Meeting Minutes for 3-3-08 Regular Meeting

Meeting Attendance: Ray Smith,Rick Zyvoloski(substituted for Dan Summers),Jerry Kurtz,
John Torre,Mac Hatcher, Stan Chrzanowski,Travis Gossard,Adoni Kokkinos, Christine
Sutherland,Ananta Nath(substituted for Clarence Tears),Duke Vasey,Joseph Gagnier,Pierre
Bruno,and Robert Wiley.
Absent: Mike DeRuntz(Excused),Jim Turner(Excused), Charles Martin,Herb Luntz
(Excused),Phillip Brougham(Excused),Lew Schmidt(Excused),Bob Devlin, Christa Carrera,
and Terry Smallwood.
Meeting called to order by Ray Smith, Chairman
OLD BUSINESS:
1. Approval of minutes for the 2-4-08 regular meeting-Motion to approve by Joe Gagnier,
approved unanimously.
NEW BUSINESS:
1. Attorney's Ruling on Sub-Committee Meetings in the Sunshine-Jeff Klatzkow,Assistant
County Attorney,attended the meeting and explained that two Committee members can't
discuss Committee issues outside of a noticed meeting. He understands the problem that
creates when staff are some of the committee members. Jeff's basic solution was to have
different staff serve on the Committee so that the staff actually working on the issues are not
the Committee members.
2. Discussion on ongoing ordinance development_Robert Wiley and Mac Hatcher provided a
brief discussion on the re-writing of the Flood Damage Prevention Ordinance and revisions
to Ordinance 90-10(as amended)to add peak discharge rates in Immokalee and the Belle
Meade areas.

3. Correspondence with the County Manager--Robert Wiley briefly discussed the meeting with
County Manager Jim Mudd and Big Cypress Basin Administrator Clarence Tears regarding
the establishment of a single County agency focused on the total picture and function of
stormwater management. Clarence expressed concerns that the County's current split of
duties between several departments does not have the overall central focus that the County's
Stormwater Department used to have years ago. Mr.Mudd said he will look into the issue.
4. Develop an Educational Video for the County TV channel—John Torre distributed a DVD of
two videos from the St. Johns River Water Management District that are currently available
for viewing("This Old Pond"and"After the Storm"). Ray Smith asked Robert Wiley to
notify other absent Committee members of the availability of"This Old Pond"on the
County's website. Travis Gossard asked about a centralized telephone number for drainage
complaint calls. John Torre said it would be easy to provide notification about the telephone
number if it can be settled on where and who.
5. Public Information Gathering Meeting this afternoon—Robert Wiley informed the
Committee that the previous two evening public information gathering meetings were very
poorly attended. The Avalon School meeting had six members of the public,and the
Immokalee meeting had zero. The first of two special interest group and interested agency
meetings is scheduled for this afternoon starting at 2:00 at the Central Avenue branch library.
6. Public Comments--None.
7. Assignments for the 4-7-08 meeting:
• Committee members to provide feedback on the two videos.
Next Regular Meeting Date: Monday,April 7, 2008 beginning at 9:00 a.m. at 2800 North
Horseshoe Drive,Room 609 in the CDES building.
