Government Comprehensive Planning and l.and Development Regulation Act
(hereinafter "lhc Act") is required ~o prepare aml adopt a comprehensive plan.
2. Section 163.3201, I"lorufi~ Statutcs, provides that it is the intcnl of the Act that the
adoption and enforcement by Collier County of kind development regulations Ik)r the total
unincorporated area shall be based on, be related to, and be a means of implementation of
the adopted comprehensive plan as required by the Act.
3. Section 163.3194(I )(G), Florida .~tatulcs. requires (hal all land dcvch~pmcnt regularbins
enacted or amended by ('oilier County shall be consistent with the adopted
comprehensive plan, or clement or portion thereof.
4. On January 10, 1989, Co!lief County adopied lhc Collier County Growth Management
Plan or "GMP" as its comprehensive plan pursuant to the requirements of Section

7. On April 6. 1996 Collier Counly adopted its EAR which was fimnd sufilcicnl by
Southwest Florida Rcgioual Planning Council pursuant Io a I)clcgalion of Authority

8. On Oclobcr 27, 1997, Collier County adopted the EAR-ba~:cd mncndmcnts Io ils GMP
