Bayshore Beautification MSTU Haldeman Creek MSTU BAYSHO E BEAUTIFICATION MSTU ADVISORY COMMITTEE MINUTES 1�1 OF THE NOVEMBER 5, 2013 MEETING The meeting of the Bayshore Beautification MSTU Advisory Committee was called to order by Chairman Maurice Gutierrez at 5:00p.m. At the MSTU Office 3570 Bayshore Drive, Unit 102. Roll Call: Present: Advisory Committee Members: Maurice Gutierrez (Chairman), Robert Messmer, Gerry Buck, Sheila Dugan. Sandra Arafet, Carolyn Cochrane and Victoria Nicklos. MSTU Staff Present: Ashley Caserta (MSTU Project Manager) and Jean Jourdan (Interim Director). 2. Adoption of Agenda: Mr. Gutierrez asked for adoption of the agenda. Motion to approve the agenda made by: Sandra Arafet. 2"d: Victoria Nicklos. Approved: 7 -0. 3. Approval of Minutes: Mr. Gutierrez asked for approval of the minutes from the September 11, 2013 meeting. Motion by: Gerry Buck, 2nd: Sheila Dugan. Approved 7 -0. 4. Proiects Report: a. MSTU 1. Landscape Update: Ground Zero performed scheduled landscape maintenance in the Bayshore MSTU. They completed the irrigation checks in time for winter season and added new mulch. Additionally, there was a pump break and main line repair near the bridge. 2. Bayview and Lunar Update: The invitation for bids advertisement period ended October 4, 2013. Two responses from qualified contractors were received. Next step: The contractor with the lowest bid will be chosen and a contract is being drafted to be approved by the BCC. Once this is complete, construction will begin. Estimated construction start date is January 2014 but is subject to the contractors' schedule. We will have more information after the contract is finalized and staff is able to have a pre - construction meeting with the contractor, engineer and CEI in December. 3. Thomasson Drive Update: The RFP was advertised in May. Responses were due May 28, 2013. A selection committee reviewed the responses from three firms and scored them. The final selection was Atkins. Next step: MSTU /Purchasing has prepared an Executive Summary for the BCC to consider on October 8, 2013 to approve Atkins as the Engineering firm to design the Thomasson /Hamilton project. The "Short List" has been approved and Purchasing and MSTU staff will begin negotiations on price. BCC will also approve the final price before the contract is complete. Lights on Collee Court, Gordon Street and Peters Street: Lights have been installed. b. CRA Update 1. CRA's 17+ Acre Property: The Estimated Value is $3,000,000. Staff has engaged in conversations with two real estate professionals who have potential developers /investors with an interest in developing the site. Both parties have been provided information on the site which is under review by the developers/investors. 2. Residential Lot Development._Developers have begun construction of green houses on Linda Drive. A new house is being constructed on Van Buren located on the west side Bayshore Drive. It is permitted for 2400 s.f. of living area with 2400 s.f. of enclosed parking underneath. Additionally, two new houses have been constructed, one on Jeepers Drive and one on Barrett Avenue. The women's shelter has three new houses under construction on Pine. 3. CRA Residential Lots Advertisement: Legal Notice has been posted offering five (5) CRA lots for sale. Several lot packages have been requested. Sealed bids will be accepted for 30 days. Bids will be opened at the December 3`d meeting. 4. 1936 Davis Boulevard Lease: The Lease is scheduled for consideration by the Board at the November 12, 2013 public meeting. 5. CRA 2013 Project Update: At the Executive Board's request the presentation to the Board at their October 22 "" meeting. Due to the Immokalee's CRA Director falling ill, the presentation was continued to the November 12th BCC meeting. 6. Gateway Triangle Stormwater Improvements Construction Update. Construction of the Tertiary Stormwater System Improvements in the residential section of the Gateway Triangle began in late June. Swales along three lots on the east side of Pineland Avenue are not draining properly. The problem has been identified and Ashley has been working on some potential funding opportunities to correct the problem. 7. FPL Lights on Andrew Drive: Staff conducted a site visit and identified properties with existing power poles where lights may be suitable. Letters were sent to survey whether the property owners were in favor of having FP &L install a light at their locations. FP &L is preparing an agreement for the installation of two lights on Andrew. 8. Cirrus Point n /k/a Solstice: Mr. Jim Fields and attorney Rich Yovanovich attended the December 4, 2012 CRA Advisory Board meeting. The CRA has a GMPA going to BCC for adoption on May 28th that limits residential development utilizing the bonus density pool to a maximum of 8 units an acre and no project could receive more than 97 units. Presently there is no means to acquire units from the density bonus pool for residential only projects. Mr. Fields is working the amendment through the zoning process. The amendment is scheduled for the December 19, 2013 CCPC meeting and the February 11, 2014 BCC meeting. Construction should be able to commence thereafter. Community Garden: CRA staff met with Botanical Gardens, University of Florida Agricultural Extension and the Church on October 2"d. The next step is to find a landscape architect willing to donate time to the proiect. CRA staff has contacted Kevin Mangan of the Naples /Ft. Myers Section Chair for the Florida ASLA (American Society of Landscape Architects) for assistance with getting the word out. 10. Grant Application (Fire Suppression Upgrades): CRA and County Purchasing staff met with Citv of Naples staff to discuss teaming un to apply for the orant in the next cycle. The talks were promising. Thank You Penny Taylor. Ashley followed up with the Housinq department that administers the errant and is working towards a January application. 11. Bike Sharing Program: CRA staff met with the County, MPO and Assistant City Manager. Everyone showed an interested in participating in the program, but no one has the funds to allocate to the program. The best way to pursue funding for the project would be through collaborate partnership and seek grant funding. 5. Old Business a. Request payment of services motion by: Sandra Arafet. 2nd: Victoria Nicklos. Approved 7 -0. b. Danford Update: Staff presented two quotes for Conceptual Design to be done by a professional engineer. Motion to issue a work order to Q. Grady Minor based on their quote of $8,250 with a note that once the final concept is chosen that no other cost estimates, renderings or other work would be developed for any other design. MSTU Ordinance Update: Staff updated the committee that the proposed changes, below, that were approved by the Commitee on October 2nd are scheduled for the November 12 BCC hearing. A second hearing will be required before the BCC prior to approval. Providing curbing, watering facilities, plantings and maintenance of the rAediaR strips right of ways of roadways within the MSTU; 2. Providing traffic calming improvements, street and pedestrian lighting, artd sidewalks, driveways and drainage improvements where a health /safety /welfare issue exists or are associated with a beautification project within the MSTU; 3. Identifying the Bayshore community to include directional and way- finding signs, street furniture and associated amenities (benches, trash cans, bicycle racks, informational kiosks, etc.) within the MSTU: and 4. Pedestrian and bicycle mobility improvements (multi -modal Pathways, boardwalks, scenic pathways, nature walks, enhanced bicycle lanes, enhanced crosswalks and pedestrian bridges associated with such projects; and 5. Beautification and maintenance of all other public areas within the MSTU as determined by The Bayshore Beautification MSTU Master Plan, which is incorporated herein by reference and approved by The Bayshore Beautification MSTU Master Plan, which is incorporated herein by reference and approved by the Advisory Committee. 6. The governing body of the MSTU shall be the Board of County Commissioners of Collier County, Florida. 6. New Business a. Holiday decorations on Bayshore: Motion to issue a work order to Whited Holiday D6cor in the amount of $5,000 to install Christmas lights along Bayshore Drive in accordance with their quote: Gerry Buck. 2 "d: Carolyn Cochrane. 7. Committee Communications: Gerry Buck brought in a copy of a new local magazine EN Compass. The committee commended the quality of the publication and noted that the MSTU /CRA should contact the editor and submit a story for publication. 8. Public Comments: Phil Litow from Danford Street was in attendance and discussed speeding issues on their street, as well as boat ramp locations. Mike Nelson with the Sheriff's Office was in attendance and said he would monitor the street to try to help the speeding situation. 9. Adjournment. The meeting adjourned at 5:50PM..
