden Gate Parkway (from Sunshine to 951); the sidewalk will be installed on the south side of the Parkway. • The other location is east of Sunshine. • The sidewalks will be constructed of concrete. • The goal is to improve what exists — if the pipes can be rehabbed or not — if not, they will be replaced Mr. Delate stated he will give the presentation again at the next Committee meeting. Darryl Richard noted there has been flooding on Hunter. He stated the feeder culverts that tie into the area should be "tv'd." 2 Chairman Sims mentioned during the storm, the mulch laid by the MSTU washed up into his lot. Michael McGee noted when the improvements were begun on Hunter Boulevard, the pavement was changed and curbing was installed. The flow was redirected in the proper direction. The size of the pipes crossing the road was increased but the system became bottled up at the two exit points because it could not handle the increased flow of water. He suggested examining the system utilizing the tv camera to scope /inspect the system. Chairman Sims stated he lives on Neptune's Canal, to the north of Hunter. The two biggest water events in the `80s were Floyd and Gerry — but he never saw the dump pipes which dump into the canal clog before. The mulch installed by the MSTU "migrated" into the yards. It is no longer on the medians. It was noted the project did not cause the project, it just didn't fix it. Joseph Delate stated he would make it a priority to review the area discussed.
