CALL TO ORDER: The meeting was called to order by Vice Chairman George Fogg at 10:02 AM. A quorum was established; three voting members were present. H. APPROVAL OF AGENDA: Kenneth Bloom moved to approve the Agenda as submitted Second in support by Vue Chairman Fogg. Carried unanimously, 3 — 0. IV. APPROVAL OF MINUTES — June 4, 2013: Corrections: • Page 1: o The Motion to approve the Minutes of the May 7*' meeting was made by George Fogg and approved by Kevin McKyton. • Pane 2: o The motion will read as follows: (Additions are in bold) "Kevin McKyton moved to direct Staff to maintain different grasses within the MSTU as follows: irrigate and herbicide St. Augustine grass; mow and edge Bahia grass only, and keep Floratam mowed, edged, and weed - free." Monthly Budget Report (Report attached: "Forest Lakes MSTU Fund 159, dated July 2, 2013 ") • Current Ad Valorem Tax Budget: $ 149,900.00 • Tax Receipts Collected: $ 144,356.23 • To be Collected $ 5,543.77 • Operating Expense: $ 173,500.00 • Open Purchase Orders: $ 39,498.68 • Spent to date: $ 66,789.86 • Operating Funds Available: $ 67,211.46 • Capital Improvements: $ 1,138,493.51 • Open Commitments: $ 44,816.80 • Spent to Date: $ 81,623.21 • Available Funds: $ 1,912,053.50 • Reserves (debt service — Bond): $ 1,166,000.00 • Total Budget: $ 2,250,679.71 July 2, 2013 (Line Item 34) (Line Items 35 & 36) Darryl Richard explained the funds specified on Line Items 34 and 35 ( "Capital Outlay /General Improvements ") contained the amounts for consulting fees for related projects. VI. PROJECT MANAGER'S REPORT A. Invitation to Bid — Sidewalk Lighting Project • Deadline to submit bids: July 291h • Sidewalk and lighting — "primary" • Right turn lane (at main entrance) — "alternate" Vice Chairman Fogg presented the following statistics concerning rainfall: • June 24th — 0.1 inch • June 25th — 3.6 inches • June 26th — 0.1 inch • June 30th — 0.4 inches fell (Annual rainfall — 34.5 inches) • July 1St — approximately 6 inches fell (40.2 ) • 1992 — 13 inches due to tropical rainstorm • 15 -year average: 63 inches of rain per year He noted there has been some flooding within the community. Darryl Richard stated Shenandoah (County's contractor) examined the pipes on July 1St and stated they were not blocked. The problem has been the levels of the lakes within the community have been elevated. (He referred to a map of the community.) He stated the drainage system was optimized to make it better but it is old and there are limitations concerning what else might be done. Water in the roadway is always a possibility. 2 July 2, 2013 Mr. Richard will contact Stormwater Management concerning the weir at the Gordon River outflow. Vice Chairman Fogg explained the water elevation is approximately 4 '/2 to 5 feet. He noted if the Gordon River Extension floods, the canals will flood and water will back up into the community. Jeff from the Quail Run Golf Course stated there may be some watering issues throughout the communities. The irrigation systems should be off. He noticed the irrigation system was running during the past week even though the heavy rains made it unnecessary. He has not watered around the clubhouse in the past 2 -%Z months. He noted Emerald Lakes has improved but Turtle Lakes is never off. He concluded it would benefit everyone if the communities would reduce their watering cycles. Kenneth Bloom suggested sending a letter to the different Condo Associations requesting that they check their rain sensors and/or turn the system off. Consensus: Staff will draft a letter to send to the management companies. Jeff presented photographs of the swales, stating they cannot be mowed due to the water conditions. The Members stated they understood the situation. Darryl Richard will contact Stormwater Management to initiate discussion concerning the structure constructed by Stormwater Management which limits drainage possibilities. It was noted August and September are traditionally heavy rainfall months and could additional heavy rains could cause major drainage issues. VIII. OLD BUSINESS Follow-up items from last month: • Electrical work — Emerald Green conduit o Darryl Richard noted the electrician has received the Purchase Order and may proceed, but he has not been notified as to when the work will begin. • Letter sent to Residents regarding maintenance • Staff has not received any feedback. • It appears more residents are moving the grass strip. • Status of Dedication of Roads (BCC acceptance) o Darryl Richard stated he has not been able to locate any information. He will contact the Planning Department to ascertain if anything may be available from the archives. If so, he will requisition the documents from storage. July 2, 2013 He noted in order for the Board of County Commissioners to accept dedication of the roadways within Forest Lakes, the MSTU must prove that everything meets the County's current engineering standards and then must petition the Board. Hiring an engineer to validate compliance with the current standards would be very expensive. Vice Chairman Fogg noted the MSTU is responsible for the maintenance of all of the "quasi- public" roads. Darryl Richard stated the MSTU is not responsible for traffic signage. The County's Traffic Operations Department is responsible for the maintenance of all traffic sign, i.e., stop signs. • Trees at Boulevard Entrance o Kenneth Bloom noted the trees should be trimmed. Private homeowners are not taking responsibility. He stated anyone walking on the proposed sidewalk will have an issue due to the trees which will block their line of sight. o Clearance must be 10 -feet above the sidewalk. o Darryl Richard will review the issue with Scott Windham. VII. LANDSCAPE ARCHITECT'S REPORT — SCOTT WINDHAM, WSI (No report - Scott Windham was on vacation) IX. NEw BUSINESS (None) X. PUBLIC COMMENTS • Lee Dixon, manager of Turtle Lakes, stated he inspected the "catch basins" and noted the system works but has not been able to handle the volume of water. He stated Turtle Lakes is "still interested" in the sidewalks.
