Meeting Minutes for 9-10-07 Regular Meeting

Meeting Attendance: Jim Turner, Mike DeRuntz,Noah Standridge,Rick Zyvoloski
(substituted for Dan Summers), Mac Hatcher, Stan Chrzanowski, Ray Smith, Gene Calvert,
Travis Gossard, Charles Martin, Phillip Brougham, Pierre Bruno, Joseph Gagnier, Lew Schmidt,
and Robert Wiley. There were two visitors in attendance(Roland Holt, Building Director, and
Brenda Talbot, Collier Building Industry Association).
Absent: Lisa Koehler,Herb Luntz, Clarence Tears, Marlene Wood, Duke Vasey(Excused),
Christine Sutherland(Excused), Bob Devlin, Christa Carrera, and Terry Smallwood
OLD BUSINESS:
1. Approval of minutes for the 8-13-07 regular meeting-Motion to approve by Joe Gagnier,
approved unanimously.
2. Follow-upon hiring outside firm to review FMP for maximum CRS,points-Ray Smith
briefly discussed the approved contract with Dewberry, Inc. The value of the contract is
$17,600.
3. Local Mitigation Strategy Committee and Environmental Advisory Council—Robert Wiley
briefed the Committee on the presentations of the Floodplain Management Plan to both of
these groups. They were given copies of the document and asked to provide their written
comments.
4. Committee comments on the 8-13-07 Draft Floodplain Management Plan—Pierre Bruno,
Travis Gossard and Mac Hatcher all indicated that they had not received a copy of the
document to review. Mike DeRuntz was to get them a copy and he again requested
comments on the Draft FMP from all Committee members. Pierre Bruno expressed his
concern with the open-endedness of the GOP statements and their possible impacts for
implementation. Phillip Brougham requested that the Action Plan items should directly
reference their applicability to the GOP statements. He also agreed there is a need to tighten
up the open-endedness of the GOP's as they are connected to the Action Plan. Rick

Zyvoloski stated his preference for the FMP to be somewhat generalized to help in
connecting the GOP's to potential grant funding opportunities. Mike DeRuntz stated that he
will identify which GOP statement is used to establish each item in the Action Plan. Phillip
Brougham followed up by stating the Committee needs to begin working on the planning
process.
NEW BUSINESS:
1. Public Comments--Brenda Talbert(Collier Building Industry Association) asked if the
Floodplain Management Plan(FMP) was being set up as an end-around effort to place
additional environmental regulations on property in the County. She indicated that this is the
major issue of concern of the building industry. Staff clarified that the FMP was not an effort
to place additional environmental regulations,but an effort to address current requirements of
the National Flood Insurance Program.

Next Regular Meeting Date: Monday, October 1, 2007 beginning at 9:00 a.m. at 2800 North
Horseshoe Drive, Room 609 in the CDES building.
