Meeting Minutes for 12-3-07 Regular Meeting

Meeting Attendance: Ray Smith,Mike DeRuntz,Rick Zyvoloski(substituted for Dan
Summers), Steve Preston(substituted for Gene Calvert),Jim Turner,Lisa Koehler,Mac Hatcher,
Noah Standridge, Stan Chrzanowski,Travis Gossard, Christine Sutherland,Duke Vasey,Joseph
Gagnier,Pierre Bruno,Lew Schmidt,and Robert Wiley.
Absent: Charles Martin, Clarence Tears,Herb Luntz(Excused),Phillip Brougham(Excused),
Bob Devlin(Excused), Christa Carrera and Terry Smallwood.
OLD BUSINESS:
1. Approval of minutes for the 11-5-07 regular meeting—Motion to approve by Joe Gagnier,
approved unanimously.
NEW BUSINESS:
1. Presentation of Coordinated Drainage Maintenance Program to address concerns raised by
local residents(Gene Calvert and Travis Gossard)--Gene distributed a map showing the
locations of the proposed Stormwater Management Department's capital projects for FY-08.
He also distributed a list of public comment related issues being addressed by the South
Florida Water Management District. Travis reported on the Road Maintenance Department's
objective to put emphasis in Northern Golden Gate Estates,while also addressing all areas of
the County. He reported that current staffing was down by ten(10)employees. Travis
reported there are two(2)maintenance crews dedicated to Northern Golden Gate Estates,
new rubber-tired excavators have been purchased to replace the old Hydroscops(truck
mounted extendable boom machines similar to a Gradall),the jet vac crew's goal is to clean
out all known culvert blockages,and the Right-of-Way permitting staff is coordinating their
efforts with the Road Maintenance staff. Regarding maintenance of the secondary canal
system,Travis reported that another herbicide spray crew has been added, a new all-terrain
excavator has been purchased to supplement the work of the current machine,and a new long
reach boomed excavator has also been purchased to increase canal maintenance. He added
that a special emphasis will be placed on correcting drainage violations and problems in

Golden Gate City. The Committee held a very good discussion on both the capital project
and maintenance programs. Travis requested that the Committee members advise
specifically what level of detail they desire to see on the maintenance program. There was a
lengthy discussion on the need to improve and expand the drainage maintenance public
outreach effort.
2. December 11,2007 presentation of the Floodplain Management Plan to the BCC(Ray
Smith)--Ray briefed the Committee on the upcoming presentation that will be made by
Robert Wiley. The objective is to get BCC acceptance and adoption of the new FMP.
Robert Wiley asked for the citizen volunteer members to try and attend the meeting to show
support for the FMP. Lew Schmitt,Duke Vasey, Christine Sutherland,and Joe Gagnier
indicated their willingness to attend.
3. Vacancy on the FMPC being advertised(Robert Wiley)—Robert Wiley briefly updated the
Committee on the current advertisement(2nd cycle)status,with no known application
submittals.
4. Review of FMP Action Plan items and schedule for completion(Mike DeRuntz)—Ray Smith
requested that each of the Committee members volunteer for service on small sub-
committees to oversee the completion of these action items. He asked the Committee
members to e-mail their areas of interest to Robert Wiley so he could put together a list by
the January meeting.
5. Schedule development for Public Information Gathering Meetings in 2008 (Mike DeRuntz)-
Mike DeRuntz suggested having meetings in North Naples,Golden Gate Estates,Immokalee,
and Marco Island. He also wants to coordinate with Rick Zyvoloski(Emergency
Management Department)and the Naples Area Board of Realtors(NABOR)to develop a
better outreach for all hazard issues. Christine Sutherland suggested developing a web page
on drainage maintenance. Mike will work up a schedule and bring it to the Committee in
January.
