CALL TO ORDER Chairman Slebodnik meeting was called to order at 2:05 PM. A quorum was established. Five voting members were present. II. APPROVAL OF MINUTES - APRIL 18, 2013 Chairman Slebodnik called for a motion to approve the minutes of the April 18, 2013 meeting as submitted Jennifer Tanner moved to approve the minutes. BUDGET REPORT - DARRYL RICHARD (Attached: "LELY MSTU — Fund 152, dated May 16, 2013 ") • Current Ad Valorem Tax: $ 186,600.00 (anticipated to receive) • Received to date: $ 174,571.59 • To be Collected: $ 12,028.41 • Operating Expense: $ 155,047.26 • Open Purchase Orders: $ 32,743.90 • Expenditures - Paid to date: $ 83,681.25 • Operating Funds Available $ 38,622.11 • Capital Outlay/Improvements: $ 296,300.00 • Open Purchase Orders: $ 62,107.06 • Spent to Date: $ 149,810.40 May 16, 2013 • Available Total: $ 84,382.54 • Reserves (insurance claims): $ 100,000.00 • Total Budget: $ 224,049.18 Darryl Richard noted that Bentley Electric Company has not yet billed for the lighting project ($56,156.46). To date, $74,461.00 has been spent on the project. The Purchase Order for the project (including installation of the new pole) is approximately $200,000. It was noted while properties may be selling for higher prices, the number of foreclosures is contributing to the lower taxable value. VI. LANDSCAPE MAINTENANCE REPORT — CLM AND MCGEE & ASSOCIATES A. CLM (Commercial Land Maintenance) — Robert Kindelan • The County has been experiencing problems with its central irrigation system on Route 41. Irrigation will be increased. Will check again on Friday. • Removed seed pods from Foxtails. • (Valley Stream) Mowed the Mimosa plant material approximately three weeks ago and a pink "carpet" of flowers has emerged. • (Pebble Beach) Palms will be trimmed — trees are being marked. Mike McGee stated the Plumbago plants that are near the new poles will be kept at a distance of three to four feet from the poles and the area will be kept mulched to control the weeds. Bob Kindelan noted the irrigation around the poles must be adjusted. Chairman Slebodnik noted Pebble Beach did not look good when compared to the other streets. Mr. Kindelan agreed, stating it will be restored and then mulched. Mike McGee suggested re- opening the drip line on Pebble Beach that had previously been shut off. The drop line would provide additional water to the Bougainvillea. He also suggested testing a new fertilizer ("Bougain ") which he has used at his residence for the past six months. He stated the fertilizer was developed specifically for Bougainvillea. Jennifer Tanner moved to approve testing the new fertilizer on the Pebble Beach medians. Second by Chairman Slebodnilk Carried unanimously, S — 0. David Larson noted a visibility problem on the entrance from Augusta — plants are too high to see on- coming traffic. Additionally, he noted a Bougainvillea on Rattlesnake that was too high for the remaining plants. • Mulching will begin within the next two weeks. • Not enough restoration to justify waiting. • Water usage has been good. B. McGee & Associates — Michael McGee (included in above discussion) 2 May 16, 2013 VII. LANDSCAPE ARCHITECT'S REPORT — MCGEE & ASSOCIATES (Attached: "Landscape Observation Report," dated May 13, 2013) A. Pebble Beach Lighting • Has passed inspection • Waiting for FPL to connect power and install the meter Chairman Slebodnik expressed concern for the first light pole on Pebble Beach (from St. Andrew's) which he feared would be hit by a car. He asked if it could be protected. Mike McGee replied it had been set back as far as possible. It was noted Median #5 and Median #14 have been damaged by cars. Action Item: Darryl Richard will pursue reimbursement. (Police incident report had been filed.) B. Lumec Access panels • Met with the New Rep from Fort Myers who indicated he would attempt to push through replacement as a warranty issue. C. Replacement Pole — School Crosswalk • Estimate — Lykins (single sign - $640.00 x 2 = $1,280) Tony Branco moved to approve the bid to install the new poles, not to exceed $1,280. Second by Chairman Slebodnik. Carried unanimously, S — 0. VIII. PROJECT MANAGER'S REPORT — DARRYL RICHARD A. Update: Annual Maintenance Contract • CLM will continue as the maintenance contractor. • BCC approved the contract. B. "The Isles" • Plans found from November, 2012 • May not have platted the property. • Concerns were expressed for the traffic circle — using it as a short cut too I -75 and clear marking of the intersection Action Items: Darryl Richard stated he would continue to monitor.
