Carried unanimously, 3 — 0. V. LANDSCAPE MAINTENANCE REPORT — ROBERT KINDELAN, CLM (Note: Mr. Kindelan was not present. Mr. Windham presented both reports) (Report: "Radio Road and Devonshire Monthly Maintenance, dated May 13, 2013 ") May 13, 2013 Devonshire: • Medians and Right -of -Way areas are healthy and well - maintained. • Asian Jasmine weed problem has been brought under control. o Tops have been sheered • Applications of herbicide (spray) and pre - emergent (granular) have been completed and will be continued. • Back of gutter and sidewalks have been mechanically edged Several "Action Items" were noted in the Report for implementation. Radio Road. • Medians are healthy and well - maintained. Mr. Windham reviewed Affordable Landscape's maintenance report and noted: • Active applications of pesticides, herbicide and fungicide have been made; • Plant masses must be kept neatly trimmed; • Plants were fertilized on April 24 — 30`h • Refurbishment plantings have been completed Chairman Lewis questioned why the mulching had not been completed — especially since the Committee had voted in April to contribute up to $10,000 to finish the project. Pam Lulich replied she did not have enough money in her budget and was waiting to ensure that other projects were completed first. She stated Radio Road was on the list to be mulched but not until 2014. Chairman Lewis noted Ms. Lulich indicated, during the March meeting, that after the refurbishment plantings were completed, she would be able to mulch approximately 50 to 60% of Radio Road. The Committee authorized a contribution of $10,000 to complete the mulching based on her statement. He stated that, after checking various statistics, it appeared the County was relying on the MSTU to fund mulching of Radio Road in its entirety, not just the portion within the MSTU. Ms. Lulich stated she will request the Board of County Commissioners approve a budget for 2014 which will include funds to fully mulch all of the County's roadways. Chairman Lewis stated in the future, all requests for funds/contributions from the MSTU are to be submitted to the Committee in writing for review and consideration. Chairman Lewis moved to rescind the $10,000 previously contributed to the County. Second by Fred Rogers Carried unanimously, 3 — 0. Chairman Lewis stated residents who complain about the mulching situation will be advised to contact the County directly. VI. LANDSCAPE ARCHITECT'S REPORT — SCOTT WINDHAM, WSI (Report: "Projects Status Report, dated May 13, 2013 " was submitted for review by the Committee.) 2 May 13, 2013 VII. BUDGET (Report attached: "Radio Road MSTU Fund 168, dated May 13, 2013') • Current Ad Valorem Tax: $ 308,200.00 (anticipated) • Received to date: $ 290,423.87 • To be Collected: $ 17,776.13 • Operating Expenses: $ 200,000.00 (Line Item 31) • Open Purchase Orders: $ 43,349.43 • Spent to date: $ 83,204.39 • Operating Funds Available: $ 73,446.18 • Improvements General: $ 350,300.00 (Line Items 32 and 33) • Reserves (for contingency): $ 3,200.00 • Total Budget (Available funds): $ 429,293.72 VIII. PROJECT MANAGER'S REPORT A. Annual Maintenance Contract — Bid Result • Commercial Land Maintenance was the lowest bidder. • The Board of County Commissioners will award the Contract at the May 28th meeting. B. Rich King Greenway Project — Entrance • Will be presented to the Board of County Commissioners on May 141' o First Step: to obtain permission to revise the Ordinance Darryl Richard stated it was initially thought Parks & Recreation would maintain the area but, due to Parks & Rec's budget restrictions, Commercial Land Maintenance will be responsible for the area. (Approximate cost: $1,500) • The area is not located in a County Right -of -Way but in an FPL easement. • Maintenance requirements should be minimal. Chairman Lewis moved to approve requesting Staff contact Parks & Recreation for a final decision concerning maintenance of the Rich King Greenway entrance. Second by Helen Carella. Discussion: Chairman Lewis noted his goal as a member of the Committee has been to complete the projects and reduce the millage rate. He stated if the MSTU assumes responsibility for the maintenance of the Greenway entrance, the contract will go on "forever." Darryl Richard stated the MSTU has sponsored the project and must see it through. Parks and Recreation did not initiate the project. Chairman Lewis noted Parks and Recreation was asking the MSTU to absorb $125.00 per month in costs to maintain the area. May 13, 2013 Action Item: Michelle Arnold agreed with Mr. Richard that each department's budget is being "squeezed" She will contact Barry Williams, Director — Parks and Recreation, and will advise the Committee of the results of that conversation. Chairman Lewis called for a vote on the Motion. Carried unanimously, 3 — 0. John Weber noted the Committee did initiate the project. "This is our project — we started it." He questioned if Parks and Recreation is currently mowing the area, why couldn't they continue? Darryl Richard reiterated Barry Williams would be contacted. IX. OLD BUSINESS A. Permit — Proposed Pad for Utility Vehicles (Note: A detailed plan drawing was prepared by WSI and distributed to the members) Scott Windham explained the various options for the concrete service pads, including the option of decorative concrete pavers over the concrete pad. • Advantages: • the area will be permanent, neat and tidy; • Jasmine should not be damaged. Chairman Lewis moved to approve authorizing Staff and WSI to obtain bids for the installation of concrete pads. Second by Fred Rogers. Carried unanimously, 3 — 0. X. NEW BUSINESS A. Video — Project Tour Darryl Richard and Harry Sells provided a video tour of the streets within the MSTU, starting at Santa Barbara (toward Airport- Pulling Road), and Devonshire. Fred Rogers noted the medians on Radio Road were "really outstanding." Chairman Lewis concurred, stating it was the MSTU's responsibility to maintain the good condition. XI. To: Radio Road MSTU Advisory Committee CC Darryl Richard, Pamela Lulich Collier County ATM Albert Benarroch, Affordable Landscaping Robert Kindelan, Commercial Land Maintenance James Abney From: Scott Windham Date: June 17, 2013 RE: Radio Road and Devonshire Monthly Maintenance Report MSTU Committee and Staff: The following is a report of the general conditions and recommendations for the maintenance of the Radio Road MSTU areas on Radio Road and Devonshire Blvd. DEVONSHIRE: In general the medians and ROW areas look healthy and well maintained. Additionally, Commercial Land has gotten the Asian Jasmine weed problem largely under control with their recommended program of minimal hand weeding, herbicide spray applications and granular pre- emergent herbicide regimens. The Asian Jasmine is filling in well and is starting to thatch together into a mass. Commercial is also keeping the ground cover neat by top sheering and mechanically edging the back of gutter and edge of sidewalks. In addition, the following on going action items should be implemented: • Commercial will experiment with removing the screens from the Precision spray nozzles and /or larger size screen to see if will improve performance. !RESU! TS STATUS ?) • Commercial was to review irrigation with Roger to insure proper function and scheduling. _-SULTS STATUS ?) • ACTION ITEM: Several Asian Jasmine have died at the Radio Rd intersection west ROW and need to be replaced (20 -30 quantity) Check irrigation coverage and adjust as necessary. • Hand weed the significant nut sedge mass north of the lakeside park in west ROW Asian Jasmine. Hand weed south ROW from Santa Barbara to shopping center entry drive. • In medians, trim the Green Island Ficus to 14 -16" and allow to fill in tighter; currently 24+ inches tall and loose. COMPLE' • Continue to spread mulch (Grant's Blend) in the Asian Jasmine along the east ROW as sections are reasonably weed free. (COMPLETE; • Weed along the east Viburnum Hedge and trim any growth that is encroaching on sidewalk. RADIO ROAD: • In general the medians look healthy and well maintained with the following action items: • Hand weeding and herbicide spraying needed in several medians, especially 18, 19, 20 and 21....Juniper in particular. • Not happy with the pruning technique on the Jatropha Trees east of Radio Road in median 3. (PLEASE DO NOT REPEAT ON THE REST OF THE JATROPHAS ALONG THE ROADWAY UNTIL WE HAVE MET IN TH EFIELD TO DISCUSS) • Trim the Lantana at the median tips where has gotten too high. • Cabbage Palms and mature Live Oaks need to be trimmed (in and when directed and authorized by Pam Lulichat the appropriate time) • Remove the seed pods off of the Montgomery Palms • Clean up and remove dead fronds from medians • Ant hills need eliminated at the last median tip at Santa Barbara. 0 1 have reviewed Affordable Landscape's weekly maintenance reports and kept abreast of ongoing efforts which have included the following: • Active applications of pesticide, herbicide and fungicide as needed and requested in a timely fashion. • Keeping all plant masses neatly trimmed. • The following replacements were noted and should be put in the rotation if and when directed and authorized by Pam Lulich: • One Montgomery Palm at median 1 to replace from accident (broken off stump observed) • Add 20 Helen Johnson Bougs at median 17 to fill in. • Median 21 - Replace 15 -20 Firebush to fill in where accident may have occurred in the past. Replace 3 yellow Tabebuia with Natchez Crepe Myrtle. (Two were removed several months ago and one newly dead one remains and needs to be removed) Please email or call me if you have any questions. RICH KING GREENWAY ENTRANCE (FPL Application): • WSI will put out to bid upon receipt of board approval. RADIO ROAD REFURBISHMENT PLANTINGS: 3 Yellow Tabs need to be replaced with Natchez Crepe Myrtles in median 21 (two Tabs were removed several months ago and the third is currently dead and needs to be removed) 20 Fire Bush need to be replaced in Median 21 to fill in where accident may have happened. • Big Rose Crown of Thorns west of Livingston still need to be replaced (Accident from a year ago) DEVONSHIRE EAST ROW REFURBISHMENT STATUS: • Project on hold. Please be sure to review this information. Maintenance activity is an ongoing event at Berkshire Lakes. Let me recap the major maintenance efforts your board has undertaken: The electrical distribution panel on Dev- onshire Blvd. was in dire need of repair and load balancing. This work has been completed and the lighting for the en- trance walls on Appleby Drive and Bel - ville Blvd. has been upgraded, improv- ing the illumination of the walls. In ad- dition, lights have been added behind the walls illuminating the palm trees, which has greatly enhanced the night time appearance of these entrances. The aging coach lamps were removed from our entrance walls at Radio Road and Santa Barbara Blvd., This work has now been completed with the addition of specially manufactured caps. At the Clubhouse the parking lot lights have been converted to LED fixtures which provide excellent lighting at a lower electrical cost. These lights, as well as the pool, dock and clubhouse soffit lights were controlled by day/ night sensors, which often were still on during the day. The sensors were re- placed with a single digital timer pro- viding consistent error free operation. The electrical power to the entrance walls at Radio Road and Santa Barbara at Devonshire Blvd. was damaged when the Devonshire Blvd. median was re- planted. Your board has reviewed sev- eral possible solutions to restore power to these entrance walls. The process to Editor: Fred Rogers obtain proposals and investigating their feasi- bility took an inordinate amount of time. A number of bids, consistent in approach, were sent to the finance committee for their review and their recommendation forwarded to the board for review and approval. The contract has been signed and we'll soon have the lights back on at these two entrances walls. Berkshire Lakes is a deed restricted commu- nity with legally enforceable covenants, rules and regulations, applicable not only to single family homes but to all the Multi Family As- sociations as well. It's important to note that while these Associations have their respec- tive covenants, rules and regulations, these can be, and often are, more strict than those of the Master Association, which provides the minimum base legal level for all. With many new owners of single family homes and condos I believe it's important to reiterate we are a deed restricted community and that changes to properties cannot be ac- complished without Architectural Review Board (ARB) review and approval. At the legal closing for single family homes the owner receives a copy of the covenants. I strongly suggest that if you are planning changes to your new home familiarize your- self with the ARB requirements. Doing so will eliminate delays and perhaps reconstruc- tion. There are other restrictions detailed in the covenants dealing with trash containers, parking, property maintenance, trucks, etc. that you should review.
