BAYSHORE BEAUTIFICATION MSTU ADVISORY COMMITTEE MINUTES
OF THE OCTOBER 2,2013 MEETING
The meeting of the Bayshore Beautification MSTU Advisory Committee was called to
order by Chairman Maurice Gutierrez at 5:00p.m. At the MSTU Office 3570 Bayshore
Drive, Unit 102.
1. Roll Call: Present: Advisory Committee Members: Maurice Gutierrez
(Chairman), Robert Messmer, Gerry Buck and Sheila Dugan. The following
were absent: Sandra Arafet, Carolyn Cochrane and Victoria Nicklos.
MSTU Staff Present: Ashley Caserta (MSTU Project Manager) and Jean
Jourdan (Interim Director) and Ekna Guevara (Operations Coordinator).
2. Adoption of Agenda: Mr. Gutierrez asked for adoption of the agenda. Ashley
requested we add a letter"d" under Old Business to discuss Karen Drive
flooding.. Motion to approve the agenda as amended made by: Bob Messmer.
2nd: Sheila Dugan. Approved: 4-0.
3. Approval of Minutes: Mr. Gutierrez asked for approval of the minutes from the
September 11, 2013 meeting. Motion by: Gerry Buck, 2nd: Bob Messmer.
Approved 4-0.
4. Projects Report:
MSTU Update
1- Landscape Update: Aaron Gross with Ground Zero was present. There were
three (3) lateral repairs done. Ground Zero has completed a complete irrigation
check and the irrigation clocks have been reset for the winter. The South
Bayshore ditches have been cleaned. Additionally, the shrub on the west side of
Bayshore near the stop sign at Thomasson has been replaced, as well as the
plants in front of the MSTU office.
2- Bavview & Lunar Update: This project has been sent for bid for construction.
Friday, October 4`h is the submittal deadline for bids. The project is projected to
start construction by the end of this year.
3- Thomasson Drive Update: A request for proposal (RFP) has been submitted
for this project and the selection commitee has ranked Atkins North America as
the preferred vendor. This request will go before the BCC on October 8th for
approval.

4- Lights on Collee Court, Gordon Street and Peters Street: The FP&L
agreement was approved and FP&L will be installing lights, to date the lights
have not been installed. This project was approved and funded by the MSTU.
CRA Update
1- CRA Property: Staff is working on an RFP to enlist the services of a real
estate professional to market the sites based on their highest and best use.
2- Growth Management Plan Amendment: Staff continues to move forward with
the amendment which includes the north side of Davis Boulevard as part of
the CRA boundaries.
3- Mini-Triangle Acreage RFP: On hold.
4- FPL Lights on Andrew Drive: The FP&L agreement was approved and FP&L
will be installing lights. This project was approved and funded by the MSTU.
5- Community Garden: Staff met with the Botanical Gardens staff and a member
of the Haitian Church located on south Bayshore on. A portion of Pastor
Paul's site has been identified as suitable for a community garden. Botanical
Gardens has assembled group of experts to get the first garden up and
running and are excited to have the CRA partner in the first community
garden of the area.
5. Old Business
a. Request payment of services motion by: Gerry Buck. 2nd: Sheila Dugan.
Approved 4-0.
b. Danford Update: Staff will obtain quotes for the conceptual design from
professional engineers for the next meeting.
c. MSTU Ordinance Update: Staff requested the board members review the
proposed changes in the ordinance and confirm the proposed changes.
Language to be added to Section Two:
1. Providing curbing, watering facilities, plantings and maintenance
of the median 1:,tripn right of ways of roadways within the MSTU;
2. Providing traffic calming improvements, street and pedestrian
lighting, and sidewalks, driveways and drainage improvements
where a health/safety/welfare issue exists or are associated with a
beautification project within the MSTU;
3. Identifying the Bayshore community to include directional and
way-finding signs, street furniture and associated amenities
(benches, trash cans, bicycle racks, informational kiosks, etc.)
within the MSTU; and

4. Pedestrian and bicycle mobility improvements (multi-modal
pathways, boardwalks, scenic pathways, nature walks, enhanced,
bicycle lanes, enhanced crosswalks and pedestrian bridges
associated with such projects; and
5. Beautification and maintenance of all other public areas within the
MSTU as determined by The Bayshore Beautification MSTU
Master Plan, which is incorporated herein by reference and
approved by The Bayshore Beautification MSTU Master Plan,

Advisory Committee.
6. The governing body of the MSTU shall be the Board of County
Commissioners of Collier County, Florida.
Motion to approve proposed changes made by: Gerry Buck. 2nd by: Sheila
Dugan. Approved 4-0.
d. Karen Drive: The west end of the street has had standing water since the
beginning of our rain season. Staff is proposing we help alleviate the
situation. Staff has requested financial help from the Housing department
as it is a safety and welfare issue. The CRA funded an engineering study.
Motion to take immediate necessary steps for improvement, pursue
outside funding and authorize staff to pursue a long term help to alleviate
the situation made by: Gerry Buck. 2na by: Sheila Dugan. Approved 4-0.
6. New Business
a. Next meeting: Staff is proposing to hold the CRA & MSTU meetings on the
same day at different times. The goal is to transfer information and stay on
the same page as a group. Gerry Buck voiced he has a personal
commitment Tuesdays and would need to leave before 6pm. The board
members suggested we start the meetings at 4:30 rather than 5. Staff will
follow up with the remaining committee members via email to set up the next
meeting date.
7. Committee Communications: None.
8. Public Comments: Mike Sherman proposed we look into building a foot bridge
at the end of Lunar Street to connect to Sugden Park.
9. Adjournment. The meeting adjourned at 6PM.
