MEETING MINUTES
I. CALL TO ORDER
The meeting was called to order at 4:10 PM by Chairman Richard Simms.
A quorum established; five voting members were present.

III. APPROVAL OF AGENDA
Chairman Richard Simms moved to approve the Agenda as presented Second by Vice

IV. APPROVAL OF MINUTES — JANUARY 16, 2013
Vice Chair Patricia Spencer moved to approve the minutes of the January 16, 2013
meeting as submitted. Second by Peggy Harris. Carried unanimously, 5 — 0.

Peggy Harris questioned the Purchase Order submitted by Ag- Tronic for $1,700.
Darryl Richard explained it was the cost for the service call to assess repairs needed for
the Motorola Irrigation Controller on Tropicana Boulevard.
VI. PROJECT MANAGER'S REPORT — DARRYL RICHARD
A. Update — Tropicana Blvd. — Irrigation System
• Hannula Landscaping installed the "RainBird" Controller at a cost of $495.
The alternate controller will provide water for the plantings on Tropicana
Boulevard until the issues with the existing equipment are resolved by
Motorola.
VII. TRANSPORTATION MAINTENANCE REPORTS
A. RFP ("Request for Proposal")
• The RFP for maintenance of Sunshine Blvd., Tropicana Blvd., Hunter Blvd.,
Coronado Parkway and the median at CR 951 (at Green Blvd.) has been
released.
• The deadline to submit new bids is April 16, 2013 at 2:30 PM.
• The contract will be awarded by the Board of County Commissioners for a
period of one year.
• An RFP for the construction of the flagpole near the sign on the entry median
(west) has been released and should be returned by the next meeting.
A question was asked about permitting fees.

Response: The cost to obtain a permit during "season" is approximately $4,000 while the
same permit costs approximately $2,000 at any other time of year. The Board of County
Commissioners approves the permit fee schedule.
B. Hannula Landscaping — Dale Hannula
• Tropicana Blvd.:
• The new controller was installed and is working.
• Broadleaf weeds that died will be covered by turf
• New plant material has been installed.
• The mulching and fertilizing has been completed.
• Parkway:
o Water usage differs due to the different plantings
• Sunshine:
o Mulch has been installed
• Golden Gate:
o A spraying schedule has been instituted for the Indian Hawthorn
o It was noted the broadleaf in the turf died
• No decision has been made regarding plantings (Azalea - ?)
• Grass trimming has been completed
• Proposal has been submitted regarding installing sod in certain areas on
Golden Gate
• Installation of trees is in process - beginning at 951 — the area will
receive mulch after the installation is complete
• Coronado:
• New materials have been installed
• Mulch is ready to be installed
• All proposals (re: mulch and fertilization) have been submitted
It was noted the worst looking roadways would be treated first due to budgetary
issues.
C. Commercial Land Maintenance — Robert Kindelan
Hunter /Coronado:
o Monthly maintenance has been done
o Lantana has been cut back
• Weeds have been removed from pavers
• Continuing to spray Mimosa to remove dollar weed
• Silver saw palmetto — infected with insects — will spray
• Increased irrigation due to new plant material
• Trees have been staked where necessary
VIII. LANDSCAPE ARCHITECT'S REPORT — MCGEE & ASSOCIATES
• Requested that clipping are to be raked and removed after cutting
• Manual watering was requested on Tropicana until the "RainBird" Controller was
installed.
• Amount of water has been reduced at Sunshine Blvd.

• Golden Gate Parkway: (Median #10) Dead turf will be removed and the torpedo
grass will be removed. Will re -treat plants to control insect infestation.
• Hunter /Coronado: first spraying has been completed, will monitor
• Oaks are being watered via daily bubbler which will increase usage
• Collier: There are different weed issues and spraying of Indian Hawthorne has
begun, as well as mulching.
It was noted the trenches were dug too small and the plants look terrible.
Michael McGee responded the plants will grow quickly and catch up.
A comment was made concerning the "speed bump" at Hunter /Coronado — either it was
sunk or the asphalt was raised — poor workmanship. Also questioned was the height of
the curbs as too high. Were the curbs inspected when installed?
Pamela Lulich will contact Road Maintenance and will report back to the Committee.
Road Maintenance Report:
• Widening of Green Blvd and 951 to the south will begin in October
• The median will be removed and the opening at 44 will be closed
• There were ill longer return lanes and separators
• 1000 feet down Green Blvd. (to the east), the median will be re0worked
• The well on 951 will be capped and removed
Suggestion: Plantings on Green Blvd. could be removed and relocated to other areas.
There are a substantial number that should be saved. It was suggested the land at the
west entrance to Golden Gate could be used to "home" the plants.
Michael McGee will contact Ms. Lulich to coordinate efforts.
Discussion of the proposed plans took place. Ms. Lulich noted finding funding is a major
priority. Other topics included traffic situation, irrigation design, and landscape design.

XI. PUBLIC COMMENTS
A question was asked concerning the Ag- Tronix fee.
Darryl Richard stated it was fixed at $1,700.
He also noted the hand- watering at Tropicana was only for three weeks.
Re: Motorola Controller:
• The warranty was voided because a door was apparently left, open but there is no
way to determine who caused it to happen.

• The new Controller installed by Motorola is not compatible with the County's
software.
• The "RainBird" is a temporary solution while Motorola determines how to correct
the compatibility issue.
