BAYSHORE BEAUTIFICATION MSTU ADVISORY COMMITTEE MINUTES
OF THE SEPTEMBER 11,2013 MEETING
The meeting of the Bayshore Beautification MSTU Advisory Committee was
called to order by Chairman Maurice Gutierrez at 5:00p.m. At the MSTU Office
3570 Bayshore Drive.
1. Roll Call: Present: Advisory Committee Members: Maurice Gutierrez
(Chairman), Sandra Arafet, Robert Messmer, Carolyn Cochrane and
Gerry Buck. Victoria Nicklos and Sheila Dugan not present (excused).
MSTU Staff Present: Ashley Caserta (MSTU Project Manager) and Jean
Jourdan (Interim Director) and Ekna Guevara (Operations Coordinator).
2. Adoption of Agenda: Mr. Gutierrez asked for adoption of the agenda.
Motion to approve the agenda made by: Sandra Arafet. 2nd: Robert
Messmer. Approved: 5-0.
3. Approval of Minutes: Mr. Gutierrez asked for approval of the minutes
from the June 5 2013 meeting. Motion: Carolyn Cochrane 2nd: Gerry
Buck. Approved 5-0.
4. Welcome to the new office! New logo and slogan used for all three
agencies.
5. Projects Report:
MSTU Update
1- Landscape Update: Over the summer, Ground Zero performed
scheduled landscape maintenance in the Bayshore MSTU. Repairs were
performed as needed. Aaron identified an irrigation main line break in front
of La Piñata restaurant. The MSTU Project Manager worked with Hannula
to have them repair the break and replace shrubs that were removed in
order to access the line for repair.
2- Bavview & Lunar Update: The CEI for this project, Atkins, has
completed their constructability review. The project engineer, RWA, has
revised the plans in accordance with comments from Atkins and has
written legal descriptions for required easements for the project. MSTU

staff is working with County staff to get the easements recorded and ready
for construction.
3- Thomasson Drive Update: The RFP was advertised in May. Responses
were due May 28, 2013. A selection committee reviewed the responses
from three firms and scored them. The final selection was Atkins. Ashley
noted that the next step would be to obtain BCC approval and enter into a
contract with Atkins.
4- Danford Street Update: A few additional responses were received and
the MSTU committee reviewed the topic later in the meeting.
5- Lights on Collee Court, Gordon Street and Peters Street: Residents
residing on Gordon Street, Collee Court and Peters Street attended an
MSTU publicly advertised meeting to discuss their concerns regarding the
lack of lighting in their neighborhood. The MSTU Advisory Committee
directed staff to contact FP&L to identify the most suitable location for
lights to be installed on existing power poled to effectively address the lack
of lighting. The lights on Collee Court, Gordon Street and Peters Street
are scheduled for installation. FP&L will be installing lights as soon as their
schedule permits.
6- CRA/MSTU Offices: The MSTU Advisory Committee voted to share the
costs of the office move with the CRA. Upon further research and
consideration, the CRA Interim Director discovered that the MSTU may
not expend funds for the move. In lieu of paying for the move, the MSTU
will pay for the new signage at the new location, which is less than the
$10,000 they previously agreed to pay.
CRA Update
1- CRA Property: Staff is looking into selling more properties. Also,
members requested we consider keeping a lot from our 17+acre lot in
hope of having a future plan to connect to Sugden Park.
2- Growth Management Plan Amendment: Staff is still going forward in
the amendment which includes north of Davis.
3- Linda Drive: There are six'new houses being built on Linda Drive which
are green houses.
4- Karen Drive: Staff will hire an Engineer to conduct a study in order to
help understand the issue on Karen regards their flooding.

a. Request payment of services: Motion by: Robert Messmer, 2nd:
Sandra Arafet. Approved 5-0.
b. Danford Update: Motion to move forward with a conceptual design
for Danford Street Improvements, exempting the three county-
owned properties from the 50% +1 signature requirement. Motion:
Carolyn Cochrane. 2nd by: Gerry Buck. Approved 5-0.
7. New Business
a. Landscape replacement and two quotes for two locations: Motion
to approve the removal & replacement of plants found by the
Arboretum area. Motion made by: Gerry Buck. 2nd by: Sandra
Arafet. Approved 5-0.
b. Motion to remove & replace the hedges at the CRA office. Motion
by: Robert Messmer. 2nd by: Carolyn Cochrane. Approved 5-0.
