ATV Park Ad Hoc Minutes 10/20/2012 ATV Park Site Ad Hoc Committee Meeting ' A© (4.49 Minutes 4 °�F.�,� ec r .14% os, oo ),/ °Q Naples, Florida, October 20, 2012 Gc9j s, 10 a.m. ' LET IT BE REMEMBERED, that the Collier County ATV Park Site Ad Off, Hoc Committee, in and for the County of Collier, having conducted business herein, met on this date at 10 a.m. commenced at Collier County Sheriff's Office Substation, 1195 Oil Well Road, Naples, Florida, with the following members present: CHAIRMAN: Joseph Pelletier VICE CHAIR: Felix Garcia Jeff Close Bill Combs Jonathan Harraden Mario Mendez (Excused) Barbra Pinx (Excused) ALSO PRESENT: Barry Williams, Director Parks and Recreation Greg Westgate Ryan Kruger— WINK TV Reporter accompanied the bus to 1 October 20, 2012 Members gathered and boarded the van then proceeded to Winchester Lakes Corporations 654 acre property located at 467 Oil Well Road (CR 858), Naples. Call to Order: Barry Williams identified the purpose of the bus tour meeting was to inspect a potential future site for an ATV Park. Roll call was taken and a quorum was established at 10:15 A.M. Jonathan Harraden suggested the Committee consider teaming or partnering with the Swamp Buggy people. Winchester Lake Fill: Joseph Bonness - Property Owner and Dan Guoan -Broker narrated the inspection of the 654 acre site off Oil Well Road in Eastern Collier County. A site plan was provided by owner. (See attached.) Highlights include: • 12-wells were originally installed • Property previously used for vegetable farm Approximately 300-400 ft. between lakes • 260 acres could still be excavated; No trees and 9 miles of trails • Property has a 600' excavation permit on it now and can be change without getting a permit • South Florida Water Management permit for excavation on property • 125 acres of fenced pasture land • Less than 2 acres conservation area • No Corps of Engineer land on the property • 5-lakes on property; the deepest lake is approximately 30' deep • Plenty of wildlife; deer, birds, fish etc. • Property listed for $12,000,000 • Barn, 2-trailers, septic tanks and water on property Debri placed on property from road projects will be removed. Joe Bonness described another available 100 acre property off Sabal Palm Drive and Sanders Boulevard. (See attached.) He said there was an opportunity to acquire the surrounding property from owners who would like to donate their property to PAR for expansion and to file for a Transfer of Development Rights (TDR) Credit. Discussion took place on the Winchester Lakes property and the committee thought the property was beautiful but voiced concerns over: the ATV park noise being too close to residences; no trees on the property; lakes cover too many acres; no place to expand; and the asking price being over the budgeted amount. Discussion took place on other potential sites to tour included: Devils Garden in Hendry County; Lazy Springs in Immokalee; Tracks & Trails in North Fort Myers; and a park in early stages in Charlotte County. I�� October 20, 2012 Greg Westgate stated the ATV Park in Charlotte County is approximately 1100 acres. He suggested the committee write a letter to receive more information. Money may be an issue for them since they have not gone into the next stage. Bill Combs moved to adjourn. Second by Jeff Close. Motion carried unanimously, 6-0. There being no further business for the good of the county, the meeting was adjourned by order of the Chairman at 11:23 A.M. 2
