Roll Call: Present: Advisory Committee Members: Maurice Gutierrez (Chairman), Robert Messmer, Gerry Buck and Sheila Dugan, Sandra Arafet, Carolyn Cochrane. The following were absent: Victoria Nicklos (unexcused). MSTU Staff Present: Ashley Caserta (MSTU Project Manager) and Jean Jourdan (Interim Director) and Ekna Guevara (Operations Coordinator). 2. Adoption of Agenda: Mr. Gutierrez asked for adoption of the agenda. Motion to approve the agenda made by: Sandra Arafet, 2"d: Bob Messmer. Approved: 6- 0. Approval of Minutes: Mr. Gutierrez asked for approval of the minutes for the November 5, 2013 meeting. Motion by: Carolyn Cochrane 2nd: Sheila Dugan. Approved 6 -0. 4. Projects Report: MSTU Update 1- Christmas Lights have been installed in the first two medians and the CRA office. 2- Bayview & Lunar Update: Quality Enterprises has been selected by the CRA Board. There will be a pre- construction meeting with the contractor, engineer, CEI and County inspectors in early January. Construction may begin in late January. 3- Thomasson Drive Update: Staff met with representatives from Atkins in October and discussed the project. MSTU /Purchasing staff will receive the proposed price from Atkins and it will be presented to the advisory commitee for acceptance. 4- BCC Annual Workshop: The Board of County Commissioners requested staff present their annual report in March at a regularly scheduled meeting rather than January. Advisory Committee members are invited to speak. CRA Update 1- CRA's 17+ Acre Property: Premiere Plus Realty Company has been selected by the County Purchasing Department. The estimated value of the property is $3,000,000. The realty company spoke at the CRA meeting following the MSTU meeting. 2- Cirrus Point n /k /a Solstice: Mr. Fields requested the CRA support a Growth Management Plan Amendment that would permit his development to seek up to 114 units from the density pool to develop 14.4 residential units per acre. The CRA has a GMPA going to the BCC for adoption on May 28th that limits residential development utilizing the bonus density pool to a maximum of 8 units per acre. The amendment is scheduled for the December 19, 2013 CCPC meeting and the February 11, 2014 BCC meeting. 3- Community Garden: Staff has recruited Jeff Curl, ASLA CLARB, and President of Emerge Design LLC. Jeff has volunteered to do the site plan for the garden. 4- CRA Residential Lots Advertisement: The deadline for sealed bid was December 2" . Bids will be opened on December 3`d meeting. 5. Old Business a. Tree replacement options: Staff presented pictures of different trees available for replacement of the two (2) dead trees. The committee members requested we continue to replace these with Royal Palms to keep a uniformed look on Bayshore. Motion to remove dead tree in front of the office and not replace it and replace other dead tree with a large tree made by: Carolyn Cochrane. 2nd by: Gerry Buck. Approved 6 -0. b. Request for payment of services motion bv: Gerry Buck. 2nd by: Sheila Dugan. Approved 6 -0. c. Danford Street Conceptual Design Presentation: David Schmitt and Kent Carlisle from Q. Grady Minor gave a presentation on the project and took public and committee members comments and questions. They noted that the existing asphalt is 28' wide including two traffic lanes and two 4 -5' shoulders that are currently used as pedestrian pathways and bike lanes. The following were comments or concerns. • Request to have an entrance feature into Danford such as: sign or special landscaping depicting an entrance. • Crape Myrtle trees would be nice. • The north side of Danford was said to be very shallow and there is concern regarding the water levels. • There was discussion regarding the speeding that happens on Danford and the possibility of having a speed table in place rather than speed humps. • An audience member mentioned there is a bike path on the north side of Danford which was put there by the state and wanted to know how that bike path will be incorporated into the plan or if it will be at all. • A member voiced concern with this project and making it compatible with the Bayview park entrance. Q. Grady Minor will present conceptual drawings at an upcoming meeting. 6. New Business a. Sign quote for CRA/MSTU office monument sign. Motion to approve the monument sign quote and have it installed per the quote from SignPro made by: Sandra Arafet. 2nd by: Carolyn Cochrane. Approved 6 -0. b. MSTU pole location reset for Garden School on South Bayshore. Motion to approve location reset of pole made by: Gerry Buck. 2nd by: Sandra Arafet. Approved 6 -0. 7. Committee Communications: Gerry Buck mentioned that staff had submitted an editorial for the ENCompass magazine. Staff has not heard anything from the agency after submittal of the editorial. 8. Public Comments: A member of the public requested we replace the sick or dead Royal Palms with native vegetation. Additionally, Mike Nelson with the CCSO reported that he has signed up for a speed trailer and will have one on Danford Street on Fridays and Saturdays when it is available. 9. Adjournment. The meeting adjourned at 5:58PM.
