From: Scott Windham Date: March 5, 2013 RE: Forest Lakes MSTU Bond Project F -58 Sidewalk Project Improvements Status Report The following is a brief status report for the Forest Lakes Sidewalk, Lighting and Street Tree Improvement projects: FOREST LAKES PROJECT F -58 UPDATES: PHASE land 3 Combined: • WSI is working to re -bid Ph 2 and Ph 3 together as one with a reduced scope as directed by the committee in last month's meeting. • ABB has completed 100% turn lane and signalization construction drawings and an updated Opinion of Probable Cost. Traffic operations staff is currently reviewing the plans. (See attached summary) • The Phase 3 planting and irrigation plans for the ROW areas and Opinions of Probable Cost are 90% complete. (See attached summary) • The Phase 3 street light removal / replacement plans and Opinions of Probable Cost are 90% complete. (See attached summary) MAINTENANCE SPECIFICATIONS / MANAGEMENT PLAN: • WSI still needs to prepare the management plan for Phase 1 with staff and George Fogg. • The Phase 2 Maintenance Specifications / Management Plan preparation is on hold pending final approved scope of the project. Tamiami Trail, Suite 103 Naples, FL 34105 Dear Sirs: Re: Forest Lakes Boulevard Sidewalk Project We are writing you today over the unreasonable delay in finishing this project... some two years. Our concern is amplified in that we are now in the peak of the snowbird season. Literally, hundreds of pedestrians are walking on Forest Lakes Boulevard... in the street against constant traffic... clearly "an accident waiting to happen!" Basis the legal concept of "contributory negligence,, the MSTU must surely share this concern. For your consideration, here are some ideas to speed up the completion of this project: 1. The Sidewalk Itself: This is, of course, by far the most important part of the project. Instead of trying to put together all three parts of the project.. the Sidewalk, Lighting and Landscaping.. concentrate on the Sidewalk & Lighting with Landscape work to follow later. 2. Excessively Hid Bids: We understand that this is part of the problem, that rebidding is required. To reduce the cost of the lighting and landscaping, and thereby the total project cost, reduce the number of street lights and landscaping trees on Forest Lakes Boulevard, e.g., to "every - other- one "compared to the Western part of the circle. Whatever the procedure, we earnestly and respectfWly ask the Forest Lakes MSTU Committee, and the Collier County employees involved, to get the sidewalk in... please, as soon as possible.
