BAYSHORE BEAUTIFICATION MSTU ADVISORY COMMITTEE MINUTES
OF THE FEBRUARY 6, 2013 MEETING
The meeting of the Bayshore Beautification MSTU Advisory Committee was called to order
by Chairman Maurice Gutierrez at 5:00p.m. at the MSTU Office 4069 Bayshore Drive.
1. Roll Call: Present: Advisory Committee Members: Maurice Gutierrez (Chairman),
Sheila Dugan, Sandra Arafet, Robert Messmer, Victoria Nicklos and Gerry Buck.
Carolyn Cochrane had an excused absence.
MSTU Staff Present: Sue Trone (MSTU Project Manager), Ashley Caserta,
(Operations Analyst) and Jean Jourdan (Interim Director).
2. Adoption of Agenda: Mr. Gutierrez asked for adoption of the agenda. Motion: Arafet.
Second: Nicklos. Approved: 6-0.
3. Approval of Minutes: Mr. Gutierrez asked for approval of the minutes from the January
2012 meeting. Motion: Nicklos. Second: Messmer. Approved: 6-0.
4. Projects Report:
MSTU Report
a. Landscape Maintenance Update. Ground Zero performed regularly scheduled
landscape maintenance in the MSTU. Repairs were performed as needed.
Ground Zero will begin cleaning up the ROW on Peters and will continue with
regular maintenance. Aaron Gross attended the meeting.
b. Bavview Drive and Lunar Street Update. The Purchasing Department
continues to process the bid package. MSTU staff estimate the bidding process
may be complete by March.
c. Thomasson Drive Engineering. The Purchasing Department continues to
process the RFP package.
CRA Update
a. Growth Management Plan Amendment. On January 8, 2013, the Board of
County Commissioners voted to approve the CRA's GMP amendment. This
amendment will allow mixed-use projects north of Davis Boulevard and the
extra density allowed by the density bonus pool to be utilized by PUDs.

b. Sealed bids for residential lots: CRA AB recommendation approved. On
January 22, 2013 the CRA Board approved the highest bid on each of five lots
owned by the CRA on Van Buren. The County Attorney's office is reviewing the
contract between the CRA and NIAN Financing; the contract will be considered
by the Board for final action.
c. Gateway Triangle Stormwater Construction Update. Construction is 98%
Complete. Final completion is expected to be February 13.
5. Old Business
a. Request payment of services. Motion: Arafet. Second: Nicklos. Approved: 6-0.
6. New Business
a. CEI Services for Bayview and Lunar. The AB discussed issuing a work order
for Atkins Engineering to provide Construction Engineering and Inspection
(CEI) Services for the Bayview and Lunar Streetscape Improvements Project. A
scope of work was drafted and attached to the agenda. The scope included a
constructability review and CEI Services, for an amount up to $85,854.00.
Motion to deny: Messmer. Second: none. Motion died.
Motion to approve: Buck. Second: Arafet. Approved: 5-1, Messmer dissenting.
b. Scope Addition to Thomasson and Hamilton Streetscape Project. Discussion
regarding the possibility of adding Danford to the Scope of Work for the
Thomasson and Hamilton design. Staff recommended retaining Atkins
Engineering (the conceptual design Engineer for the Thomasson and Hamilton
portion on the project) to attend a meeting with Collier County Transportation to
discuss the project objectively and see if they are in support of street
improvements on Danford. If Transportation supports the project, staff will seek
support of 50% +1 of Danford property owners. If Transportation does not
support, staff is to proceed with the RFP for Engineering without Danford Street
at this time. Motion to retain Atkins for up to $3,000 worth of work to assist with
meeting Transportation: Buck. Second: Dugan. Approved: 6-0.
c. Bayshore MSTU Transfer to New Project Manager. Sue Trone has resigned
from her position with the CRA/MSTU. Ashley Caserta will go through the hiring
process to step into the Project Manager position and will resume the duties
immediately.
7. Committee Communications.
a. Sandra Arafet forwarded comments from her neighbor (Litow) who feels
strongly that Danford should be prioritized for improvements. Litow is present at

the meeting and volunteers to be street captain and will do an informal survey
of the property owners at an upcoming block party.
b. It is noted that an MSTU light located across Bayshore Drive from the CRA
office is burnt out. Staff takes note and will ask Southern Signal to fix.
8. Public Comments:
a. Mike Nelson from the Collier County Sheriff's office attended and gave an
update on the crime statistics in the area and talked about how to protect
properties from trespassers. He notes that crime has continued the downward
trend that we have seen over the past few years.
b. Esther Spink comments that she would like the light to be removed from near
her property. Gutierrez requests that she obtain 50% +1 consent from property
owners and bring to the advisory board for further consideration.
9. Adjournment. The meeting adjourned at 6:10 PM.
