VI. LANDSCAPE MAINTENANCE REPORT — CLM AND MCGEE & ASSOCIATES A. CLM (Commercial Land Maintenance) — Robert Kindelan • Mulching is (basically) complete • Finished planting replacement plants on Pebble Beach — remaining area on Pebble Beach will be mulched on Friday • Water has been turned back on — very little has been used — ground is saturated • Will remove Torpedo grass from Bougainvillea beds on Pebble Beach within the next week before it becomes unmanageable • A dead Foxtail palm will be removed from the median on Doral Circle; will replace with something else (no palm species) • Mike McGee noted there is Torpedo Grass in cul -de -sac #20 which must be removed • Regarding the "missing" Bougainvillea (between the light fixtures) — planting had been placed on hold can now be replaced • The top portion of a recently - planted Sabal palm has broken; the tree will be replaced B. McGee & Associates — Michael McGee (Attached: "Landscape Observation Report," dated June 17, 2013) Comments were included in above discussion. VII. LANDSCAPE ARCHITECT'S REPORT — MCGEE & ASSOCIATES Tony Branco asked where the MSTU's responsibility ended concerning signage for Pine Hurst Estates. He stated there is overgrowth of shrubs by the golf course crossing that blocks the sign from view. Mike McGee confirmed it was not the responsibility of the MSTU. 2 June 20, 2013 Action Item: Chairman Slebodnik will notify the Manager of the Hibiscus Golf Course of the problem. Tony Branco noted in previous discussions, it was agreed the palms by the light poles were to be trimmed. He stated there are still a couple that are causing areas to "blackout." He suggested inspecting the area at night. Mike McGee replied a Sabal palm is scheduled to be removed from that area. He said he will do a cite visit at night. Chairman Slebodnik noted the middle of Median #14 is also "bad" area. A. Pebble Beach Lighting Project • Contractor replaced two ballasts that had burned out on Pebble Beach during the project • During a walk - through, it was noted two additional ballasts were burned out • Will contact the manufacturer, Lumec, to replace them (under warranty) • Bentley Electric stated it would assist by contacting the vendor to ship new ballasts Tony Branco noted there is a burned out light opposite #64 Pebble Beach Blvd. He stated there are two out on the in -bound side of St. Andrew's Blvd, the first pole at the entrance, the third pole looked "weak," and a fluorescent bulb is out on the in -bound side. Action Item: Darryl Richard will notify Bentley Electric to check the lights as well as the electric box on St. Andrew's. He will also contact John Miller at the County regarding who should check the lugs and the meter voltage readings at each pole. (Bob Kindelan left at 2:37 PM.) VIII. PROJECT MANAGER'S REPORT — DARRYL RICHARD • Regarding construction on 41, still trying to obtain plans from the developer — nothing has been submitted to the County. IX. FUTURE PROJECTS (None) X. COMMITTEE REPORTS (None) XI. OLD BUSINESS (None) XII. NEw BUSINESS June 20, 2013 A. New Traffic Signage — County • Signs do not fit — too large for existing metal frames • The HOA paid for the signage initially (private funding) within the community. • Director of Traffic Operations requested return of all signs and asked if a new standard sized sign could be placed at the corner of Doral and Rattlesnake Hammock (black letters /white background); it is a public safety issue. Consensus: There is no need to replace the signs — especially with poor quality signs. Doral is a private road — not a county street. Action Item: Darryl Richard was requested to invite the Director of Traffic Operations to attend the next meeting. Suggestion: The County can place its sign in the median on Rattlesnake - Hammock. B. Identification Tags on Light Poles Mike McGee explained there is an effort by Traffic Operations to standardize the 3 -inch high letters used on the street light poles. In Golden Gate, the same decorative poles (as in Lely) were used in the medians and the County initially insisted the letters were to be stenciled vertically on each pole. The County relented but some type of ID tags has to be installed on each light pole. Preferred method: Stencil the identifying number (2 -in high/black) on the top of the inbound curb by the light pole rather than on the concrete base of the pole because it would become covered by dirt. Jennifer Tanner moved to approve authorizing Bentley Electric to paint identification numbers on the new light poles on Pebble Beach Boulevard on the top of the inbound curb in black. Chairman Robert Slebodnik offered a second in support. Carried unanimously, 5 — 0. C. Monthly Meeting Review Darryl Richard noted the major projects for the MSTU have been completely. He asked if the members wished to continue meeting on a monthly basis, or if they would prefer to meet every other month. • The entrance project has been placed "on hold" until details can be obtained concerning the scope of the developer's plans for the ( "The Isles ") construction across US 41. • The traffic management plan has not been filed • Plant materials and trees are unknown • Would not want entrance to clash — try to coordinate • Next project: Doral Circle Utility Project • Will closely supervise contractor to protect installed landscaping and irrigation • Start Date: unknown Consensus: The members will keep the monthly schedule and amend as needed. 4 June 20, 2013 D. Light Bulb Replacement (New and Old) Tony Branco noted several bulbs on St. Andrew's (at the entrance) were not working: • At the 2nd and 3rd poles on the inbound side • At the 1St pole on the outbound side; the 3 pole is very weak • The florescent light at the monument on the inbound side is out His concerns: • New lights have been added on Pebble Beach Blvd, but the bulbs seem to burn out very frequently. • The life expectancy of the bulbs is disappointing. • Maintenance has been a problem • The turnaround time to replace burnt -out bulbs can range from one to three months. • The response by the electrician has been "terrible." • There have been far too many "black holes." Suggestions: • Ask CLM to turn the lights on and inspect on a weekly basis. • Hire a small electrical company for routine monthly maintenance Darryl Richard suggested the first step would be to conduct a thorough examination of the entire system. He also suggested discussing the issue with Chuck at Bentley Electric during the next field meeting. Mike McGee stated Bentley Electric may have a service crew in addition to their construction crews. He suggested drafting a specification for a "service quote" for weekly inspection. Darryl Richard agreed a lighting maintenance specification should be developed and an Invitation to Bid released to the list of approved electrical vendors. Can cut a Purchase Order to allow vendor to carry a supply of light bulbs and immediately replaced burned out bulbs upon inspection. Mike McGee will create a spreadsheet to track when a bulb is replaced and how often. Tony Branco moved to approve establishing a maintenance bid for all lighting within the MSTU.
